Mr. Speaker, the Official Languages Act protects linguistic minorities right across the country. A big part of that, of course, is protecting francophone minorities everywhere outside Quebec. It also includes our responsibility to protect both official languages in a bilingual country and to protect all linguistic minorities. We will continue to do so. That does not prevent us from doing everything we can to protect the French language.
It is not the anglophone minority in Quebec that poses a threat to the French language in Quebec. We will continue to fight to protect French everywhere in Quebec and right across the country.

Mr. Speaker, in this debate, as in every debate and at every opportunity, I will always stand up to defend the French fact in Canada, to defend francophone communities from coast to coast to coast. I have always done so and I will continue to do so.
Defending linguistic duality, this country's two official languages, across this country, is a core value of the Liberal Party of Canada and of the Liberal government. We will continue to do so every chance we get.

Mr. Speaker, francophones across the country, including those in Quebec, know full well that the members of the Bloc Québécois are not interested in the fate of French outside Quebec. That is why they want to make Quebec their own country, to protect French.
We know that the best way to protect French in Quebec and across Canada is by investing in every francophone community from coast to coast to coast. As for protecting French in Quebec, yes, we are here to do that. We are also here to continually stand up to protect francophone minorities from coast to coast to coast. We will continue to do so.

Mr. Speaker, we see the reaction of the francophone members of the Conservative Party when their leader finally shows some concern for the fate of the French language in Canada.
We are here to talk about and defend the Francophonie. We are here to defend the French fact across the country. The member has apologized and has withdrawn his comments.
We also saw that their party's heritage critic could not even stand up for Radio-Canada when she asked a direct question. We know that the Conservatives want to make cuts to the CBC and Radio-Canada. They should be more clear about exactly what they are doing.

Mr. Speaker, as I said, I expected the member to apologize and withdraw his comments, and that is exactly what he did.
At the same time, we will continue to defend the French fact across Canada and around the world through our participation in the Francophonie, based on our conviction that not only must we protect our two official languages across the country, but also be there to invest in protecting French in Quebec. We are the first government to do so, and we will continue to be there to protect French across the country.

Mr. Speaker, I would be delighted to be able to work with the Bloc Québécois to defend francophone communities across the country, but if French starts doing better and better in Canada, that it will be bad for their dream of separatism. That is why they do not care about the fate of French outside Quebec. They want to show that Quebec is the only place where French can be protected.
We need to protect French in Quebec and that is why we are investing to do just that, but we will also protect French everywhere in Canada.

We will continue to be there to defend French and the francophonie around the world and across Canada. Unfortunately, the Bloc Québécois cannot say the same after attacking a Franco-Ontarian and minority language communities across the country.
We are always going to be there. We will be there to defend French in Quebec, with billions of dollars in investments, and we will be there for minority communities across the country, as we have always been.

Mr. Speaker, the Bloc Québécois leader's responsibility is to pick fights with Ottawa.
The federal Liberal government's responsibility is to defend official languages across the country. We are here to defend French in Quebec, but also to defend the French fact everywhere in Canada. We will be there to defend linguistic minorities across the country.
It should not surprise anyone that the Bloc Québécois's latest battle is to attack a Franco-Ontarian. It is no secret that they do not like francophones who speak French outside Quebec.

Mr. Speaker, far be it from me to interfere with the poetic argument of the leader opposite, but the reality is that the word he referred to has been known around the world for a very long time. Our member was not the first to use it. He was certainly overzealous, but he apologized and withdrew his remarks.
The fact remains that we will continue to be there to protect francophones across the country, and we will continue to be there to defend French in Quebec and to do something the Bloc Québécois can never and would never do, which is defend francophones outside Quebec.

Mr. Speaker, Canada is a proud partner of the Francophonie. Unlike the Bloc Québécois, we continually show that we are here to protect the French language across the country. We do not want to isolate Quebec. We recognize that the French language needs support and protection across the country and, yes, at times with too much enthusiasm.
We are not trying to pick a fight. We will always be there to defend official language minorities. We will share our leadership everywhere in the world as a proud member of the Francophonie.

Mr. Speaker, this is yet more nonsense from the Bloc Québécois, which is picking fights and trying to scare people.
The fact is, we invest hundreds of millions of dollars in Quebec every year to support francization. We are here to protect both of our official languages everywhere in this country, which means that, even though the Bloc could not care less about francophones outside Quebec, we will continue to be there for them, and we will continue to protect our two official languages in minority situations no matter where they are in this country.

Mr. Speaker, I thank the member for Halifax West for her question and for her hard work.
This morning we unveiled our new action plan for official languages. It includes historic investments to protect and promote our official languages. With this plan, we are investing over $4 billion in targeted areas such as francophone immigration, the educational continuum and the shortage of bilingual workers.
Unlike the Conservative Party, which wants to cut access to local and French-language news, our government is once again standing up for linguistic minorities across the country.

Mr. Speaker, I would like to make a statement that I know will get a reaction out of the Bloc Québécois MPs. I fundamentally believe that the Bloc Québécois is not concerned one bit about the fate of French in Canada. The Bloc is concerned about the fate of French in Quebec, certainly. However, they do not give a damn about francophone minorities across the country.
It is the federal government's job to be there for francophones across the country, just like we are there for francophones in Quebec. We will continue to be there and we will always stand up for our official languages.

Mr. Speaker, I merely pointed out that Quebec is entirely capable of increasing its immigration levels, if it wants to.
This decision is up to Quebec, and we respect Quebec's jurisdiction with regard to immigration, as we do across our system of government.
We will always work with the Quebec government and other governments across the country to protect the French language and to welcome francophone immigrants. We have a lot more work to do, but we will continue to do it.

Mr. Speaker, the Quebec government has enough control over immigration to double the number of immigrants that it currently accepts. Our government would be more than willing to work with Quebec if it wants to do so.
If Quebec wants to bring in more francophone immigrants, we are there to help. We know that businesses across Quebec are facing a labour shortage, we know that immigrants are needed for economic growth, and we also know that immigrants deeply enrich Quebec life.
We will always be there to work hand in hand to improve the lives of all Quebeckers.

Mr. Speaker, as my hon. colleague is well aware, our government has always been there to protect French across the country and in Quebec. I look forward to continuing to work with Premier Legault on this.
With regard to immigration, Quebec already has all the tools it needs to increase francophone immigration, if it wants to do so. Quebec has those tools, and we will gladly work with that province to end the labour shortages and help communities grow while also protecting the French language.
