Mr. Speaker, the leader opposite speaks of 2015. We took office with a commitment to getting the federal government back in the business of building housing. We launched a national housing strategy in 2017, which put 2.5 million Canadians into new or refurbished homes, and we have continued to invest ever since. We are building homes on public lands. We are converting underused federal offices into homes. We are taxing vacant land to incentivize construction. We are building apartments, and bringing rents down with top-ups to the apartment construction loan program. We are scaling up modular housing. We are also launching Canada Builds to lead a team Canada effort to build more homes and more.

Mr. Speaker, we criticize, rightly, the Leader of the Opposition, who when he was housing minister built only six affordable homes for Canadians across the country. It is understandable, because he was part of a government that took the federal government out of the building of affordable housing. It chose that the federal government would have nothing to do with housing across the country. Those 10 years of non-involvement of the federal government left echoes.
We have stepped up and invested in communities and invested in partnerships. We are getting the homes built. We are delivering for Canadians.

Mr. Speaker, the government that was in place before I became prime minister had a housing minister who is now the Leader of the Opposition in a government that explicitly said that the federal government had no role to play and no responsibility toward building affordable housing across this country, so for 10 years there was almost no federal involvement in building homes across this country.

Mr. Speaker, the housing plan is focused on fairness for every generation. We, over the coming years, will be unlocking 3.8 million new homes by cutting red tape, by rezoning, by lowering the costs of homebuilding and by using public lands and vacant office buildings to build affordable housing for Canadians.
We will be reviving the dream of home ownership for young Canadians by making it easier to save up, tax-free, for a down payment and by giving renters credit for their monthly rent payments toward the ability to get a mortgage. We have put forward the most comprehensive and ambitious housing plan this country has ever seen.

Mr. Speaker, our government has chosen to build bridges across the country through our infrastructure investments. That is how we are building bridges.
We are also building bridges by fully engaging with all the various communities throughout the country, by listening to points of view and by understanding just how important it is to defend the fundamental liberties of all Canadians, whatever their origin, religion or language may be.
We will continue to be there to uphold the Constitution and the Canadian Charter of Rights and Freedoms. That is how we are building bridges between Canadians.

Mr. Speaker, in 2017, we created the national housing strategy, which put millions of families into homes across the country. We have continued to step up with investments, including last year with the housing accelerator, which has delivered increased densification and is going to be building thousands upon thousands of homes over the coming years. We are continuing to step up in this budget, which is focused on fairness for every generation to make sure young people can again see a pathway to home ownership and can be able to afford rents in the cities in which they work. These are things we are continuing to do because Canadians need it.

Mr. Speaker, I am happy to talk about the housing accelerator program, because it stands in direct contrast to any plan that the Leader of the Opposition has put forward to pick fights with municipalities and provinces on housing. We are actually stepping up with investments and allowing for more densification, for four units as of right, to make sure there is better use of public lands, including by municipalities and provinces. We are making sure we are changing the math around building affordable homes to unlock millions of homes over the coming years.
This is the work that we are doing right across the country with people who are ambitious about solving the housing crisis. If the Leader of the Opposition does not want to help solve it, he needs to keep getting out of the way.

Mr. Speaker, my thanks to the hon. member for her work as she speaks up for the people in the north. We are always going to be there to invest in housing, to work hand in hand with Premier Akeeagok and others, to make sure we are delivering for people in a situation that is extremely difficult for them.
We recognize these challenges, which is why we have sent millions and millions of dollars to the territories for the building of new housing. We will continue to be there with even more.

Mr. Speaker, once again, the minister has clarified his remarks.
Our approach to infrastructure continues to be one of investing in the future for Canadians. Through the national trade corridors fund alone, we are building projects like a new bridge over the Yukon River in Dawson City, new interchanges on Highways 101 and 103 in Nova Scotia, and twinning the Trans-Canada Highway in parts of Newfoundland. We are also working with municipalities through the community building fund. Just in Ontario, this means almost 2,900 projects for local roads and bridges.
What has not changed, as well, is the Conservative Party's opposition to investing in the future and investing in—

Mr. Speaker, just last week I was in Kitchener–Waterloo making an announcement for the housing accelerator program for Waterloo.
What the Leader of the Opposition seems to have missed is that we were standing in a freshly completed building for seniors. In fact, $33 million of funding from the federal government a few years ago allowed that building to be built today.
We are building things today that people are moving into in the coming weeks. We are announcing how we are building things for tomorrow, while he just chooses to insult Canadians, insult mayors and insult our intelligence.

Mr. Speaker, the Conservative leader's plan is to pick fights with municipalities, to create more red tape and to withdraw funding for affordable housing and affordable apartments. That is not a plan to build more housing. He has demonstrated that he is extremely satisfied with his ability to spread misinformation and disinformation online, which, yes, I will admit he is very good at.
On this side of the House, we are focused on delivering solutions for Canadians. We are focused on building more housing for Canadians, not on self-aggrandizement like the Leader of the Opposition.

Mr. Speaker, that underscores the importance of being able to work constructively with municipalities to build housing. Those numbers from the City of Ottawa are something we are concerned with, and we are going to be working to make sure they accelerate the construction of housing on federal lands.
We are there for investing in more housing. We are there to release federal lands for the construction of housing. However, instead of doing what the Leader of the Opposition says and picking fights with municipalities, we will work with them to ensure they are building faster. That is what our housing accelerator is all about: unlocking hundreds of thousands of new homes over the coming years.

Mr. Speaker, Canadians are facing a housing crisis. The Conservatives' solution is to reduce the government's investments in housing.
We are choosing a different solution. We are saying that in order to bring down housing prices, we need to build more housing. That is exactly what we are doing. For example, today the City of Kelowna will simplify its building permit process and allow for greater density near public transit, which will stimulate the construction of 20,000 new housing units over the next decade.
We are here to invest and create more housing, while the Conservatives are proposing austerity and budget cuts.

Mr. Speaker, while he continues to insult and slag cities and municipalities across this country, we are going to continue to work with them, just as we are working with the City of Halifax to build more homes so that locals can thrive in their community. Recently, we announced an agreement with Halifax to fast track 2,600 permitted units over the next three years, spurring the construction of thousands of homes over the next decade.
However, he wants to talk about what happened when he was housing minister. When he was housing minister, he announced $300 million and got 99 homes built. That is his record as housing minister. We are building homes right across the country, and we are doing it for real.

Mr. Speaker, Canadians know we need more supply on the housing crisis. That is why we are there investing with municipalities to deliver more housing.
In Brampton, our housing agreement was for the construction of more than 24,000 homes over the next decade. That is an investment that the Leader of the Opposition would cut. In other cities, such as Richmond Hill, Moncton and Ajax, just this week, they are passing more ambitious housing plans at their local councils in response to the federal housing accelerator.
While the Leader of the Opposition would rip up these agreements, we are focused on building solutions that will work for communities right across the country.

Mr. Speaker, as the Leader of the Opposition has put forward no plan for housing, he lacks credibility on this issue. We are taking bold action to get more affordable homes built. Indeed, just today, the Minister of Housing is in British Columbia, in Kelowna, for our most recent housing accelerator announcement. This will streamline building permits and allow for high-density housing near public transit, spurring the construction of up to 20,000 new housing units over the next decade in Kelowna. We are also working with Kelowna to make city-owned lands available for housing, in partnership with non-profits, and we look forward to signing more agreements right across the country, delivering for Canadians on housing.

Mr. Speaker, while the Leader of the Opposition continues to play rhetorical games, we are focused on building the range of solutions we are going to need to actually solve this housing crisis, which involves things such as removing GST from purpose-built rental construction; moving forward with the rental construction financing initiative, which we have been working on for a number of years now and delivering on; moving forward with the housing accelerator fund, with $4 billion for municipalities like Vaughan, London and the Lower Mainland to build new homes; and continuing to work on making the rental market safer for all Canadians. These are things we will continue to do because Canadians are counting on all of us.

Mr. Speaker, we know we need to build more rental constructions more quickly. That is why we put forward a bill that would remove the GST from new rental constructions across the country on the federal side, and that is spurring thousands of new units to be built across the country. It is a very exciting measure.
Unfortunately, Conservatives have chosen to obstruct debate on that particular measure. Why will they not line up with Canadians? Mr. Speaker, I am pleased to announce that, recently, alongside British Columbia and the City of Vancouver, the member for Vancouver Centre announced the groundbreaking for the construction of 154 new affordable housing units close to transit. This new building in the heart of Davie Village will also house QMUNITY, a non-profit organization providing access to safe and secure services for individuals and families living with HIV/AIDS. This is what we can accomplish when we work together, ensuring Vancouverites can live close to where they work and access the services they need.

Mr. Speaker, we are here to build more housing, in partnership with the provinces and municipalities.
That is why we implemented a $4‑billion plan to speed up densification, improve zoning and help municipalities build more housing more quickly. We also eliminated the GST on the construction of new housing buildings because we know that we need to increase supply.
We will continue to be there to work hand in hand with the provinces and municipalities. We will fight this housing crisis by working together.
