Mr. Speaker, we will continue with this government's plan to fight climate change, which is the most ambitious plan that Canada has ever seen. The plan is working. Excluding the pandemic period, Canada's emissions have reached a 25-year low. We are the first federal government to be on track to meet its emissions reduction targets.
This proves that we can reduce emissions, fight climate change, support Canadians and grow the economy at the same time. That is what we are going to continue to do to build a stronger, greener future for all Canadians.

Mr. Speaker, unlike the member opposite, we have a solid approach that involves working in partnership with the municipalities and provinces to invest and to build more homes in the most comprehensive and ambitious way that this country has ever seen. When he was the minister responsible for housing under the Harper government, he created six affordable housing units for Canadians. That is not going to help. According to the experts who analyze these plans, the plan he is now proposing is extremely weak.

Mr. Speaker, the so-called plan that the Conservative leader has put forward on housing does absolutely nothing to address homelessness or encampments.
We are investing hundreds of millions of dollars to help municipalities across the country build more housing rapidly and create the wraparound supports necessary to support people facing homelessness. We continue to be there with the most ambitious and comprehensive housing plan this country has ever seen.
This is part of what we are doing to make up for the lost years for which he was housing minister 10 years ago, not creating housing for Canadians and not investing in our future.

Mr. Speaker, our housing accelerator program, our comprehensive plan to build more homes to make sure Canadians can see themselves in home ownership once again, is exactly what we are continuing to invest in. Yes, I pointed out that we cannot build homes alone and that we need partners in the provinces and the municipalities, but I never denied that the federal government needs to continue to act on housing. That is why we have done that since 2017; that is why we are continuing to do it now. We need to make sure that young Canadians have opportunities that their parents and grandparents had. That is what we are stepping up for. That is what the leader opposite refuses to do.

No, Mr. Speaker. For eight years, almost nine years now, Canadians have seen that our approach on the opioid epidemic is grounded in public safety, in public health, in compassion, in funding frontline workers and in doing things that work to save lives and help people. It is not to have some sort of secret plan, as he proposes.
If the Leader of the Opposition wants to talk about secret plans, he would probably do well to actually clear the air for Canadians about his seeking support among members of extremist right wing organizations like Diagolon.

Mr. Speaker, a number of years ago, British Columbia approached us with a pilot project that it wanted to bring in to look at a different way of dealing with the ongoing public health crisis that was hitting British Columbians with the opioid epidemic. We worked with the British Columbia government as it developed this pilot project, and now that it is asking for modifications to that project, we are looking at those modifications. We will work with B.C. as it seeks to adjust its plans for public health and dealing with this opioid epidemic.

Mr. Speaker, I thank the member for Calgary Skyview for his continued advocacy and hard work.
We have put forward the most ambitious housing plan in generations. Our plan will help build more student housing on or by campus, link infrastructure dollars to housing conditions to ensure new apartments are built near public transit, make it easier to save up for a down payment and qualify for a mortgage.
While the leader opposite has no real plan, we are delivering for Canadians.

Mr. Speaker, I am resolute that I will fight climate change and put more money back in the pockets of Canadians right across the country. Any premier is welcome to come forward with a plan to put a price on pollution that meets the levels required by the federal government instead of complaining, but that is what we will continue to do.

Mr. Speaker, 19 years as a politician is the Leader of the Opposition, including some time as the housing minister, and his plan to fix housing is anything but a plan. It will not build homes fast enough. It does not reach enough cities, and it creates unnecessary bureaucracy. He would also, get this, rip up the housing accelerator agreements, which are unlocking over 600,000 new homes, and he would put the GST back on apartment construction.
Housing experts like Mike Moffatt say that the Conservative leader's plan is exceptionally weak, and it is a sign that the Conservatives do not understand the urgency or the scale of the housing crisis.

Mr. Speaker, we just announced two more housing accelerator agreements today in Whitehorse and in Saskatoon, adding to the dozens of agreements we have signed across the country to fast-track the construction of housing, over 600,000 homes. The Conservative Party's plan, which he is talking about, is to insult mayors and to cut critical infrastructure funding. It will not get any more homes built.
Cities understand that we need to change the rules to get more homes built faster. Indeed, the only one gatekeeping this progress is the Conservative leader himself.

Mr. Speaker, the member suggests that I do not have to get angry about climate change. I am sorry; Canadians are worried and angry about climate change. They saw the wildfires that cut across this country last summer and that have already started up in Alberta. They see the droughts. They see the floods.
The Conservatives have no plan. Their plan is to withdraw the four-times-a-year cheques that land in the bank accounts of Canadians and that the Parliamentary Budget Officer demonstrated give more money to eight out of 10 families right across the country in jurisdictions where the rebate is applied.

Mr. Speaker, just a few days ago, we reinforced and extended our foreign homebuyer ban to make sure that homes in Canada are used by Canadians to live in, not as investment vehicles for foreign entities or foreign owners.
This is part of our broad plan, which invests in more housing, that increases supply and ensures that families are able to afford the future they want to build for their kids in their communities right across the country. Mr. Speaker, the Conservative leader's housing plan mainly consists of accusing Quebec's elected representatives of being incompetent. The reality is that we are going to work with provincial and municipal elected officials in Quebec to make investments.
I also want to point out that the Government of Quebec doubled the $900 million that we put toward accelerating the construction of housing in Quebec to ensure that municipalities can do even more to address this housing crisis. That is a real plan, not insults.

Mr. Speaker, when we took office eight years ago, Canada had no plan to reach even the Harper government's very modest environmental targets. We not only have surpassed the Harper targets but have put in place new ambitious targets that we are very much on track to meeting.
We have decreased our emissions over the past two years faster than any other G7 country, and we will continue to lead the way on demonstrating that we cannot have a plan for the future of the economy if we do not have a plan to fight climate change. That is what we are doing. That is what they are not.

Mr. Speaker, for farms across this country that are shifting towards natural gas and lower-emitting ways of heating and using their various machinery, we have put in place significant programs to help them with that.
That is something we are going to continue to do, because it is part of our plan to both fight climate change and build a net-zero economy of the future. We have a plan. The Conservative Party of Canada has no plan to fight climate change. Indeed, it thinks we should be backing off on all the things we are doing instead of continuing to fight climate change and grow a strong economy.
