Mr. Speaker, we know well that the federal government has an important role to play in ensuring housing starts across the country and in ensuring the opportunities for Canadians to buy their first homes and to move forward up the equity ladder. These are things that we know we have a role to play in. However, we are not alone in that, which is why we are challenging and encouraging municipalities and provinces to also step up with ambition in our national homebuilding plan.
This is why we are putting incentives on the table, and we are putting investments in the pockets of municipalities, including with our accelerator fund. There is more to do, but we will be doing it in partnership.

Mr. Speaker, once again, all the Bloc Québécois wants is to pick fights in Ottawa. We are here to work in partnership with the Quebec government. Of course, we will not always agree on everything. That would be a little too boring. We need creative tension, and we have it.
That is exactly what has produced results in terms of investments in housing and in Quebec's manufacturing future, investments that are creating solutions with long-term jobs for Quebeckers. We are here to work in partnership, and we will continue to do so.

Mr. Speaker, while the Bloc Québécois continues to look for a fight, we are working hand in hand with the Government of Quebec.
With our housing accelerator fund, we have invested across the country, including in Quebec. Since Quebec was prepared to work ambitiously with us, we were able to invest $900 million directly in the province, and Quebec matched that amount to invest in housing.
That is the kind of partnership that will deliver results for Quebeckers. It is a model for the other provinces as well, because we will be there to build houses and homes across the country.

Mr. Speaker, we have made historic investments in housing and indigenous communities after decades of wrongful underfunding by previous governments of all stripes. We are working every single day to do more.
We are committed to working in partnership with first nations and their communities. We thank the Auditor General for her work and her report, and we will continue to move forward to do even more in partnership with indigenous people across this country.

Mr. Speaker, we are unequivocally committed, and have been since 2015, to working in partnership with first nations, Inuit and Métis communities across the country to advance self-determination and reconciliation. We have tripled investments in indigenous housing, mental health, access to clean drinking water and jobs, to contribute to economic reconciliation.
We have also moved forward to compensate first nations children and families who suffered under the discriminatory child welfare system. We have built over 30,000 homes since 2016, and we recently announced that we will move forward in creating an indigenous loans support program.
There is, of course, much more to do, but we will keep doing it.

Mr. Speaker, what the leader of the New Democratic Party is saying is simply not true. We have invested historic amounts of money to work with indigenous communities on housing, on health care and services, and to help create economic prosperity. There is still a lot of work to be done, we all recognize that. However, the progress we have made on reconciliation and partnership with indigenous peoples will continue.
We thank the Auditor General for her recommendations. We will continue to work hand in hand with indigenous communities to achieve results.

Mr. Speaker, we thank the Auditor General for her report and are, of course, carefully reviewing all of her recommendations to pursue a path forward that effectively addresses those concerns.
In regard to indigenous co-operation or partnerships, whether it is on housing or policing, consultation is at the heart of everything we do. We are committed to working in partnership with first nations to advance these priorities.

Mr. Speaker, indigenous communities and indigenous leadership have been indispensable over the past years in our fight against climate change. They have been partners, they have been investors, they have been creators of the moral frame in which we will continue to advance in creating a stronger economy as responsible stewards of this planet.
We will continue to work with them and continue to move forward in groundbreaking ways, like, for example, the four indigenous partnerships on protected lands that we announced at COP in Montreal, where we demonstrated the kind of leadership that indigenous people can take in protecting our planet, protecting biodiversity and building a better future. They are essential partners and we are lucky to be working with them.

Mr. Speaker, we have worked hand in hand with the Government of Quebec for years to invest in housing. We are currently working on rolling out our $900-million investment to help with the housing crisis in Quebec.
We know that a lot of people are worried. That is why we are working in partnership with the Government of Quebec and every government across the country, hand in hand with our municipal and provincial partners. That is what we will continue to do.

Mr. Speaker, over the past few years, we have always been there to invest with Quebec in housing.
We will continue to do so because the federal government has a role to play to ensure that affordable apartments and homes are built across the country, including in Quebec. I know that the Minister of Housing is currently working in collaboration with his counterpart in Quebec on a plan that works for Quebec, which will allow more housing to be built more quickly.
Housing is the responsibility of every level of government. We encourage them to address this issue urgently and in partnership.

Mr. Speaker, we are here to build more housing, in partnership with the provinces and municipalities.
That is why we implemented a $4‑billion plan to speed up densification, improve zoning and help municipalities build more housing more quickly. We also eliminated the GST on the construction of new housing buildings because we know that we need to increase supply.
We will continue to be there to work hand in hand with the provinces and municipalities. We will fight this housing crisis by working together.

Mr. Speaker, we have been working with indigenous communities right across the country on responding to their needs. The situation in Grassy Narrows has gone on for far too long. It is one that we continue to engage in, working closely with local leadership and moving forward on giving the kinds of supports necessary. We recognize the scale of the challenges across the country and we will continue to walk the road of reconciliation, in partnership, in meaningful, serious ways as we always have.

Mr. Speaker, I will certainly accept the compliment that we are saying all the right things, and I will add to it because we are doing the right things.
As we step up with the first-time homebuyers tax-free account, as we work with municipalities to deliver on accelerated housing construction, in partnership in the ways that we get things done, instead of picking fights like the Conservative leader continues to do, we will continue to deliver on helping Canadians through these difficult times.

Mr. Speaker, I agree with my hon. colleague. We need to do more.
We have built hundreds of new schools across this country in indigenous communities over the past seven and a half years, but there is much more to do. We will continue to work hand in hand with indigenous peoples on record investments and partnerships to build schools, health centres and senior centres. We will continue to work to solve outstanding land claim issues and to install wastewater and water treatment plants to ensure drinking water across the country.
These are things that we are doing and continue to do. I appreciate the member opposite's hard work on bringing them forward as well.

Mr. Speaker, allow me to say that, over the past eight years, it has been an honour and a pleasure to work so closely with organized labour across this country.
We have been able to build opportunities for middle-class Canadians right across the country by standing up for unions, by ensuring that, first of all, we reverse the anti-union legislation the Conservatives had put forward under Stephen Harper, but more than that, that we build for a stronger future in partnership. We have invested in union training and better opportunities for apprenticeships. We have partnered with unions on infrastructure builds. We will continue to draw in investments from around the world, whether it is Volkswagen, Michelin, Dofasco, or any number of investments across the country—

Mr. Speaker, while my hon. colleague talks about what the provinces want, we are focused on what Canadians need.
Canadians need more family doctors. They need more mental health help. Canadians need to see that frontline workers in hospitals and other facilities are better paid and supported. Canadians need to know where their medical records are and they need better information to understand the system they rely on.
That is what we are doing in partnership with the provinces. We are going to improve health care systems for tomorrow.

Mr. Speaker, since this situation started, we have been there to invest, to establish a partnership and to help Quebeckers continue showing their trademark generosity by welcoming asylum seekers.
We recognize that this is a heavy burden for the Quebec government to bear, so we are here to provide support. I would like to point out that we send more than $700 million a year to the Quebec government for French-language learning programs. We will continue to be there to ensure that Quebec continues to implement those programs.

Mr. Speaker, our hearts break as we hear stories like that. Obviously, it is unacceptable. That is why we are continuing to step up, including working in direct partnership with Premier Akeeagok to ensure we are delivering housing investments in the north. We know the needs are great, and we know we need to continue to step up.

Mr. Speaker, allow me to pause right now to salute and thank all the union leaders across the country who have been strong in fighting for better wages for their workers, working in partnership with the government in an unprecedented way to ensure that we are growing the middle class and helping the people working hard to join it.
We will continue to make sure that we are working with labour, that we are working with bargaining agents, that we are working with workers to ensure that they are getting paid well for the work they are doing, so that they can support their families and their communities. We will do so in a way that Canadians expect us to.

Mr. Speaker, we did indeed decide to work with the Province of British Columbia and the municipalities to move forward with a science-based approach.
However, the Parliament of Canada cannot simply issue an order to do the same thing in other parts of the country without partnerships and without the co-operation of local jurisdictions.
The approach proposed by the NDP would be irresponsible. Responsible leadership means working with partners to move forward, as we are doing in British Columbia. Yes, we are open to doing the same elsewhere, but partnerships are needed to make this happen.
