Mr. Speaker, the Conservative Party invoked inflation to oppose our dental care plan for seniors and our investments to pay for dental care for the most vulnerable, who may not have been to a dentist in years, or even decades. Is that inflation? No, it is help for Canadians who are struggling, who are having a hard time paying for groceries and who are worried about the cost of living. It is help that we are sending and that the Conservative Party is blocking at all costs. That is not being there for Canadians.

Mr. Speaker, the member knows full well that we paid back a significant amount of the costs incurred by the City of Windsor during the Conservative-supported convoy. There is a matter of a dispute around whether its legal fees were to be covered by the federal government. I know the Minister of Public Safety is meeting with the mayor of Windsor tomorrow, and I am sure that this will be in the discussion. In the meanwhile, we have continued to stand up for Windsor with historic investments in jobs and opportunities for Windsorites that, quite frankly, Conservatives continue to stand against. We will continue to be there for the people of Windsor.

Mr. Speaker, in the Leader of the Opposition's desire to make clever rhetorical points, he actually completely ignores the basic facts. The price on pollution is revenue-neutral for the federal government, which means that the money that comes in for the price on pollution, for the carbon tax, gets returned to the jurisdictions. That is why the Parliamentary Budget Officer found that eight out of 10 Canadian families in jurisdictions where the carbon price applies do better with the Canada carbon rebate, which comes in four times a year, than the price on pollution costs them. That is a plan to fight climate change and put money in people's pockets.

Once again, Mr. Speaker, we see that the Conservative Party's opposition to the price on pollution is ideological and not concrete. Their opposition to the price on pollution means they do not care about fighting against climate change. Even as wildfires are already raging in different parts of the country, they have no plan to fight against climate change. They do it in the name of affordability while ignoring the Parliamentary Budget Officer, who actually showed that eight out of 10 Canadian families do better with the money put in their pockets from the Canada carbon rebate than it costs them with the price on pollution.

Mr. Speaker, we are continuing to make progress on the grocery code of conduct and continuing our efforts to make food more affordable through competition reforms. We are also creating a national school food program, which should provide meals to more than 400,000 children every year and enable an average two-child family to save up to $800 a year in grocery costs. There are also measures in the fall economic statement, which the House is currently studying, to crack down on predatory pricing. The NDP has the power to help us get this passed.

Mr. Speaker, not only are we continuing to move forward on our grocery code of conduct, but we are working on a project to make food more affordable through competition reform. Now, we are creating a national school food program, which is expected to provide meals for more than 400,000 kids a year and save the average family with two children as much as $800 per year on grocery costs. We are also ensuring that the wealthiest pay their fair share. Indeed, there are measures in the House right now that will crack down on predatory pricing, and the NDP has the opportunity to support us as it goes through the House.

Mr. Speaker, I thank the member for Brampton South for her hard work. While the opposition leader is taking cues from his lobbyist entourage on how to make the rich richer, we are investing in programs to help middle-class Canadians. Yesterday's budget includes a national school food program. It is expected to provide meals for more than 400,000 kids a year and save the average family as much as $800 per year in grocery costs. This is what the Conservative leader has already announced he will be voting against.

Mr. Speaker, the Parliamentary Budget Officer has confirmed that eight out of 10 families across the country get more money back with the Canada carbon rebate attached to the price on pollution than it costs them. That is $1,800 for a family of four in Alberta. It is thousands of dollars right across the country. These are things that are helping people with the high cost of living and groceries, at the same time as we fight climate change. What would also be helpful is if we were able to deliver the doubling of the rural top-up to put hundreds of dollars in the pockets of Canadians, but the Conservative Party is blocking the legislation to double the rural top-up.

Mr. Speaker, the average net benefit per household in Ontario is $255 a year. That is fighting climate change while putting more money in the pockets of Canadians. The Parliamentary Budget Officer himself demonstrated that eight out of 10 Canadian families in regions that get the carbon price backstop do better with the price on pollution. It puts more money back in their pockets than it costs them on the fight for climate change. This is the plan we are delivering for Canadians. That is the plan the member wants to scrap.

Mr. Speaker, we see the lengths to which the Conservative Party will go to mislead Canadians about a plan that fights climate change and puts more money in the pockets of eight out of 10 Canadian families. The Parliamentary Budget Officer himself admitted and said that we cannot take his words out of context, because he did not calculate the costs of inaction on fighting climate change. He did not calculate the competitive advantages of the innovation, the solutions and the economic growth that come with putting a price on pollution. The Conservative Party is not telling the full story.

Mr. Speaker, once again, we heard in a parliamentary committee yesterday absolutely no evidence and no data to support the Leader of the Opposition's contention that the price on pollution impacts grocery prices. The reality is that our price on pollution returns four times a year more money to 82% of Canadians in the areas where it is in play than it costs them. That is how we can both fight against climate change and put more money into the pockets of Canadians. The Leader of the Opposition is proposing to take away those four-times-a-year rebate cheques from Canadians.

Mr. Speaker, in homes across the country that heat with natural gas, the carbon rebate delivers more than the carbon price costs in eight out of 10 homes across the country. That is how we are fighting climate change and putting more money back in people's pockets. Home heating oil is dirty and more expensive, and we are phasing it out and replacing it with free heat pumps if the provinces sign up.

Mr. Speaker, as inflation was hitting in the fall, we stepped up with support for 11 million Canadians through a GST rebate over six months. We moved forward on dental care supports so that over 200,000 kids could afford to go to the dentist. We moved forward with extra help for families that need help paying their rent. These are the kinds of things we will continue to do to help Canadians. Child care costs are down, cut in half to $10 a day for millions of families across this country. These are the kinds of things that have made a difference. We will continue to be there for Canadians, including with the budget coming out next week.

Mr. Speaker, what Canadians need is a plan that puts more money in their pockets, and that is exactly what the price on pollution does. While Conservatives twist words and misrepresent what people say, we are going to stay focused on what Canadians are actually saying, which is that they need help. That is why we are delivering help, with a price on pollution that puts more money in their pockets, and with support for dental and rental, which the Conservatives are voting against. We are going to continue to be there to reduce child care costs. We are going to continue to be there to support Canadians, while Conservatives have nothing to say about fighting climate change and nothing to say about growing the economy and helping Canadians.

Mr. Speaker, the price on pollution returns more money to average families across the country than it costs them. It is a way of fighting climate change and putting more money in the pockets of Canadians. That is what Canadians in Atlantic Canada and elsewhere across the country are going to be able to benefit from. As we step up in the fight against climate change, we will be putting more money back in the pockets of Canadians who need it. Conservatives continue to spread misinformation and disinformation on that. We need to continue to be there for Canadians and we will.

Mr. Speaker, the facts are clear. The price on pollution returns more money to average families in the jurisdictions in which it applies than they pay out in pollution costs. This is the fact that has allowed us to lead in the fight against climate change and put more money back in the pockets of Canadians, but the reality is— Some hon. members: Oh, oh!

Mr. Speaker, we brought in a price on pollution that applies in provinces across this country, not all of them but many of them, and we know that we return more money to average families to help with the cost of paying their bills than the price on pollution costs them. That is why we are going to continue to step up with affordability measures for families, whether it is the climate action incentive that lands in their bank accounts four times a year, the GST credit return that is coming to them in the coming days or support for rental and dental. We will continue to be there for Canadians.

Mr. Speaker, while the Conservative Party continues to play political games, we on this side of the House have been working hard to protect the health and safety of all Canadians throughout the COVID‑19 pandemic, including with the ArriveCAN app. The figure quoted obviously includes a lot more than just the initial design costs. It includes additional services, IT call centre services, updates and future costs. We will continue to deliver value for Canadian taxpayer dollars while protecting them around the clock.

Mr. Speaker, as the member opposite well knows but will not share with his constituents or any Canadians, the price on pollution actually returns more money to the average Canadian family than it costs in many places where it has been brought in. We are talking about over $1,000 a year for families in Saskatchewan and Alberta and $800 or so in Manitoba. We will continue to make sure we are supporting Canadians, even as we move beyond our reliance on fossil fuels. This is something we know the world is asking for and Canadians are asking for, and we are leading on it despite Conservative—

Mr. Speaker, housing costs are a real concern for middle-class Canadians, especially young people. That is why we helped over two million families get the housing they need. We invested $72 million in the national housing strategy. We supported the construction and renovation of over 440,000 housing units. We invested to create over 71,000 additional rental units. There is still a lot of work to do, and we will keep doing it by making the necessary investments in families, communities and the economy.
