Mr. Speaker, the Official Languages Act protects linguistic minorities right across the country. A big part of that, of course, is protecting francophone minorities everywhere outside Quebec. It also includes our responsibility to protect both official languages in a bilingual country and to protect all linguistic minorities. We will continue to do so. That does not prevent us from doing everything we can to protect the French language.
It is not the anglophone minority in Quebec that poses a threat to the French language in Quebec. We will continue to fight to protect French everywhere in Quebec and right across the country.

Mr. Speaker, we are the first federal government to acknowledge our special responsibility to protect the French language in Quebec.
We are concerned about the decline of French seen across the country, including in Quebec. That is why we are there to invest, to partner with the Government of Quebec and to protect the French fact in Quebec and official languages across the country.
We will continue to be there to defend the French language, not for political purposes, like the Bloc Québécois, but because it is the right thing to do for our country and for our future.

Mr. Speaker, Canada is a proud partner of the Francophonie. Unlike the Bloc Québécois, we continually show that we are here to protect the French language across the country. We do not want to isolate Quebec. We recognize that the French language needs support and protection across the country and, yes, at times with too much enthusiasm.
We are not trying to pick a fight. We will always be there to defend official language minorities. We will share our leadership everywhere in the world as a proud member of the Francophonie.

Mr. Speaker, this is yet more nonsense from the Bloc Québécois, which is picking fights and trying to scare people.
The fact is, we invest hundreds of millions of dollars in Quebec every year to support francization. We are here to protect both of our official languages everywhere in this country, which means that, even though the Bloc could not care less about francophones outside Quebec, we will continue to be there for them, and we will continue to protect our two official languages in minority situations no matter where they are in this country.

That is why we are investing in protecting our official languages minorities across the country. The fact is that we are doing a lot more to protect French, including sending hundreds of millions of dollars to Quebec every year to support francization.

Mr. Speaker, as I just said, the Minister of Public Safety will speak directly with the commissioner of the RCMP this afternoon.
We share this concern. We expect federal institutions like the RCMP to follow the Official Languages Act. That is what we will all expect.

Mr. Speaker, let us be very clear. The principle of bilingualism is fundamental for this government, and we modernized the Official Languages Act with the coming into force of Bill C-13 this year.
We expect the RCMP to respect this principle and to hire bilingual staff to fill bilingual positions. I know that the Minister of Public Safety will be speaking with the RCMP commissioner directly this afternoon.

Mr. Speaker, we will always take Quebec's specificity into account. I get it. That is why we were the first federal government to recognize that not only do we need to protect both official languages across the country, but we also need to pay particular attention to this issue in order to continue to protect French in Quebec.
The decision on federal immigration levels was made independently. It is based on advice from departmental officials, organizations, stakeholders, provincial and territorial leaders and citizens from across Canada to determine the best immigration policy for Canada.

Mr. Speaker, I thank the member for Halifax West for her question and for her hard work.
This morning we unveiled our new action plan for official languages. It includes historic investments to protect and promote our official languages. With this plan, we are investing over $4 billion in targeted areas such as francophone immigration, the educational continuum and the shortage of bilingual workers.
Unlike the Conservative Party, which wants to cut access to local and French-language news, our government is once again standing up for linguistic minorities across the country.

Mr. Speaker, I thank the member for his question. I share his concern about protecting our official languages.
Bill C‑13 strengthens the Treasury Board's powers with respect to official languages. This bill is the result of a long process that began in 2018, during which consultations were held with Canadians across the country. Bill C‑13 is currently being studied in committee where, unfortunately, the Conservatives and the Bloc Québécois are filibustering.
We hope that they will stop playing politics and start considering very important amendments to protect French from coast to coast.

Mr. Speaker, with our bill to modernize the Official Languages Act, we are not only strengthening protections for the French language, including within Quebec, but we are also doing something the Bloc Québécois could never do, and that is protecting the French fact all across the country.
We will continue to be there for francophone minorities who are facing enormous challenges. It is this Liberal government and the Liberal Party of Canada, not the Bloc Québécois, that will always be there to support and defend them and to invest in the future of French in Canada.

Mr. Speaker, the leader of the Bloc Québécois is obviously concerned about Quebec and about protecting official languages and French within Quebec. That is entirely understandable, since that is the responsibility he has taken upon himself.
As Prime Minister, my responsibility, and that of the Canadian government, is to protect our official languages across the country, not just in Quebec. Only a federal government can do that, and that is exactly what we are doing across the country.

Mr. Speaker, both official languages are at the heart of our identity. Every Canadian deserves to be served in the official language of their choice by federally regulated businesses, including CN.
The lack of francophone administrators on CN's board of directors is unacceptable, and we expect CN's management to lead by example.
As part of our modernization of the Official Languages Act, we are giving the Commissioner of Official Languages the tools he needs to ensure that CN meets its official languages obligations.

Mr. Speaker, I thank the member for Pontiac for her hard work and her advocacy for our two official languages.
Yesterday was a historic day for the advancement of these two official languages. We are taking responsibility and taking action within our jurisdictions to do more to protect and promote the French language, while defending our official language minority communities. We committed to proceeding even more quickly with the modernization of the Official Languages Act, and this ambitious reform is concrete evidence of that commitment.
