Mr. Speaker, the Leader of the Opposition has continually pledged to make assault-style weapons legal again. We have banned them for the past four years, and we will continue to make sure that they stay banned in this country, while the Leader of the Opposition wants to bring back assault-style weapons to our communities and to Canadians from coast to coast to coast. That is not how to keep this community safer. On top of that, in the name of protecting Canadians from crime, the Leader of the Opposition is willing to suspend their fundamental freedoms by using the notwithstanding clause to override the Charter of Rights and Freedoms. That is not responsible, and it makes us wonder what other rights he is going to come after on Canadians.

Mr. Speaker, on the contrary, we are the first federal government to recognize that we have a special responsibility to protect French in Quebec and to contribute to that protection. No other government has done that before. It is because we recognize that more needs to be done to protect French. Unlike the Bloc Québécois, we are not going to focus on what needs to be done in Quebec. We are going to keep protecting French in the entire country. We are going to do so in Acadia, in Ontario, in Manitoba, in the Far North, across the country—

Mr. Speaker, as I said, I expected the member to apologize and withdraw his comments, and that is exactly what he did. At the same time, we will continue to defend the French fact across Canada and around the world through our participation in the Francophonie, based on our conviction that not only must we protect our two official languages across the country, but also be there to invest in protecting French in Quebec. We are the first government to do so, and we will continue to be there to protect French across the country.

Mr. Speaker, I want to thank my hon. colleague for the question. This is an issue we are all concerned about. I can assure everyone that the government is unwavering in its commitment to ensuring the protection and physical safety of children across the country. We therefore support Bill C‑273 and its important purpose of protecting our children against violence and abuse. We look forward to hearing the experts during study in committee of this important legislation that we will support in a few minutes.

Mr. Speaker, protecting the health and safety of Canadians and the environment is a top priority for this government. This decision was made by the independent Canadian Nuclear Safety Commission, which approves projects only if it determines they are safe for Canadians and the environment, and only after a thorough assessment based on evidence and consultations with indigenous and other affected communities. The Government of Canada and the Department of Energy and Natural Resources are not involved in the commission's decisions regarding—

Mr. Speaker, the leader opposite knows well that we have been working very closely with communities, individuals and experts to move forward on online harms legislation that is going to do the right job of protecting our kids from all the range of harms they face online. This is something we have taken very seriously. It is also something we have listened to and have heard, particularly from minority or marginalized communities, that we need to get it exactly right. That is why we have taken the time. This is something that the leader knows full well. We are going to continue to do the right work to protect our kids.

Mr. Speaker, even a few years after the pandemic, we see the Conservative leader revert to type. While we were focusing on protecting Canadians in every possible way we could, they were peddling conspiracy theories about vaccinations and what have you. While he continues to make personal attacks, we are going to continue to make sure that we are delivering for Canadians. Yes, we will make sure that all the rules are followed, and there are consequences for people who broke the laws or broke the rules. However, we will continue to be there for Canadians while he plays partisan games.

Mr. Speaker, we are well aware that the issue my colleague is pointing out is real. It is one issue that needs to be looked that, along with other difficult issues that are being examined and debated. Yes, we will continue to consider advanced directives. We are going to continue to look at how we can ensure that people have the choices and freedoms that are important to them, while at the same time ensuring that we are protecting them and everyone else from the possibility of being vulnerable to unforeseen circumstances or negative situations.

Mr. Speaker, protecting our two official languages across the country is a major priority for this government. That is why we are investing in protecting our official languages minorities across the country. The fact is that we are doing a lot more to protect French, including sending hundreds of millions of dollars to Quebec every year to support francization. We will always be there to protect French across the country, including in Quebec. Our government is the first federal government to recognize the precariousness of French in Quebec and we are going to be there to support and defend it.

Mr. Speaker, when it comes to protecting our kids, I think we all agree that we have to do everything we possibly can. That is why we have spent such a significant amount of time working with communities, including racialized communities, and working with experts, moving forward in the right way to keep our kids safe from online harms and to keep them safe in the virtual world, where more and more of us spend increasing amounts of time. We need to make sure we get it right, both for the grand principles of freedom of expression and freedom of assembly that are so important in our democracies and also for communities that are all too often subject to discrimination and marginalization. That is what we are going to do.

Mr. Speaker, I thank my hon. colleague for his question and his concern, which is one we all share. Unfortunately, over the past few years, we have seen a rise in polarization, in toxicity, and in hatred toward Canadians and parliamentarians. We need to do whatever it takes to keep those who serve our democracy safe because protecting them means protecting the very foundation of our democracy. We are looking at tangible measures to increase the safety of our ministers, and we also are working with the Sergeant-at-Arms to ensure the safety of all parliamentarians.

Mr. Speaker, the leader of the Bloc Québécois wants to know who I am protecting. First and foremost, I am protecting Canadians by fighting Chinese interference. I am protecting Chinese Canadians who are more often the target of Chinese interference. I am protecting our institutions and our democracy by creating mechanisms to fight Chinese interference. I am continuing to protect the men and women who put their lives at risk to find out and expose the secrets of China and other countries that want to do us harm by keeping their secrets and protecting our national security.

Mr. Speaker, as you well know, it is completely unacceptable for a foreign government, especially the government of China or others, to interfere in the lives and concerns of Canadians, whether in relation to our citizens, our democracy, our educational establishments or our government institutions. We will continue to ensure that protecting Canadians is a priority. The RCMP is currently following up on all of these police stations.

Mr. Speaker, the issue of protecting Canadian jobs and ensuring growth for the future is a deeply serious issue that must be taken seriously, which is why people really should not be just making stuff up as the Leader of the Opposition is. The fact of the matter is, we will continue to stand up for Canadian jobs and work closely with the Americans on making sure we are competitive with the world. This is the approach we have always taken with our partners to the south. We will continue to take this seriously, instead of looking for venal partisan advantage.

  • Re: Bill C-13
Mr. Speaker, we are the first federal government to recognize that we have a responsibility to protect French across Canada, including Quebec. Protecting French across Canada is also one of our responsibilities. That is why we introduced measures through Bill C-13 that will ensure that federally regulated businesses in Quebec and across the country promote the use of French. That is a way of ensuring that we remain a country where French is spoken proudly from coast to coast to coast.

Mr. Speaker, the member from the Bloc Québécois will say just about anything. The reality is that we always take seriously the importance of protecting Canadians from existing interference by different countries. Everyone knows that. However, we can also confirm that in all the security briefings I have had with our intelligence experts and those who monitor our elections, the integrity of our elections has never been an issue.

Mr. Speaker, while the Conservative Party continues to play political games, we on this side of the House have been working hard to protect the health and safety of all Canadians throughout the COVID‑19 pandemic, including with the ArriveCAN app. The figure quoted obviously includes a lot more than just the initial design costs. It includes additional services, IT call centre services, updates and future costs. We will continue to deliver value for Canadian taxpayer dollars while protecting them around the clock.

Mr. Speaker, as a Quebecker, I know that the federal government has an important role to play in protecting French, not only in Quebec, but also throughout the country. It is precisely for the sake of those French-speaking communities across the country that we must continue to work to ensure francophone immigrants settle everywhere in the country. As far as Quebec is concerned, we are very happy to work hand in hand with the Quebec government to increase francophone immigration. If that is what the Quebec government wants, we are there to work in partnership with it. Our government is there as a partner to protect the French language and increase Quebec's population.

Mr. Speaker, we all agree that French is at risk all across the country. We are here to protect French in Quebec, of course, but also in minority communities outside of Quebec. In the interests of consistency, if we are protecting francophone minority communities across Quebec, then we must also be there to protect minority anglophone communities in Quebec. Our approach is consistent. We will always be there to protect minorities across the country. This is why we have the Canadian Charter of Rights and Freedoms.

Mr. Speaker, every step of the way, we have been guided by one principle: to have Canadians' backs. That is exactly what we have done through this pandemic, including by trusting in science, by trusting the experts and by moving forward in a responsible way that has resulted in a pandemic that was far less worse in Canada than in other places around the world, but also an economic recovery that has been stronger and faster. At the same time, we will continue to engage in keeping Canadians united as they have been, in keeping each other safe, in protecting our economic recovery and in building a better future for all.
