Mr. Speaker, we believe in working with British Columbia and with any province that wants us to work with them on this, which is why we accepted its request to modify its pilot project on exactly those issues. This is something we will continue to do, to work in a basis of science, around compassion and a medical approach, a health approach, not a criminal justice approach to deal with the toxic drug supply and addictions.
At the same time, we will not be taking lessons from the Conservatives, who continue to chase after a Harper-era policy that their own adviser said was obsolete—

Mr. Speaker, when British Columbia asked for a pilot project, we worked with it and recently agreed to modify the pilot project agreement to better meet its needs.
We will always be there to work on a science-based and respectful approach with our partners, but we will not move forward on any project without the support of the provinces involved.
The Leader of the Opposition knows this very well, but he continues down his ideological path, the same one as the Harper government. That path was rejected by one of his own advisers as immoral and obsolete.

Mr. Speaker, as I have said, we are working with British Columbia to adjust its parameters and desires around the pilot project. We will always be there to work in order to keep Canadians safe.
At the same time, I will point out that the Leader of the Opposition refuses to say a simple thing: that he condemns Diagolon because it is a white nationalist, violent organization, and that he rejects the endorsement of Alex Jones, an extremist conspiracy theorist who denied the deaths of 20 kids at Sandy Hook. These are things that concern Canadians that he should also answer for.

Mr. Speaker, colleagues will understand if I am a little skeptical when the Leader of the Opposition says this is not about politics, because he has been the one who has been pointing out vulnerable people and trying to pursue ideological aims on this ongoing public health crisis.
We have consistently stepped up to work with provinces, with municipalities and with jurisdictions. Indeed, that would include moving forward with British Columbia as it wanted to try a pilot project. We are working with British Columbia to adjust in ways that make sense. We understand the urgency and we will act.

Mr. Speaker, a number of years ago, British Columbia approached us with a pilot project that it wanted to bring in to look at a different way of dealing with the ongoing public health crisis that was hitting British Columbians with the opioid epidemic. We worked with the British Columbia government as it developed this pilot project, and now that it is asking for modifications to that project, we are looking at those modifications. We will work with B.C. as it seeks to adjust its plans for public health and dealing with this opioid epidemic.

Mr. Speaker, the opioid epidemic is hitting families, communities and individuals right across the country, and it has for many years. This is why we are continuing to use an approach grounded in compassion, public safety and public health through facts-based decisions.
We responded to the British Columbia government's ask for a pilot project. We will, yes, work with it to adjust it in ways that it sees fit. It is important to make sure that B.C. continues to do the things it needs to do to keep people safe in its jurisdiction.

Mr. Speaker, the Leader of the Opposition knows full well that we are a government that is rooted in facts and that co-operates with the provinces.
The province of British Columbia asked for a pilot project. We looked at their plan together and we green-lit the pilot project.
No other requests came from any other province. However, if any of the provinces want to do something, we will look at their plan and make a responsible decision based on facts and on what has happened in previous situations.

Mr. Speaker, let us take a moment to reflect on what happened yesterday. You had to censure the Leader of the Opposition for refusing to withdraw the unparliamentary language he used while making political attacks about a crisis, a human tragedy, that is happening in British Columbia.
The fact is that we will always take this tragedy seriously. That is why we are taking a compassionate and evidence-based approach. We will be there to support British Columbia as it adjusts its pilot project.

Mr. Speaker, for Canadians watching politics and watching question period, for reporters in the gallery, or for anyone who wants to see a concrete example of the fact that the leader of the official opposition does not care about the facts, this is it. He does not care about the evidence, and he does not care about how the federation works. He just wants to make clever arguments and score partisan points.
The fact is that British Columbia's price on pollution has been there since 2008 and will continue to be administered by British Columbia, not the federal government.

Mr. Speaker, I am certain that the member for Courtenay—Alberni is not proposing that we work around the outstanding government of the Province of British Columbia. We are working hand in hand with provinces to deliver mental health services across the country with our historic health accords, worth $200 billion, which include significant transfers for mental health and accountability so Canadians can see real results.
We are moving forward and stepping up on making sure that Canadians have proper access to mental health care. We will do it through partnership with the provinces who want to and with clear data from the provinces that are resistant. We need to make sure we are delivering mental health right across the country.

Mr. Speaker, when it comes to getting provinces to speed up the recognition of credentials, I will highlight that it is an NDP government in British Columbia that has just taken significant measures to do that. If the member opposite thinks he can convince his fellow Conservatives, who happen to be premiers of some provinces, to accelerate those processes, it would be a welcomed change from the kind of obstructionism and two-tier health care that the Conservatives continue to push.
We are going to continue to stand with Canadians to ensure that we are improving and increasing opportunities for Canadians to get good health care and opportunities for new arrivals to work in the industries in which they are trained.

Mr. Speaker, we are acting to keep Canadians safe. We have moved forward with a proposal, working hand in hand with the provincial government in British Columbia to make sure that, as we move forward, people have the supports in their community and in the local health system. We need a wraparound approach, which B.C. is leading on, and we are very pleased to work with them. We also look forward to working with any other jurisdiction that wants to take on this responsible approach, which British Columbia and its NDP government has led with. We stand with them, and we thank them for their leadership as we move forward.

Mr. Speaker, we did indeed decide to work with the Province of British Columbia and the municipalities to move forward with a science-based approach.
However, the Parliament of Canada cannot simply issue an order to do the same thing in other parts of the country without partnerships and without the co-operation of local jurisdictions.
The approach proposed by the NDP would be irresponsible. Responsible leadership means working with partners to move forward, as we are doing in British Columbia. Yes, we are open to doing the same elsewhere, but partnerships are needed to make this happen.
