Mr. Speaker, like many others, we are concerned with the refusal of Loblaw and others to sign on to the grocery code of conduct, which we know will protect consumers and will protect growers across this country as well. We will continue to impress upon them, using various means at our disposal, the importance of signing on to the grocery code of conduct. We have also increased the Competition Bureau's ability to go after big grocery companies in terms of the competitive or uncompetitive options they are giving to Canadians. We have also moved forward in other ways of supporting Canadians with groceries like the national school food program announced in our budget.

Mr. Speaker, as one of the Conservative leader's own MPs recognized, there is absolutely no data or proof to link their theory around the price on pollution and the price of groceries. However, if the Conservatives actually cared about affordability for Canadians, they would have voted in favour of dental care for our most vulnerable seniors and for young families who cannot afford to send their kids to a dentist. That is what we are delivering and what they are voting against. They would not be stalling on the competition reforms to ensure that we are actually moving forward on greater competition to stabilize grocery prices.

Mr. Speaker, the reality is that too many Canadians across the country are still being forced to make impossible choices between paying for groceries or paying for the medication they need. We are here to make sure that people everywhere can pay for their medication. We will work with the provinces, including Quebec, to make sure that Canadians have the coverage they need.

Mr. Speaker, we know that too many Canadians have no access to dental care. We are a government that has always been there to invest in Canadians and to help them socially and economically. We know that many families that have to pay for their own dental care end up going without other things, such as groceries or rent. Now, we are making sure that Canadians will no longer have to make hard choices when it comes to dental care, because we are there to help them. It is something that matters to Canadians, and we are there for them.

Mr. Speaker, that might have been a more credible question if it had not been for the fact that the Conservative Party delayed the implementation of our affordability act, which would bring in more competition on groceries. It is moving forward to stabilize grocery prices and support Canadians through this difficult time. The Conservatives have also stood against other initiatives we are supporting Canadians with, like dental care for young Canadians and for seniors, which is coming in the coming months. They have stood against supports like our grocery rebate. They have stood against the investments we are busy making to support Canadians right across the country because they stand for austerity and cuts.

Mr. Speaker, we have long been concerned about the price of groceries. That is why the parliamentary committee and the minister convened the heads of the grocery chains to work with them to stabilize the price of groceries. We know how important it is to be there to support Canadians. I can assure hon. members that in the fall economic statement that we are presenting in a few hours, there will be measures to further enhance competition in the grocery sector in order to help people buy groceries and support their families during these difficult times.

Mr. Speaker, our goal is to make life more affordable and ensure that companies pay their share. The Minister of Innovation, Science and Industry met with the CEOs of the big grocery chains and of domestic and international food producers to clearly explain the need for a more affordable grocery basket and improved competition. I hope that all members will join us in expediting the passage of Bill C‑56 on affordable housing and groceries to improve competition in the food sector, among others.

Mr. Speaker, we understand and we see first-hand how Canadians are struggling with the cost of food, groceries and housing. That is why we are taking concrete actions to support them through this, whether it be with the grocery rebate, whether it be with $10-a-day child care, whether it be with dental care that is going to support young children, whether it be with the initiatives we are taking across this country to create good jobs and economic growth, whether it be with the GST rebate cheques, or whether it be with the climate action rebate that is putting money in people's pockets right across the country. We are going to continue to be there for Canadians, as we have been in years past, as we lifted hundreds of thousands of kids out of poverty and as we lifted over a million Canadians out of poverty. We know that there is more work to do, and we are going to continue to do it.

Mr. Speaker, Canadian grocery bills are just too high. That is why we are taking immediate action. We called the top CEOs to Ottawa to discuss how they can make groceries more affordable. Should they fail to show results, their inaction will have consequences. We are also moving forward on competition reforms, because we know increased competition is good for consumers. Unfortunately, the Conservative Party has chosen to obstruct debate on the competition reform bill, but we are going to continue to move forward, because that is what Canadians need.

Mr. Speaker, times are difficult for Canadians right across the country, as they are difficult for people around the world. The war in Ukraine, the global inflation crisis and the after-effects of the pandemic have all caused real challenges. That is why, as a government, we have been there to support people, whether it is with grocery support or now with the affordable housing and groceries act. The problem is that the Conservatives chose to obstruct debate on that act, to delay it. We call on them to help us move forward on it to make sure that this Thanksgiving and future Thanksgivings are more affordable for Canadians.

Mr. Speaker, we can see that the Leader of the Opposition is always ready to play political games. A few weeks ago, we moved forward with the affordable housing and groceries act, which will help build more rental homes and increase competition, including among the largest grocers. However, instead of working with us to move this forward before Thanksgiving, the Conservative opposition chose to obstruct debate around these measures. We are going to continue to stay focused on helping Canadians while they stay focused on playing political partisan games.

Mr. Speaker, if the Leader of the Opposition really wanted to get assistance out to Canadians quicker to help them with groceries and housing, he would not have obstructed our affordable housing and groceries bill. Mr. Speaker, two weeks ago, we introduced the affordable housing and groceries bill, which will incentivize the construction of more rental housing and increase competition, particularly among grocery stores. Instead of working with us to move this forward before Thanksgiving, the Conservative Party chose to obstruct debate because it has no plan for supporting Canadians. Actions speak louder than words. Mr. Speaker, our Minister of Innovation, Science and Industry convened a meeting several weeks ago with the CEOs of the major grocery chains precisely to talk about how we can stabilize the price of groceries for Canadians. We are encouraging cities like Calgary to present even more ambitious proposals and we are making sure that affordable apartments are built across the country by cutting the GST on construction. Mr. Speaker, we know that Canadians across the country are feeling the effects of increased prices, particularly for groceries and housing. Mr. Speaker, while the leader of the Conservative Party continues to attack me, I will continue to attack the challenges Canadians are facing. That is why, in the 2023 budget, we are announcing a grocery rebate to help 11 million Canadians with the cost of groceries. We are providing dental care to low- and modest-income Canadians who do not have insurance, because we know that it improves their quality of life and reduces the pressure on household budgets. We will continue to be there while the Conservatives vote against these measures.

Mr. Speaker, we know well that Canadians are concerned about how much they are paying for groceries, which is why, months ago, the Minister of Innovation wrote to the Competition Bureau to ensure it was using all available tools. It was also good to see the committee looking into this issue and calling grocers to account yesterday. Our Liberal team will continue to stand up to ensure better answers, as well as continue to deliver real help for Canadians. Whether it is with dental supports and rental supports that Conservatives voted against, whether it is by doubling the GST rebate over six months to support Canadians or continuing to have their backs in different ways, we will be there for Canadians.
