Mr. Speaker, this project was in the national interest. It will mean more jobs, more GDP and more capacity to pay for the transformation of our economy to be lower emission, and it is fully factored into Canada's climate plan.
With the project now completed, the federal government got the job done. However, I will be honest, it is not the federal government's intention to continue to operate a pipeline. We look forward to divesting it to partners.

Mr. Speaker, as opposed to the Leader of the Opposition's campaign to simply axe the facts, we are going to continue to stand with the science, the evidence, the research and the economists, who have all pointed out, including the Parliamentary Budget Officer, that the Canada carbon rebate puts more money in the pockets of eight out of 10 families in the jurisdictions across the country in which it is and is effective in bringing down our emissions while creating economic growth as we invest in cleaner technology and good jobs and careers for the future. We have a plan for the economy and the environment. He does not.

Mr. Speaker, the Conservatives have been talking down the economy for a long time now, without understanding that Canada actually has the strongest macroeconomic performance in the G7.
Our perspective is to put that solid footing of the Government of Canada in service of Canadians by investing in housing, by investing in dental care, by investing in child care and by investing in the supports that Canadians need in this difficult time. His solution is for governments to invest less in Canadians, for ideological reasons, and to be there less for people when they need it most.

Mr. Speaker, we know full well that the Conservative leader's plan is one of austerity that includes cuts to programs and services that Canadians need.
On this side of the House, we recognize that Canada has one of the best fiscal situations in the G7 and the world. We have the lowest deficit in the G7. We have the best debt-to-GDP ratio. We have the third-largest economy in the world that is rated AAA by the rating agencies.
We are here to invest responsibly, because a confident country invests in its people and its future.

Mr. Speaker, when we got elected, the first thing we did was raise taxes on the wealthiest 1% and lower them for the middle class, a measure that the Conservative Party voted against. We have continued to invest in young people and to invest in a national housing strategy after the previous government completely ignored housing. The former housing minister, who is now Leader of the Opposition, was responsible for creating exactly six affordable homes in his time as minister.
We have continued to invest and we are going to continue to make sure that the economy is fair for every generation. That means asking the wealthiest to pay a little more so we can put more money in the pockets of the middle class.

Mr. Speaker, Canada’s economy cannot succeed if young Canadians cannot succeed.
Our economy must do more to ensure a bright future for young people, home ownership and the dream of the middle class that previous generations had. Mr. Speaker, the Conservative leader is now complaining about $2 billion that he would never give to Canadian businesses, would never give to Canadians, because he would scrap the Canada carbon rebate. Mr. Speaker, families in Ontario are facing higher prices for groceries and higher costs for rent, and we are delivering a Canada carbon rebate that leaves them better off. Eight out of 10 Canadian families across the country have more money in their pockets with the Canada carbon rebate than the price on pollution costs them. At the same time, the price on pollution is bringing down carbon emissions, preparing a cleaner economy for the future and putting more money back in Canadians' pockets.
The Conservatives want to take away the Canada carbon rebate cheques. We are going to continue to support families on affordability and fighting climate change.

Mr. Speaker, the first conclusion of the Parliamentary Budget Officer is, in the math, on the face of it, that eight out of 10 families get more back on the price on pollution through the Canada carbon rebate.
The reality is that if one wants to talk about longer-term and broader economic consequences of a price on pollution, they have to talk about the cost of inaction and about the benefits of investing and innovating in carbon reduction technologies. That is the full picture that the Leader of the Opposition does not want to look at because he does not think one can build a strong economy and fight climate change at the same time.

Mr. Speaker, this is the largest private investment in the history of Quebec. We are talking about a company that is creating not just jobs but also the products of the future.
We do need to continue to fight climate change and protect our environment. We are doing that hand in hand with the Government of Quebec and companies like Northvolt. We are building careers, building a future, and fighting climate change at the same time.
I would expect the NDP to understand that fighting climate change and building a strong economy go hand in hand.

Mr. Speaker, did he just say “vote for me and life will suck”? I think that is what he said.
The reality is that we have put forward smart, responsible solutions to fight climate change and grow the economy, to lift over half a million kids out of poverty, and to invest in the economy of the future and good careers, whether in zero-emission vehicles, whether in mining or forestry or whether in advanced manufacturing. We will continue to bring more women into the workforce with initiatives such as child care. We are moving forward on dental care, which the Conservatives voted against, for seniors and young people. He proposes to take away the carbon price rebate, the Canada carbon rebate, from millions of Canadian families across the country. Mr. Speaker, Canada demonstrated, yet again, its leadership on the world stage with ambitious leadership in putting a cap on emissions from the oil and gas sector, recognizing that we do need to get to a net-zero economy. We need to support all our industries, including our energy industry, in moving towards that.
We will be there to support workers in the energy industry as we focus on decarbonization. We will be there to support businesses across this country as they shift to lower-emitting technologies. Mr. Speaker, every year, we provide hundreds of millions of dollars to Quebec to help with the integration of newcomers. This includes money for francization.
Our immigration program will continue to strengthen the immigration system and extend the benefits of immigration to communities in Quebec and across the country. Immigration is essential for helping businesses, finding the workers they need and continuing to grow the economy.
We will always work closely with the Government of Quebec, whether on immigration, housing or the economy.

Mr. Speaker, on this side of the House, we recognize that even as the world is in a complicated place because of multiple global factors, like Russia's illegal invasion of Ukraine, we need to stay focused on being there for Canadians, both now and into the future.

Mr. Speaker, we know that farmers are always focused on being good stewards of the land, and we are working with them in investing and in supporting them in many different ways to ensure that we can continue to put good-quality affordable food on people's tables right across the country. That is what we are going to continue to do.
Farmers, and indeed Canadians from coast to coast to coast, know that, as we fight climate change and as we put more money in people's pockets every three months, hundreds of dollars, with the pollution price return, we are going to continue to step up in building a strong economy for tomorrow, something the Conservatives simply do not understand.

Mr. Speaker, what the hon. Leader of the Opposition refuses to understand is that one cannot have a plan for the future of the economy and jobs in this country if one does not also have a plan for the environment and to fight climate change.
