Mr. Speaker, for the past four years, it has been illegal to buy, sell or use assault-style weapons in this country, and that is exactly what the Conservative leader has promised to overturn if he gets elected to government in this country. The reality is that he wants to bring back assault-style weapons in this country after we banned them back in 2020.
We are going to continue to be there to make sure Canadians are safe while the Conservative leader stays in the pocket of the gun lobby. That is not what Canadians want. That is not even what Conservative Canadians want, but he is going to do it anyway.

Mr. Speaker, the Leader of the Opposition has continually pledged to make assault-style weapons legal again. We have banned them for the past four years, and we will continue to make sure that they stay banned in this country, while the Leader of the Opposition wants to bring back assault-style weapons to our communities and to Canadians from coast to coast to coast. That is not how to keep this community safer.
On top of that, in the name of protecting Canadians from crime, the Leader of the Opposition is willing to suspend their fundamental freedoms by using the notwithstanding clause to override the Charter of Rights and Freedoms. That is not responsible, and it makes us wonder what other rights he is going to come after on Canadians.

Mr. Speaker, I will note, as did everyone in this chamber, that the Leader of the Opposition did not deny that he will be reversing the ban on assault-style weapons. He does not even think it exists right now. Well, it does exist right now. It is illegal to buy, to sell or to use any of those weapons. When the amnesty ends next year, it will be illegal to own them as well. We are giving an opportunity for people to sell them back to the government. That is what we are doing to keep people safe. That is what he will not commit to keeping.

Mr. Speaker, as the Leader of the Opposition knows, we are in the process of establishing that buyback program. The priority was making sure those guns were no longer available to buy, to sell, to bequeath or to use. That has been the case for four years.
What the Leader of the Opposition is conveniently refusing to opine on is the fact that he has committed to the gun lobby across this country that he would reverse the 2020 OIC, which banned those assault-style weapons. He wants to bring those assault-style weapons back, or he can contradict me right here.

Mr. Speaker, there are thousands of different types of assault-style weapons that, for the past four years, have been rendered illegal to sell, illegal to buy and illegal to use, including at a gun range.
We are now working on a program to allow those owners to sell them back to the government, for them to be destroyed, and get money so that they can go buy other guns or other products if they want to, which will be legal. This is about fairness, even as we move to keep Canadians safe. Unfortunately, the Leader of the Opposition wants to make those assault weapons legal again.

Mr. Speaker, in May of 2020, we rendered it illegal to buy, sell, use or bequeath 1,600 different models of assault-style weapons in this country. That is still the case. In the coming year, we will be bringing in a legacy program, while we are extending the amnesty, to bring in a buyback for the owners of these weapons. We are moving forward on gun control when he wants to bring assault-style weapons back to Canadians.

Mr. Speaker, as of a number of years ago, it is illegal to buy, sell, use or bequeath assault-style weapons in this country. We did that. We banned over 1,600 models of assault-style weapons. The Conservative Party wants to make those assault-style weapons legal again, and everything it does is focused on misinformation and disinformation, bringing in hunters who are not targeted by these measures to try to justify its anchoring on the NRA.

Mr. Speaker, I thank the Leader of the Opposition for trying to clear things up, but the fact is that no Canadians doubted he would pull back on measures to fight gun crime.
We are moving forward on increasing gun control. We have banned assault-style weapons. We put a freeze on the market for handguns, and the Conservative Party, in the pocket of the gun lobby, has continued to insist that they will roll back those measures. They will continue to not protect Canadians in communities across the country. That is their approach. Our approach is to continue to invest in Canadians to lift millions of people out of poverty and create millions of great jobs.

Mr. Speaker, the length to which the Leader of the Opposition will go to try to pretend that he is not in the pocket of the NRA is quite humorous. The reality is that the talking points they are putting out there are completely disconnected from any reality.
Three years ago, we made the decision to render assault-style weapons, weapons designed to kill the largest number of people as quickly as possible, illegal in our communities in this country. Mr. Speaker, again, we are seeing the NRA spokesperson making things up. It will be three years next month since we got rid of assault-style weapons in Canada. It is now illegal to use them, buy them or sell them. The Conservative Party of Canada wants to bring these assault rifles back, but we will not allow that to happen. Mr. Speaker, we have heard clear concerns from first nations, Métis and Inuit partners. Our intent with this legislation is to target guns designed for the battlefield and not the ones commonly used for hunting. As I have mentioned, the Minister of Public Safety is taking the time to get this right, and that means consulting with partners to make sure we are not capturing weapons we should not be.
Part of that process is showing up to meet with indigenous leaders. That is something the leader of the official opposition failed to do last week when he had an opportunity to sit down with AFN chiefs.

There is no place for guns designed to kill the largest number of people as quickly as possible in this country. Mr. Speaker, the amendments proposed in Bill C‑21 will set out an official definition of assault-style firearms. Thus, any new weapons that meet that definition will automatically be classified as such.
We are keeping our promise to tighten gun control by investing in Canadian communities, strengthening our borders and providing law enforcement with more tools to protect our communities. In fact, we seized twice as many illegal weapons at the border this year as we did the year before.
While Conservative politicians want to make assault weapons legal again, we are determined to keep our communities safe.

Mr. Speaker, we have frozen the market on handgun ownership. We are fighting gun smuggling and trafficking, and investing yet another $137 million for CBSA in this year's fall economic statement. Our new legislation will also help revoke licences for people who have been charged with domestic violence or stalking. These are evidence-based measures that will save lives.
While we are fighting to make our communities safer, the Conservative Party is fighting to make assault weapons legal again.
