Mr. Speaker, for the past four years, it has been illegal to buy, sell or use assault-style weapons in this country, and that is exactly what the Conservative leader has promised to overturn if he gets elected to government in this country. The reality is that he wants to bring back assault-style weapons in this country after we banned them back in 2020.
We are going to continue to be there to make sure Canadians are safe while the Conservative leader stays in the pocket of the gun lobby. That is not what Canadians want. That is not even what Conservative Canadians want, but he is going to do it anyway.

Mr. Speaker, as the Leader of the Opposition knows, we are in the process of establishing that buyback program. The priority was making sure those guns were no longer available to buy, to sell, to bequeath or to use. That has been the case for four years.
What the Leader of the Opposition is conveniently refusing to opine on is the fact that he has committed to the gun lobby across this country that he would reverse the 2020 OIC, which banned those assault-style weapons. He wants to bring those assault-style weapons back, or he can contradict me right here.

Mr. Speaker, there are thousands of different types of assault-style weapons that, for the past four years, have been rendered illegal to sell, illegal to buy and illegal to use, including at a gun range.
We are now working on a program to allow those owners to sell them back to the government, for them to be destroyed, and get money so that they can go buy other guns or other products if they want to, which will be legal. This is about fairness, even as we move to keep Canadians safe. Unfortunately, the Leader of the Opposition wants to make those assault weapons legal again.

Mr. Speaker, I will highlight that we worked with provinces, including many provincial Conservative leaders across this country, to bring in bail reform. We will continue to work on things that are keeping Canadians safe.
At the same time, the leader opposite talked about gun crime. We moved forward with some of the strongest measures on gun control that this country has ever seen: a freeze on the purchase of handguns; a total ban on assault-style weapons, which has been in place for four years.
These are the kinds of things that the Conservative Party and its leader have consistently stood against, even as we move to make our communities even safer.

Mr. Speaker, in May of 2020, we rendered it illegal to buy, sell, use or bequeath 1,600 different models of assault-style weapons in this country. That is still the case. In the coming year, we will be bringing in a legacy program, while we are extending the amnesty, to bring in a buyback for the owners of these weapons. We are moving forward on gun control when he wants to bring assault-style weapons back to Canadians.

Mr. Speaker, the contortions the leader of the official opposition goes through to try to talk about gun control are quite impressive, but Canadians will not be fooled by him. The order in council that made assault-style weapons illegal to use, purchase, share or sell is still in place.

Mr. Speaker, I have already addressed auto theft concerns, but the Leader of the Opposition wants to talk about common sense when it comes to crime and violence. Why, then, is he going along with the American gun lobby, which wants to put assault weapons back on our streets and in our communities? For eight years, he has tried to block our gun control measures at every turn, because he is a puppet of the American right. He does that instead of standing up to protect communities, control firearms and show that he really cares about the safety of Canadians.

Mr. Speaker, in 2015, Stephen Harper presented a budget that had slashed funds for policing, slashed funds for CBSA officers and slashed funding for Veterans Affairs services, and we were there to clean up the mess, to cut taxes for the wealthiest 1% and to lower them for the middle class, to support families and to start moving forward on gun control in real ways.
While the Conservatives cozy up to the American gun lobbyists, we have continued to step up in keeping Canadians safe. Let him bring assault weapons back to our streets; we will keep Canadians safe.

Mr. Speaker, I thank the Leader of the Opposition for trying to clear things up, but the fact is that no Canadians doubted he would pull back on measures to fight gun crime.
We are moving forward on increasing gun control. We have banned assault-style weapons. We put a freeze on the market for handguns, and the Conservative Party, in the pocket of the gun lobby, has continued to insist that they will roll back those measures. They will continue to not protect Canadians in communities across the country. That is their approach. Our approach is to continue to invest in Canadians to lift millions of people out of poverty and create millions of great jobs.

Mr. Speaker, members cannot be serious about keeping our communities safe if they stand against gun control. That is consistently what the Conservatives have done, by spreading misinformation and disinformation when we are going after assault-style weapons, putting a freeze on handguns, and not going after law-abiding hunters and fishers.
They are using that to try to scare people, when the reality is that keeping Canadians safe requires a multi-faceted approach. It means investing more in CBSA, which has doubled the number of interdicted guns coming across the border.

Mr. Speaker, if Conservative Party members were serious about going after crime, they would support our freeze on handguns. They would support the fact that we have banned assault-style weapons, which is something they continue to avoid, dodge, and spread misinformation and disinformation on.
The reality is that we have continued to invest in police when the Conservative government before me cut services and funding to police. They cut services to CBSA. They cut initiatives that actually kept Canadians safe, and now they are just in the pockets of the NRA.

Mr. Speaker, the member opposite himself brought up what they did under the Harper government in those years.
What they did was loosen gun control laws. What they did was make it easier for people to buy assault-style weapons. That led to direct increases in gun ownership, and unfortunately, in violent crime across the country.
That is why we are trying to bring back stronger gun control legislation, despite the Conservatives' ideological opposition to gun control. We will continue to put the safety of Canadians and their communities first. We will continue with stronger gun control laws right across the country.

Mr. Speaker, amidst all this tragedy, it is interesting to see the lengths to which the Conservative leader will go to avoid talking about his desire to weaken gun control in this country and bring assault weapons back into the communities where they were banned over the past couple of years by the government.
We have put a freeze on handguns in the market across the country. We are strengthening gun control, and every step of the way, the Conservative Party stands against it.
That is why I am asking Conservatives, with their concerns about public safety right now: Will they step up and accelerate the passage of Bill C-21 when it comes back to the House for third reading?

Mr. Speaker, our top priority on this side of the House is always the safety of our communities. That is why we have continued to make innovations and investments in bail reform and why we continue to work with the provinces and territories on these issues.
We will make sure we are keeping Canadians safe, but the Conservatives' so-called focus on community safety does not explain their opposition to stronger gun control laws. We are going to continue to step up to make sure there is a freeze on handgun ownership across this country and that we keep assault-style weapons banned across the country. Mr. Speaker, after the previous Conservative government cut about $1 billion from law enforcement and border agencies, we stepped up to ensure that our enforcement agencies had the tools they need. We have also invested massively in community safety programs and in support for young people, and, yes, have moved forward on gun control to make sure there is a freeze on the market for handguns and that we ban assault-style weapons.
This is something we are going to continue to work on. We will continue to work with law-abiding hunters and fishers to ensure that the right guns are banned, but we will make sure we are doing the right thing for all Canadians.

Mr. Speaker, the last Conservative government, of which its leader was a key part, slashed nearly a billion dollars from our police and our borders. We are building back that capacity. We have invested nearly a billion dollars to end gun violence and keep guns out of the hands of criminals since 2018 alone. That includes another $137 million for the CBSA in the fall economic statement to fight gun smuggling and trafficking, and it is working.
We doubled the number of guns interdicted at the border last year, as compared to the year before.

Mr. Speaker, we have heard clear concerns from first nations, Métis and Inuit partners. Our intent with this legislation is to target guns designed for the battlefield and not the ones commonly used for hunting. As I have mentioned, the Minister of Public Safety is taking the time to get this right, and that means consulting with partners to make sure we are not capturing weapons we should not be.
Part of that process is showing up to meet with indigenous leaders. That is something the leader of the official opposition failed to do last week when he had an opportunity to sit down with AFN chiefs.

Mr. Speaker, we made a commitment to Canadians a number of years ago to ban assault-style weapons from this country. There is no place for guns designed to kill the largest number of people as quickly as possible in this country. That is why we are moving forward with an amendment that ensures assault-style weapons are banned not only in the past, not only in the present but also in the future.
We are going to carefully work with hunters, farmers, caucus members and all parliamentarians from rural areas to ensure we get that list right. All Canadians want to see less gun violence in this country, and that is what we are going to deliver.

Mr. Speaker, Canadians are united around the need to see communities safer. Most Canadians understand that this means eliminating the guns that are most dangerous, those guns that are designed to kill the largest number of people in the shortest amount of time. That is why two years ago we moved forward with a ban on assault-style weapons, but we also know we need to ensure that ban stays in place. That is why we are moving forward with a definition to define assault-style weapons.
We will continue to consult with Canadians and all parliamentarians to ensure we are capturing the right weapons, but we will keep Canadians safe.
