Mr. Speaker, what the Conservative leader is proposing is a throwback to the failed drug policies of the Harper years, which one of that government's top advisors even acknowledged was an appalling failure.

Mr. Speaker, unlike the member opposite, we have a solid approach that involves working in partnership with the municipalities and provinces to invest and to build more homes in the most comprehensive and ambitious way that this country has ever seen. When he was the minister responsible for housing under the Harper government, he created six affordable housing units for Canadians. That is not going to help. According to the experts who analyze these plans, the plan he is now proposing is extremely weak.
We have a concrete plan. He refuses to invest in helping Canadians.

Mr. Speaker, the problem with the Conservative leader's approach on crime is that it consistently gets struck down by the courts. That is what we saw through eight years of Stephen Harper, which actually left Canadians worse off than before.
The reality is, our approach is cracking down on criminals while at the same time making sure our communities are safer by strengthening the gun laws the Conservatives are continually voting against in the pocket of the gun lobby, which is not keeping Canadians safe. That is why we worked with the provinces on bail reforms that are going to make sure we are keeping Canadians safe while making sure we are charter-compliant.

Mr. Speaker, the Leader of the Opposition proposes to return to the failed Harper-era approaches on opioids that Harper's former adviser Benjamin Perrin called obsolete and “immoral”.
Over the past number of years, we have invested in a compassionate, science-based, evidence-grounded approach that includes harm reduction through a public health lens. It also includes investments in housing, in mental health supports, in frontline workers, and in addiction treatment and recovery programs. These are the things that move us forward.

Mr. Speaker, we believe in working with British Columbia and with any province that wants us to work with them on this, which is why we accepted its request to modify its pilot project on exactly those issues. This is something we will continue to do, to work in a basis of science, around compassion and a medical approach, a health approach, not a criminal justice approach to deal with the toxic drug supply and addictions.
At the same time, we will not be taking lessons from the Conservatives, who continue to chase after a Harper-era policy that their own adviser said was obsolete—

Mr. Speaker, when British Columbia asked for a pilot project, we worked with it and recently agreed to modify the pilot project agreement to better meet its needs.
We will always be there to work on a science-based and respectful approach with our partners, but we will not move forward on any project without the support of the provinces involved.
The Leader of the Opposition knows this very well, but he continues down his ideological path, the same one as the Harper government. That path was rejected by one of his own advisers as immoral and obsolete.

Mr. Speaker, what we heard from the Leader of the Opposition is that under the previous Conservative government, everything was perfect, and what he is proposing is to make Canada great again. That is not what Canadians want. He is pining for a nostalgia that, quite frankly, Canadians do not feel. They remember what he did as Stephen Harper's failed housing minister. They remember the rights of indigenous people violated, the ignoring of environmental responsibilities and the lack of an environmental and economic plan for the future.

Mr. Speaker, the reality is that when we came to power in 2015, we had to rehire the thousands of border agents who had been laid off when the Harper government, with this Leader of the Opposition as minister, eliminated their jobs. He is constantly proposing cuts, whereas we are investing in the fight against money laundering and organized crime. The Conservative Party also votes against these measures.

Mr. Speaker, the Leader of the Opposition has trouble believing that we would actually include real facts in our press release, something he and the former Harper government never did, for years. Yes, there is a real challenge with auto theft in this country, and our solution is to roll up our sleeves, pull together partners from across the country and get to solving it. His solution is to throw his hands in the air and blame a raft of political attacks on us. We continue to see that he is not putting forward any real solutions.

Mr. Speaker, in 2015, Stephen Harper presented a budget that had slashed funds for policing, slashed funds for CBSA officers and slashed funding for Veterans Affairs services, and we were there to clean up the mess, to cut taxes for the wealthiest 1% and to lower them for the middle class, to support families and to start moving forward on gun control in real ways.
While the Conservatives cozy up to the American gun lobbyists, we have continued to step up in keeping Canadians safe. Let him bring assault weapons back to our streets; we will keep Canadians safe.

Mr. Speaker, we are on track to surpass the Harper government's 2030 target and the latest emissions projections show Canada is on track to achieving our government's new, ambitious and achievable 2030 climate goal.
Our plan is working. We are seeing companies around the world invest in Canada. We were the third-largest country in terms of foreign direct investment in the world earlier this year because people are noticing Canada's leadership on fighting against climate change, but that party continues to vote against measures to support our farmers, measures to invest in a cleaner economy and measures to protect Canadians and their economy from the challenges of the future.
We will be there for Canadians.

Mr. Speaker, when we took office eight years ago, Canada had no plan to reach even the Harper government's very modest environmental targets. We not only have surpassed the Harper targets but have put in place new ambitious targets that we are very much on track to meeting.
We have decreased our emissions over the past two years faster than any other G7 country, and we will continue to lead the way on demonstrating that we cannot have a plan for the future of the economy if we do not have a plan to fight climate change. That is what we are doing. That is what they are not.

When it comes to the environment, we are about to surpass the Harper government's 2030 target. The most recent greenhouse gas emissions forecasts show that Canada is on track to meet our government's 2030 climate target, a new, ambitious and achievable target. Our plan is working.

The work we are doing on fighting climate change is already cutting pollution while building a strong and competitive economy. While we work to advance our ambitious climate action, the Conservative Party has no plan because fighting climate change simply does not matter to it. The Conservative leader is turning his back on future generations on both the environment and the economy by refusing to commit to Canada's targets, like his mentor Stephen Harper did when he withdrew from the Kyoto accord.

Mr. Speaker, as a government, we have always supported CBC/Radio-Canada and the services it provides to local communities across the country.
One of the first measures we took as government was to cancel the Harper government's cuts to our public broadcaster. Supporting local news and journalists during these difficult times for the industry is exactly why we introduced Bill C‑18.
While the Leader of the Opposition celebrates Canadian families being laid off, we will continue to support local journalists and local news in Canada. We are very open to working with the Bloc Québécois on this, as always.

Members of the Canadian Labour Congress were in Ottawa this week to express their frustration with the Conservative leader's silence on our government's replacement worker legislation. The last time that party stayed silent on a piece of legislation, it voted against Ukraine. For the 19 years the leader has been elected to the House, he has always voted against unions, including with Stephen Harper's Bill C-377 and Bill C-525, and it is increasingly obvious he will always stand against workers.

Mr. Speaker, we know to what extent strong unions and collective bargaining are essential to the prosperity of the middle class in this country. That is why, from 2015 onward, the government has been a friend to organized labour and has worked with it to overturn the anti-union legislation that the Stephen Harper government brought in, including the Leader of the Opposition as a minister in that government.
We have continued to stand with workers. We are very pleased that the NDP is supporting our replacement workers bill. We really hope the Conservatives will understand that supporting workers means supporting unions. We hope the Conservatives will stand up and support our anti-scab legislation.
