Mr. Speaker, the Canada disability benefit is a monumental step in our strong and unwavering commitment to creating a more inclusive and fairer Canada. We are now moving forward with the first step of the disability benefit, with a cost of over $6 billion over the coming years. It will put hundreds of dollars a month, tax-free, in the pockets of the most vulnerable persons with disabilities. We are continuing to commit to creating a better, fairer country for generations to come.

Mr. Speaker, this government has recognized for many years that Canadians living with disabilities are facing extreme challenges and disadvantages in our economy and in our communities. That is why we have stepped up regularly over the past years with initiatives to reduce barriers in Canada and to create a Canada disability benefit. We are now moving forward with that at the cost of over $6 billion over the coming years to put hundreds of dollars a month, tax-free, in the pockets of individuals with disabilities. The reality is that there always more to do, but this will help.

Mr. Speaker, the Canada disability benefit is a major milestone in our strong and unwavering commitment to creating a more inclusive and fairer Canada. There is always more to do, but $6.1 billion over the coming years is going to make a measurable difference in the lives of some of Canada's most vulnerable people. Hundreds of dollars a month, tax-free, will help with the cost of living. We recognize there is more to do. We will be working with provinces and territories to make sure, first of all, that this disability money is not clawed back and, secondly, that we can do even more in partnership with provinces and territories for Canadians with disabilities.

Mr. Speaker, the member is better than the question he just asked. He knows that it is really important to be there both to protect people when they are most vulnerable and to support their wishes. That is something that is foundational in Canada. In regard to people living with disabilities, we have invested more in people with disabilities over the past eight years than ever before, and there is more to do. We were very, very pleased to move forward on the Canada disability benefit, and we will have more to say in the coming months.

Mr. Speaker, as I said, we agree. This situation is unacceptable. That is why the authorities are closely examining the procurement process and looking at all the years when individuals involved in these companies may have benefited from government procurement projects. This is something that we obviously have to take seriously and that the authorities are taking seriously.

Mr. Speaker, no party in the House is about to take any lessons from the Conservative Party on helping people in need. The Conservative Party is still the party that lowers taxes for the rich and gives benefits to the wealthy. Whether we are talking about food banks, dental care, child care or seniors, its goal is not to help the vulnerable. We know that the Conservatives offer nothing but austerity and cuts to programs that Canadians need. We will continue to be there for people by fighting climate change and by providing them with direct support.

Mr. Speaker, since 2015, we have increased benefits, we have increased the guaranteed income supplement and we have recognized that, yes, seniors are facing difficult times, especially older seniors. Vulnerable seniors over the age of 75 have more expenses. That is why we are in the process of giving more targeted help to those seniors while also helping all seniors through investments in housing, dental care, the new horizons for seniors programs and so on. We are investing across the country to help seniors. That said, we are always going to recognize those who are the most vulnerable.

Mr. Speaker, as I said, investigations are ongoing to find out exactly how this happened, who benefited and what the consequences will be. That is very important. At the same time, we must remember that everything we did at that time was to protect Canadians. Even during that terrible crisis, we expected the rules to be followed. Obviously, it appears that they were not followed. That is why investigations are ongoing to get to the bottom of this.

Mr. Speaker, every year, we provide hundreds of millions of dollars to Quebec to help with the integration of newcomers. This includes money for francization. Our immigration program will continue to strengthen the immigration system and extend the benefits of immigration to communities in Quebec and across the country. Immigration is essential for helping businesses, finding the workers they need and continuing to grow the economy. We will always work closely with the Government of Quebec, whether on immigration, housing or the economy.

Mr. Speaker, on the contrary, over the years, we have helped lift 500,000 children out of poverty with the Canada child benefit, a measure that the Conservatives campaigned against. We have helped people create economic opportunities. We know that people are struggling right now. That is why we are stepping up to help them with measures like $10-a-day child care, dental care for children and even more family allowance cheques. The Conservative Party opposed all of those measures. We will continue to be there to help families in these difficult times. We will continue to invest in them and help them rather than making cuts like the Conservative Party is proposing.

Mr. Speaker, I agree there is much more to be done in supporting Canadians with disabilities, but we have done a significant amount over the past years and we will continue to do so to address the ongoing barriers faced by persons living with disabilities. We are focused on improving the lives of Canadians in the long term, and the historic Canada disability benefit is just one of the steps our government is taking. Our government is looking forward to doing the work directly with the disability community completely in the spirit of “Nothing about us without us.”

Mr. Speaker, our government implemented concrete measures to help families like Émilie's. The Conservative Party voted against those measures. For example, the dental benefit will help Émilie's kids and those of families like hers. There is also assistance for low-income renters and the grocery rebate. We are making these investments to help families get through this. Meanwhile, we are building a stronger economy with good jobs for years to come and investing in housing.

Mr. Speaker, where the Leader of the Opposition falls down is that his solution for those families is to do less for them, to take away their child care, to take away their dental care, and to take away the programs that are helping them, such as the Canada workers benefit. We are bringing forward payments for the Canada workers benefit so that low-income workers can get more help right now, and that leader is going to stand up for hours tonight to block that measure. There is help for Canadians on the way, and those Conservatives are standing in the way with silly procedural games.

Mr. Speaker, I want to thank the member for Vaughan—Woodbridge for his dedication to his constituents. We introduced the Canada dental benefit because we believe that no parent should have to choose between the health of their children and putting food on the table. Today, I can announce that the Canada dental benefit has now helped 300,000 kids across the country go to the dentist, including 1,100 kids in the riding of Carleton. It is all part of our plan to make life more affordable for families, and it is a real shame the Conservatives continue to stand against a dental benefit for low-income Canadians.

Mr. Speaker, once again we see that the leader of the official opposition is not willing to let the facts get in the way of a great political argument. Even then it is not that great an argument; it is just a bumper sticker that he can stick on to scare Canadians with. The reality is that we are delivering with dental benefits, with a grocery rebate and with a carbon price that is putting more money back in the pockets of eight out of 10 Canadians. While he continues to cross his arms and vote against things like the dental benefit, we have delivered to 1,100 kids in his riding dental benefits that have made a real difference.

Mr. Speaker, while the member opposite continues to make misleading, unfounded personal attacks on me, I will continue to focus on delivering for Canadians, things he does not want to talk about like the dental care benefits they voted against that are delivering dental services to 250,000 kids so far and they keep going. They do not want to talk about the $10-a-day child care that is being delivered in six out of 13 provinces and territories right now, with child care fees cut in half, saving thousands of dollars for average families across the country. These are the things we are going to continue to invest in.

Mr. Speaker, while Conservatives continue to focus on me and attacks on my family, we are going to continue focusing on delivering for Canadians. We are delivering on affordability through dental benefits that the Conservatives voted against and investing in health care in ways the Conservatives stood against. We are moving forward on affordability by being there to support Canadians from coast to coast to coast; our targeted measures, including the grocery rebate, are helping 11 million Canadians. We are also moving forward on creating great jobs for the middle class by investing in a clean, green economy with positive impacts right across the country. This is what we are focused on.

Mr. Speaker, one of the first things we did was raise taxes on the wealthiest 1% in this country so we could lower them for the middle class. We continue adopting measures that help those who truly need it, ensuring we stopped, for example, sending benefit cheques to millionaire families. We will continue to be there to help people—by providing the grocery rebate, for example—and we are asking everyone in the House to help fast-track the delivery of those benefits. I hope that all parliamentarians will speed up the process to ensure that Canadians who need this help receive it as soon as possible.
