Mr. Speaker, whether it was the pandemic, whether it was global inflation, whether it was international economic situations, we have seen more and more Canadians suffering, including from the opioid and toxic drug epidemic that the Leader of the Opposition continues to attack and vilify. The reality is that we have invested billions in countering homelessness. We are going to continue to invest in eliminating encampments and supporting Canadians in communities and in vulnerable communities across the country. The Leader of the Opposition's solution is to do less to fight homelessness, to invest less in vulnerable people. That is what he is doing when he votes against our current budget.

Mr. Speaker, Canadians are facing the impacts of extreme weather events that come from climate change that are, unfortunately, getting worse and worse every year. That is why our government, from 2015 onwards, has stepped up in the fight against climate change. Not only are we reducing Canada's emissions to the lowest level outside the pandemic in 25 years, but we are also stepping up in the jobs and technological innovations that the world needs to successfully fight climate change. We will continue to fight climate change and put more money in people's pockets while the Leader of the Opposition sits with his arms crossed and has no plan.

Mr. Speaker, this was a decision made by the professional public service. This is a reflection on the need to continue to deliver high-quality services for Canadians and move beyond the pandemic. We know that there were some extremely difficult times, and we know that Canadian public service members stepped up to extraordinary degrees to help Canadians through the pandemic. We will continue to ensure that our public service is delivering at the level necessary for all Canadians. We will work with unions and all public servants to make sure that happens in the right way.

Mr. Speaker, obviously this situation is unacceptable. That is why the authorities are looking into this procurement project, which obviously did not work as it should have. Mr. Speaker, once again, the Conservative leader's desperation and penchant for personal attacks are on full display as he brings up problems that were completely resolved four years ago. The truth of the matter is that we take the ArriveCAN matter extremely seriously. That is why authorities are responsibly following up on it. Mr. Speaker, in answer to a previous question, I mentioned that internal processes and investigations began months ago to look into this contract, which was improperly awarded and for which the rules were not followed. This has been under way for several months and we have been taking this situation seriously. Although there was a pandemic and we had to react quickly and creatively, that does not excuse the fact that contracts were improperly awarded or the fact that the rules were not followed. That is why we are conducting investigations, and there will be consequences.

Mr. Speaker, during the pandemic we were there to invest, to protect Canadians and to keep their lives safe. Despite the objections and the conspiracy theories of the Conservative Party, we stepped up in many different ways. Even as we did, we expected and we continue to expect that the rules around procurement will be followed by the public service. It is obvious that this was not the case here. Mr. Speaker, I have addressed these questions, but I will highlight that some of the Conservatives' attacks on this situation are because they deeply deplore all the measures we put in to keep Canadians safe during the pandemic. We remember how they gave in to conspiracy theories, spreading anti-vaxxer conspiracies and standing against measures we needed to put forward to keep Canadians safe. Yes, as we did all those things, we made sure rules were followed, and for any rules that were not followed, there are consequences and there are investigations ongoing. Mr. Speaker, during the pandemic, our government sought to keep Canadians safe and healthy in every way possible. That was our overarching goal, and we succeeded in doing better than most of our peer countries. At the same time, when we were doing all this to protect Canadians, we expected all the rules to be followed. That is what we demanded. Clearly the rules were not followed. That is why we are making sure there is a follow-up, an investigation, and there will be consequences for anyone who has broken the law.

Mr. Speaker, during the pandemic, Canadians' lives were at risk and we, quite rightly, as a government, reached out to use all the possible tools to keep Canadians safe. Indeed, the pandemic was less deadly and less harmful to our economy in Canada than it was in most, if not all, of our peer countries. At the same time, even as we were innovating and trying to do everything we could to keep Canadians safe, the rules needed to be followed. It is obvious that in this case the rules do not look like they were followed, and that is why there are investigations ongoing that need to get to the bottom of this.

Mr. Speaker, while the pandemic raged, our government tried to find as many ways as we could to help Canadians protect people's health and safety. That said, there are clear and precise rules that must be followed when it comes to awarding contracts, even during a pandemic. In this case, the Auditor General has highlighted some very concerning questions that need to be answered. Mr. Speaker, I do not think the official Leader of the Opposition needs to work on his French; I think he just needs to work on his listening skills, because in French, two answers ago, I complimented and thanked the Auditor General for her work in ensuring that rules are followed and processes have consequences if they are misdone. This is a fact, and we know that even during a pandemic we need to be stepping up to protect people within the rules. That is why there will be consequences for anyone who broke those rules or those laws, while we continue to do everything we need to do to deliver for Canadians, to support people in their daily lives and to build a better future for all Canadians.

Mr. Speaker, even a few years after the pandemic, we see the Conservative leader revert to type. While we were focusing on protecting Canadians in every possible way we could, they were peddling conspiracy theories about vaccinations and what have you. While he continues to make personal attacks, we are going to continue to make sure that we are delivering for Canadians. Yes, we will make sure that all the rules are followed, and there are consequences for people who broke the laws or broke the rules. Mr. Speaker, the COVID-19 pandemic was a once-in-a-generation or even a once-in-a-century occurrence in which every decision we took was designed to protect Canadians' lives. At the same time, even in a situation like that, there are rules that need to be followed, and we expect, and all Canadians expect, public servants to follow those rules. We will, of course, encourage the RCMP to do its work, but it does not take politicians, not even leaders of the opposition, to tell the RCMP to do its job. It does its job, and it does it well.

Mr. Speaker, the COVID‑19 pandemic was a once-in-a-generation, even once-in-a-century occurrence. Everything we did and every decision we made was designed to protect Canadians. Of course, we all expect public servants and others to follow the rules. We expect the RCMP and the authorities to do their job. However, it is worth remembering that our government is the one concerned about security at our borders. The Conservative Party continues to vote against help for the CBSA, against help to secure our borders.

Mr. Speaker, during the pandemic, we stepped up with unprecedented supports for small businesses. We were there to support them. We were there to invest in them. We were there to support Canadian workers, Canadian families and Canadian seniors. We were there with supports that saw us through the pandemic with fewer deaths and a stronger economy than most of our peers. The fact is that we were there to help Canadians through the pandemic, and we are going to continue to support small businesses in many different ways. However, the pandemic is over its acute phase. We will continue to be there to support people, but pandemic supports needed to end.

Mr. Speaker, today and every day, we reinforce that everyone has the right to live free from violence. We have made historic investments, including precedented investments during the pandemic, to support shelters, and we are taking real action to end gender-based violence in our communities. We are also working with provinces and territories to develop a national action plan to prevent gender-based violence and support survivors. We know there is an urgent need for more action, and we will not stop until gender-based violence comes to an end.

Mr. Speaker, Conservatives were telling us that we should not be investing to have Canadians' backs through the pandemic and that we should not be there for families. They continue to say we should not be sending low- and middle-income Canadians support to send their kids to the dentist. We are going to continue to be there for Canadians because we know people are facing challenging times because of the global context. That is why we are building thousands more homes by cutting the GST on the construction of new apartments. We are creating thousands of good, middle-class jobs and cleaning our environment with projects like Northvolt in Quebec. We are making life more affordable for Canadians by working to stabilize grocery prices and by having delivered the grocery rebate. We have lots more to do, and we are going to keep doing it for Canadians.
