Mr. Speaker, I will highlight that we worked with provinces, including many provincial Conservative leaders across this country, to bring in bail reform. We will continue to work on things that are keeping Canadians safe.
At the same time, the leader opposite talked about gun crime. We moved forward with some of the strongest measures on gun control that this country has ever seen: a freeze on the purchase of handguns; a total ban on assault-style weapons, which has been in place for four years.
These are the kinds of things that the Conservative Party and its leader have consistently stood against, even as we move to make our communities even safer.

Mr. Speaker, I thank the Leader of the Opposition for trying to clear things up, but the fact is that no Canadians doubted he would pull back on measures to fight gun crime.
We are moving forward on increasing gun control. We have banned assault-style weapons. We put a freeze on the market for handguns, and the Conservative Party, in the pocket of the gun lobby, has continued to insist that they will roll back those measures. They will continue to not protect Canadians in communities across the country. That is their approach. Our approach is to continue to invest in Canadians to lift millions of people out of poverty and create millions of great jobs.

Mr. Speaker, members cannot be serious about keeping our communities safe if they stand against gun control. That is consistently what the Conservatives have done, by spreading misinformation and disinformation when we are going after assault-style weapons, putting a freeze on handguns, and not going after law-abiding hunters and fishers.
They are using that to try to scare people, when the reality is that keeping Canadians safe requires a multi-faceted approach. It means investing more in CBSA, which has doubled the number of interdicted guns coming across the border.

Mr. Speaker, if Conservative Party members were serious about going after crime, they would support our freeze on handguns. They would support the fact that we have banned assault-style weapons, which is something they continue to avoid, dodge, and spread misinformation and disinformation on.
The reality is that we have continued to invest in police when the Conservative government before me cut services and funding to police. They cut services to CBSA. They cut initiatives that actually kept Canadians safe, and now they are just in the pockets of the NRA.

Mr. Speaker, amidst all this tragedy, it is interesting to see the lengths to which the Conservative leader will go to avoid talking about his desire to weaken gun control in this country and bring assault weapons back into the communities where they were banned over the past couple of years by the government.
We have put a freeze on handguns in the market across the country. We are strengthening gun control, and every step of the way, the Conservative Party stands against it.
That is why I am asking Conservatives, with their concerns about public safety right now: Will they step up and accelerate the passage of Bill C-21 when it comes back to the House for third reading?

Mr. Speaker, after the previous Conservative government cut about $1 billion from law enforcement and border agencies, we stepped up to ensure that our enforcement agencies had the tools they need. We have also invested massively in community safety programs and in support for young people, and, yes, have moved forward on gun control to make sure there is a freeze on the market for handguns and that we ban assault-style weapons.
This is something we are going to continue to work on. We will continue to work with law-abiding hunters and fishers to ensure that the right guns are banned, but we will make sure we are doing the right thing for all Canadians.

Mr. Speaker, we know that a responsible approach to keeping our communities safe needs to have multiple facets, and that is exactly what we are doing by freezing the market on handguns; investing more in CBSA, so it can interdict illegal firearms coming into this country; and yes, moving forward to ensure that it is no longer legal to buy, sell, own or use military-style assault weapons in this country, which is something the Conservative Party wants to reverse.
We are, on top of that, continuing to invest in police officers, despite the fact that the Conservatives slashed resources for policing, and we are continuing to invest in community programs and safety.

Mr. Speaker, we have frozen the market for the acquisition of handguns. We are combatting gun smuggling and trafficking. This year's fall economic statement includes additional investments of $137 million in the CBSA. Our new legislative measure will also make it easier to revoke licences of individuals charged with domestic violence or harassment.
These are evidence-based measures that will save lives. We are seeking to make communities safer, while the Conservative Party is fighting to make assault weapons legal again.

Mr. Speaker, I want to thank my colleague from Brampton South for her hard work and advocacy on this matter.
We are taking the strongest action in a generation to keep communities safe from gun violence, including a national freeze on handguns, because it is time to get handguns off the streets, out of abusive homes and out of the hands of criminals.
We will never apologize for acting with urgency to protect Canadians from gun violence. We will let the Conservative Party explain for itself why it believes that weapons meant for the battlefield should remain in our neighbourhoods.

Mr. Speaker, I am extremely encouraged to hear Conservatives bringing up questions like this, because it means maybe they are going to support us in our strengthening of gun control measures. Maybe they are going to finally stand behind us in our banning of assault weapons, which are no longer free to be bought, sold or used anywhere across the country.
We are moving forward on a freeze on the purchase of handguns across the country. If the Conservative Party is deciding to support that, that is good news for communities across the country. We are going to continue to stand with families. We are going to continue to stand against domestic violence. We are going to continue to be there for communities that need support in the face of rising violence.

Mr. Speaker, we are improving our justice systems to ensure there is less systemic discrimination and racism against indigenous communities and Black Canadians.
We will continue instituting better gun controls to ensure there are fewer victims of violence. I cannot believe that Conservative members from Quebec are still rising in support of relaxing gun control and blocking our attempts to restrict handguns or even military-style assault weapons.

Mr. Speaker, we are actually increasing the penalty from 10 years to 14 years for the illegal smuggling of guns. The concern that the Conservative Party seems to have around guns gives me hope that perhaps, finally, they will agree to support our ban on military-style assault weapons. Perhaps they will actually support putting a freeze on the importation, transfer, sale or purchase of handguns in this country.
It is great to hear the Conservatives concerned about gun violence. Now maybe they will step up and strengthen gun control instead of weakening it.

Mr. Speaker, perhaps a more appropriate question is, when will the Conservative Party stop standing with the NRA and start standing with Canadians, so there are fewer victims of violent crimes and fewer victims of mass murders?
That is why we moved forward with a ban on military-style assault weapons in this country, and it is now illegal to buy, sell or use a military-style assault weapon in this country. On top of that, we are moving forward to make it illegal to buy, sell or import handguns anywhere in this country. The Conservative Party stands against that. Canadians should ask them why.

Mr. Speaker, what we are also doing is taking the necessary steps to make sure there are fewer victims of mass killings by, for example, banning military-style assault weapons in this country, something Conservative politicians continue to stand against. They want to make those guns used at École Polytechnique and those guns used in other mass killings legal again, which we will continue to stand against. Not only that, but we are now moving forward on an initiative that will make it illegal to buy, sell, transfer or import handguns anywhere in Canada.

Mr. Speaker, on this side of the House, over the past seven years, we have continually moved forward on strengthening gun control in this country. That is exactly what we announced yesterday, making it no longer legal, as of the passage of that legislation, to buy, sell, import or transfer handguns in Canada. On top of that, the assault weapon ban that we brought in place two years ago is going to be matched with a mandatory buyback.
These are measures that are going to keep our communities safe, measures the Conservatives have voted against because they are against gun control.

Mr. Speaker, it is absolutely true that we moved forward to present legislation that, once passed, will make it no longer legal to buy, sell, transfer or import handguns anywhere in Canada. At the same time, Bill C-5 would not stop police from charging people with gun offences or prosecutors from pursuing convictions. What it would do is make sure that criminals face serious penalties, while addressing the overrepresentation of Black Canadians and indigenous people in the criminal justice system.
