Mr. Speaker, it is not ideology to understand that fighting climate change and growing the economy while putting money in people's pockets is a good thing, because that is exactly what this government has done. Excluding the pandemic, our emissions are now the lowest they have been in 25 years because of our plan that prices pollution and puts more money back in the pockets of eight out of 10 Canadian families. The fact that he refuses to understand that one does not have a plan for the economy if one does not have a plan to fight climate change is yet another proof of the fact that his approach is not going to succeed for Canadians.

Mr. Speaker, we will continue with this government's plan to fight climate change, which is the most ambitious plan that Canada has ever seen. The plan is working. Excluding the pandemic period, Canada's emissions have reached a 25-year low. We are the first federal government to be on track to meet its emissions reduction targets.
This proves that we can reduce emissions, fight climate change, support Canadians and grow the economy at the same time. That is what we are going to continue to do to build a stronger, greener future for all Canadians.

Mr. Speaker, what we just saw is climate denialism at its finest. The fact is that, as global emissions rise, as carbon intensity in the atmosphere increases, extreme weather events like wildfires, droughts and floods will simply become more and more frequent. His plan is to do nothing and let future generations fend for themselves. Our plan is not only to reduce our emissions but to create the solutions that the world needs while we lead on fighting climate change, bringing down emissions and growing the economy.

Mr. Speaker, Canadians are facing the impacts of extreme weather events that come from climate change that are, unfortunately, getting worse and worse every year. That is why our government, from 2015 onwards, has stepped up in the fight against climate change. Not only are we reducing Canada's emissions to the lowest level outside the pandemic in 25 years, but we are also stepping up in the jobs and technological innovations that the world needs to successfully fight climate change.
We will continue to fight climate change and put more money in people's pockets while the Leader of the Opposition sits with his arms crossed and has no plan.

Mr. Speaker, as opposed to the Leader of the Opposition's campaign to simply axe the facts, we are going to continue to stand with the science, the evidence, the research and the economists, who have all pointed out, including the Parliamentary Budget Officer, that the Canada carbon rebate puts more money in the pockets of eight out of 10 families in the jurisdictions across the country in which it is and is effective in bringing down our emissions while creating economic growth as we invest in cleaner technology and good jobs and careers for the future. Mr. Speaker, if the Leader of the Opposition wants to present an actual plan to fight climate change, we would love to see it, but he has refused to take any measure to fight climate change, period. He does not even recognize that pollution has a cost, which will only keep rising if we do not fight climate change, with extreme weather events and health impacts increasingly impacting Canadians. Indeed, the Conservative leader thinks it should be free to pollute and that we should not be giving more money to Canadians through the Canada carbon rebate.
We will continue to have an effective plan to fight climate change, which is reducing emissions and putting more money back in Canadians' pockets with the CCR.

Mr. Speaker, once again, Canadians saw that the Leader of the Opposition avoided pronouncing on whether or not he supports our increase to the capital gains inclusion rate.
However, in regard to his deflection to carbon pricing, carbon pricing works. We are on track to meet our emissions for the first time for any government in Canadian history, and Canadians get more money back in their pockets, thanks to the Canada carbon rebate. Families are already using that rebate to help pay their bills and plan their monthly budgets. Meanwhile, the Conservative leader continues to oppose every measure we put forward for both affordability and fighting climate change.

Mr. Speaker, if Canada is to keep investing in the energy transition, if we are to continue investing in solutions and assistance for our citizens, we need to have good prices for our current resources.
As everyone knows full well, however, we have a plan to reduce greenhouse gas emissions. We have a plan to build tomorrow's economy.

Mr. Speaker, we committed to phasing out inefficient oil and gas subsidies two years ahead of all our partners around the world, and we are going to continue to do that, but it is unfortunate to see that the NDP seems to be falling into the Conservative misinformation trap.
Our price on pollution actually puts more money back in the pockets of eight out of 10 Canadian families right across the country, particularly middle-income and low-income families, while we continue to fight climate change. Yes, we developed a way to fight climate change and to reduce emissions while putting more money in the pockets of people, and we are going to keep doing that.

The Leader of the Opposition wants to make pollution free again. We do not think that is the right path for Canada. Mr. Speaker, Canada demonstrated, yet again, its leadership on the world stage with ambitious leadership in putting a cap on emissions from the oil and gas sector, recognizing that we do need to get to a net-zero economy. We need to support all our industries, including our energy industry, in moving towards that.
We will be there to support workers in the energy industry as we focus on decarbonization. We will be there to support businesses across this country as they shift to lower-emitting technologies. We understand the process it takes; we will accompany Canadians every step of the way, and we will get to net zero.

Mr. Speaker, we are on track to surpass the Harper government's 2030 target and the latest emissions projections show Canada is on track to achieving our government's new, ambitious and achievable 2030 climate goal.
Our plan is working. We are seeing companies around the world invest in Canada. We were the third-largest country in terms of foreign direct investment in the world earlier this year because people are noticing Canada's leadership on fighting against climate change, but that party continues to vote against measures to support our farmers, measures to invest in a cleaner economy and measures to protect Canadians and their economy from the challenges of the future.
We will be there for Canadians.

Mr. Speaker, when we took office eight years ago, Canada had no plan to reach even the Harper government's very modest environmental targets. We not only have surpassed the Harper targets but have put in place new ambitious targets that we are very much on track to meeting.
We have decreased our emissions over the past two years faster than any other G7 country, and we will continue to lead the way on demonstrating that we cannot have a plan for the future of the economy if we do not have a plan to fight climate change. That is what we are doing. That is what they are not.

Mr. Speaker, our government reached out and will continue to reach out to a range of farmers across the country who want to reduce their emissions, who are concerned about climate change, who want to preserve our land for future generations and who understand, unlike the MAGA Conservatives, that there is no choice anymore between protecting the environment and growing the economy.

Mr. Speaker, the average farm in Canada pays far less, around 1%, than what that very successful farm is paying. The reality is that 97% of farm fuel emissions are already exempt from the price on pollution. That is why we are continuing to move forward with programs and supports to encourage farms across the country, particularly very successful farms, to look at ways to reduce their emissions as they move forward into a net-zero future.

Mr. Speaker, 97% of farm fuel emissions are exempt from the price on pollution. The average farm across this country pays a little less than $1,000 on natural gas emissions through the price on pollution. Therefore, one can only imagine how much natural gas this successful mushroom farm must be using for their cost of the price on pollution to be that large. We will happily work with the farmer to switch toward a lower-emitting approach to doing their business well and protecting future generations.
