Mr. Speaker, this is obviously a very concerning situation. We are making sure that all the appropriate authorities are properly engaged. We know that we need to continue to invest in our national police, and we need to continue to invest in our intelligence services. That is exactly what this government has been doing and will continue to do. Unlike the previous Conservative government that cut policing and that cut intelligence services, we will continue to invest in keeping Canadians safe, in countering the rise of organized crime and in making sure that people are confident about the future we are growing into.

Mr. Speaker, as I said, we agree. This situation is unacceptable. That is why the authorities are closely examining the procurement process and looking at all the years when individuals involved in these companies may have benefited from government procurement projects. This is something that we obviously have to take seriously and that the authorities are taking seriously.

Mr. Speaker, obviously this situation is unacceptable. That is why the authorities are looking into this procurement project, which obviously did not work as it should have. We expect anyone who took advantage of and personally profited from the activities of a government, whose priority was to save lives during the COVID‑19 pandemic, to face the consequences. We are ensuring that the authorities can do their work.

Mr. Speaker, the Leader of the Opposition is choosing to fling mud at a question that I have said is unacceptable. The authorities are looking into it. He does not want to talk about the housing investments that we are making across the country. He does not want to talk about the fact that he voted against dental care that seniors are going to be benefiting from as of May. He does not want to talk about child care. He does not want to talk about Ukraine. He does not want to talk about all the things where Conservatives are out of line with Canadians. We are going to continue focusing on the things that matter to Canadians, every single day.

Mr. Speaker, the Leader of the Opposition is digging into the past to try to bring up things that were settled many years ago. If he really wants to talk about the past, he should talk about the fact that the Conservative leader was at Transport Canada, working hand in hand with the minister, as the founders of the company involved in ArriveCAN were getting millions of dollars in contracts from the department he was working for. We are taking seriously any concerns around procurement. The authorities are looking into it. There will be consequences for anyone who took advantage of our COVID protection efforts to get rich.

Mr. Speaker, the situation around ArriveCAN is obviously unacceptable, which is why authorities are looking into this procurement process. Anyone who took advantage of everything we were doing to try to keep people safe during COVID to get rich will face consequences. That is the way our system works.

Mr. Speaker, once again, the Conservative leader's desperation and penchant for personal attacks are on full display as he brings up problems that were completely resolved four years ago. The truth of the matter is that we take the ArriveCAN matter extremely seriously. That is why authorities are responsibly following up on it. Anyone who took advantage of a situation where everyone was there to help Canadians in a global pandemic crisis will face the consequences.

Mr. Speaker, as a result of internal investigations, there have already been consequences for some of the people involved. I am not going to say anything else because there are processes and investigations under way. However, I can reassure people by telling them that, yes, we have taken concrete action and there have been consequences, but there will be even more consequences as the authorities involved continue their work.

Mr. Speaker, as soon as we became aware that there were irregularities or that rules had not been followed when this contract was awarded by the public service, internal public service processes were triggered within the different departments. We know that other authorities, including the police, have taken interest in this case as well. We expect all of this work to be taken seriously to ensure that all the rules and consequences are applied if necessary and as needed.

Mr. Speaker, during the time of the pandemic, the government rightly did everything it could to keep Canadians safe and keep them protected, but of course, even in the most trying times, perhaps especially in the most trying times, all the rules need to be followed. In this case, the Auditor General has highlighted some very concerning questions that need to be answered. That is why we are expecting and supporting all relevant authorities to follow up on this irregular contracting and perhaps breaking of the rules. This is an important issue, and that is why we are taking it seriously. [Disturbance in gallery]

Mr. Speaker, during the pandemic, we did everything we could to try to protect Canadians and save lives, but even in an unprecedented situation, the rules must be followed. Anyone who did not follow the rules must face the consequences. That is why we absolutely welcome the Auditor General's recommendations, and that is why the appropriate authorities are doing their job. Yes, Canadians should know the truth, and we expect the investigators to do their job.

Mr. Speaker, of course, we will always encourage the authorities and let them do their job, and they will do it. We also know that the public service must follow certain rules and, if those rules were not followed, then there will be consequences. We welcome the Auditor General's report with open arms. It is important for us to ensure that we are managing investments properly, even at a time when we were investing to protect Canadians from the pandemic of the century. We must ensure that all of the rules were followed.

Mr. Speaker, the COVID‑19 pandemic was a once-in-a-generation, even once-in-a-century occurrence. Everything we did and every decision we made was designed to protect Canadians. Of course, we all expect public servants and others to follow the rules. We expect the RCMP and the authorities to do their job. However, it is worth remembering that our government is the one concerned about security at our borders. The Conservative Party continues to vote against help for the CBSA, against help to secure our borders.

Mr. Speaker, members can understand that I will not take overly seriously accusations from an individual who was minister of elections when he was found to have broken elections law. When we see matters of wrongdoing, we ensure that the proper authorities are looking into them. Of course, our government will always ensure full co-operation with investigating authorities.

Mr. Speaker, the member is well aware that the RCMP is following up on the matter. I would like to share a little update on Alberta, though. The governments of Canada and Alberta are working together to ensure that all those affected get the help they need. The federal government will continue to work with provincial officials, municipalities and indigenous communities to support people across Alberta and across the country in any way we can. Of course, we encourage everyone to follow the advice of local authorities and stay safe, but know that all orders of government are working together to keep people safe through this difficult time.

Mr. Speaker, my hon. colleague should pay careful attention to the facts he presents here in the House. He should check his facts, because it is important not to mislead the House. The fact is that we have always taken the allegations we heard very seriously. We have always taken action and made sure that action was taken when necessary. Rather than playing partisan games, we will continue to rely on the experts and authorities to get the job done and keep Canadians safe. We are not looking to score political points, which is unfortunately what the Bloc Québécois and the Conservative Party are trying to do.

Mr. Speaker, every step of the way we worked with local police services and with responsible authorities to ensure that they got the resources and the tools they needed to get the situation back under control. They continually asked for more tools, and we continued to step up with extra officers, extra resources, extra finances and ultimately the Emergencies Act. Absolutely, it is only a government that can choose to invoke that, and to do so in a limited and restrained way is exactly what we did.

Mr. Speaker, the government and all our ministers have always been very clear that police do not grant themselves new powers. It is up to politicians and the government to make that decision. When law enforcement and provincial authorities asked us for more tools, we invoked the Emergencies Act in a reasonable and proportional way. That is exactly what people expected of us, and that is how we were finally able to resolve the situation.

We realized that the only way to give them what they needed was to invoke the Emergencies Act—
