Mr. Speaker, whether it was the pandemic, whether it was global inflation, whether it was international economic situations, we have seen more and more Canadians suffering, including from the opioid and toxic drug epidemic that the Leader of the Opposition continues to attack and vilify.
The reality is that we have invested billions in countering homelessness. We are going to continue to invest in eliminating encampments and supporting Canadians in communities and in vulnerable communities across the country. The Leader of the Opposition's solution is to do less to fight homelessness, to invest less in vulnerable people. That is what he is doing when he votes against our current budget.

Mr. Speaker, Canadians are facing the impacts of extreme weather events that come from climate change that are, unfortunately, getting worse and worse every year. That is why our government, from 2015 onwards, has stepped up in the fight against climate change. Not only are we reducing Canada's emissions to the lowest level outside the pandemic in 25 years, but we are also stepping up in the jobs and technological innovations that the world needs to successfully fight climate change.
We will continue to fight climate change and put more money in people's pockets while the Leader of the Opposition sits with his arms crossed and has no plan.

Mr. Speaker, in answer to a previous question, I mentioned that internal processes and investigations began months ago to look into this contract, which was improperly awarded and for which the rules were not followed.
This has been under way for several months and we have been taking this situation seriously. Although there was a pandemic and we had to react quickly and creatively, that does not excuse the fact that contracts were improperly awarded or the fact that the rules were not followed. That is why we are conducting investigations, and there will be consequences.

Mr. Speaker, during the pandemic we were there to invest, to protect Canadians and to keep their lives safe. Despite the objections and the conspiracy theories of the Conservative Party, we stepped up in many different ways.

We remember how they gave in to conspiracy theories, spreading anti-vaxxer conspiracies and standing against measures we needed to put forward to keep Canadians safe.

Mr. Speaker, during the pandemic, our government sought to keep Canadians safe and healthy in every way possible. That was our overarching goal, and we succeeded in doing better than most of our peer countries.

Mr. Speaker, during the pandemic, Canadians' lives were at risk and we, quite rightly, as a government, reached out to use all the possible tools to keep Canadians safe. Indeed, the pandemic was less deadly and less harmful to our economy in Canada than it was in most, if not all, of our peer countries.

In this case, the Auditor General has highlighted some very concerning questions that need to be answered. That is why we are expecting and supporting all relevant authorities to follow up on this irregular contracting and perhaps breaking of the rules. Mr. Speaker, I do not think the official Leader of the Opposition needs to work on his French; I think he just needs to work on his listening skills, because in French, two answers ago, I complimented and thanked the Auditor General for her work in ensuring that rules are followed and processes have consequences if they are misdone. This is a fact, and we know that even during a pandemic we need to be stepping up to protect people within the rules. That is why there will be consequences for anyone who broke those rules or those laws, while we continue to do everything we need to do to deliver for Canadians, to support people in their daily lives and to build a better future for all Canadians.

Mr. Speaker, even a few years after the pandemic, we see the Conservative leader revert to type. While we were focusing on protecting Canadians in every possible way we could, they were peddling conspiracy theories about vaccinations and what have you.

Mr. Speaker, during the pandemic, we stepped up with unprecedented supports for small businesses. We were there to support them. We were there to invest in them. We were there to support Canadian workers, Canadian families and Canadian seniors. We were there with supports that saw us through the pandemic with fewer deaths and a stronger economy than most of our peers.

Mr. Speaker, today and every day, we reinforce that everyone has the right to live free from violence. We have made historic investments, including precedented investments during the pandemic, to support shelters, and we are taking real action to end gender-based violence in our communities.
We are also working with provinces and territories to develop a national action plan to prevent gender-based violence and support survivors. We know there is an urgent need for more action, and we will not stop until gender-based violence comes to an end.

Mr. Speaker, Conservatives were telling us that we should not be investing to have Canadians' backs through the pandemic and that we should not be there for families. They continue to say we should not be sending low- and middle-income Canadians support to send their kids to the dentist.
We are going to continue to be there for Canadians because we know people are facing challenging times because of the global context. That is why we are building thousands more homes by cutting the GST on the construction of new apartments. We are creating thousands of good, middle-class jobs and cleaning our environment with projects like Northvolt in Quebec. We are making life more affordable for Canadians by working to stabilize grocery prices and by having delivered the grocery rebate.
We have lots more to do, and we are going to keep doing it for Canadians.
