Mr. Speaker, Canada is facing a housing crisis and we need to take real action towards it, which is what we have done with the most ambitious and achievable plan that this country has ever seen. However, that is not to say we have not had housing crises before, and it is not to say that we have not solved housing crises before. At the end of World War II, there was a need for massive new housing, and Canada stepped up and got that housing built. Indeed, when the boomers came of age, there was a need for massive housing. We made investments, and the federal government helped build housing across the country for boomers. We are doing that now as we build housing for every generation.

Mr. Speaker, that is exactly why, over the past years, we have been focused on bringing down inflation by supporting Canadians, and it is working. For the past four months, inflation has been down in the Bank of Canada's target range, while we have continued to increase supports for Canadians; increase dental care for Canadians, which Conservatives have campaigned against; supports for seniors and supports for young people; and increased investments in child care, bringing child care fees down to $10 a day. These are the investments we are making that do not add to inflation, but add to the well-being of Canadians as they are making ends meet. That is what we stand for.

Mr. Speaker, once again we see that the Conservatives are just trying to score political points by capitalizing on the challenges Canadians are facing. However, when it comes time to vote for investments that will help families—like the school food program, increasing the number of $10-a-day child care spaces across the country and dental care programs for seniors—they vote against them.
They are proposing austerity measures to avoid investing in Canadians who need it. We understand that creating economic growth means investing in families who need it.

Mr. Speaker, we clearly see the fundamental choice Canadians are facing in the next election.
Should a government put its fiscal position in service of Canadians to invest in communities and invest in housing, or should it make cuts to programs to further improve its fiscal position, which is already the best in the G7?
The Conservative leader wants ideology-driven austerity and cuts. We want to make investments for Canadians.

Mr. Speaker, as people are well aware, it takes years for investments in housing to have an impact.
When he was the minister responsible for housing and his former government was in power, they spent virtually nothing on housing. They made no investments in housing for 10 years. Then the Conservatives were surprised to see a housing crisis beginning in 2015, 2016 and 2017. Of course that was because the Conservative government had underinvested in housing for so long.
We have been there to invest in communities and to help Canadians.

Mr. Speaker, the Parliamentary Budget Officer and far many more experts and economists have clearly demonstrated that the money that returns to Canadians through the Canada carbon rebate four times a year is greater than eight out of 10 Canadians pay every year with the price on pollution. Those are the simple facts. We will continue to invest in Canadians. We will continue to support with affordability. We will continue to put the best balance sheet in the G7 in the service of Canadians through investments and support, unlike the cuts he is proposing.

Mr. Speaker, for months, years even, we have heard the Conservatives say that our policies of investing in Canadians are the reason Canadians are facing challenges.
On the contrary, Canada has the strongest fiscal position in the G7. We are investing and using that strong position to help families who are struggling. These investments in housing, dental care, senior care and child care are all investments that help Canadians and put the government in service of Canadians.

Mr. Speaker, the Conservatives are accusing us of wasting money, but that money is actually going to child care centres, to create more child care spots. They are accusing us of wasting money on dental care. They are accusing us of wasting money on investments in Northvolt, in Volkswagen, in Stellantis, in Honda, to secure careers for generations to come in a greener economy. They are accusing us of wasting money on investments in seniors to protect their old age security.
They are accusing us of wasting money because the Conservative leader wants nothing but austerity and budget cuts. We will continue to invest responsibly in Canadians.

Mr. Speaker, the Bloc Québécois's agenda is about stirring up trouble between Quebeckers and Ottawa.

Yesterday's budget is a clear commitment to investing in our future and in the talents of Canadian workers.
However, the Conservative leader has said that he will vote against supporting Canadian clean-tech companies, against our investments in artificial intelligence and against people working on the electric vehicle supply chain.
While we are investing to ensure that every Canadian succeeds in the 21st century, the Leader of the Opposition wants to take us back to the Stone Age.

Mr. Speaker, we have continued to step up over the past years for reconciliation and investing in indigenous communities. This budget has put aside a billion more dollars on top of all the investments we have made for indigenous housing. That is part of the $9 billion of investments we are talking about for indigenous communities over the coming years. We know there is always more to do, but we will be there, hand in hand, with indigenous communities and leadership to make sure we are closing the gaps and building the strong future that is part of the journey of reconciliation.

Mr. Speaker, we made a choice. We made a choice to invest in Canadians, and that started when we took office because the previous government had not invested in Canadians. It continued to choose cuts to services. It continued to choose austerity over the kinds of investments that a confident country should be making in its citizens.
That is where we have stepped up. Mr. Speaker, we recognize with this budget that Canada cannot be successful unless young people are successful, unless every generation sees a real and fair chance to succeed.
That is why we are stepping up to invest in new homes that young people are going to be able to afford, and making sure that their rent payments count towards a credit score to get them a mortgage eventually. We are investing in more supports for Canadians living with disabilities. We are investing in supports for seniors. We are investing in entrepreneurship for young people.
We are making the kinds of investments that are going to grow the economy, support young people and restore the dream of a stronger Canada for everyone.

Mr. Speaker, it is true that, every year, we see the worsening impact of climate change, and the costs of extreme weather events are increasingly affecting Canadians, our economy and our country. Mr. Speaker, I will continue to meet with the provincial premiers to work on affordability for families and investments in housing.
In Quebec, for example, we have put up $900 million for the housing accelerator fund. Quebec is in the process of matching that amount and investing to build housing across the province.
We are here to work hand in hand with the provinces to fight climate change, fight the housing crisis, invest in young people, invest in seniors and build a stronger future. Meanwhile, the Conservatives continue to preach austerity.

Our government's approach to investing in trade corridors and roads that Canadians rely on has not changed since 2015. We will continue to step up. We got projects like the Samuel de Champlain Bridge in Montreal across the finish line, and we are going to get others like the Gordie Howe bridge built. We are going to continue to invest in infrastructure.
What also has not changed is the Conservative Party's opposition to investments in roads, communities, bridges and ports right across the country, as we grow the economy, because all the Conservative leader is offering is cuts, cuts, cuts.

Mr. Speaker, the minister has clarified his remarks. The reality is that our approach to infrastructure has not changed. Since 2015, we have invested billions of dollars in infrastructure, be it bridges, ports or roads. We are going to continue to be there to invest in infrastructure across the country. Our approach has not changed.
It has to be said that the Conservative Party's approach has not changed either. The Conservatives vote against our investments in infrastructure, against our investments in bridges, in roads, in help for rural communities, as well as big cities. They consistently vote against it all.

Mr. Speaker, of course, we will always encourage the authorities and let them do their job, and they will do it. We also know that the public service must follow certain rules and, if those rules were not followed, then there will be consequences.
We welcome the Auditor General's report with open arms. It is important for us to ensure that we are managing investments properly, even at a time when we were investing to protect Canadians from the pandemic of the century. We must ensure that all of the rules were followed.

Mr. Speaker, while Conservatives cut frontline border services officers, along with cuts to the RCMP and cuts to police forces across the country, we invested in them. We are going to continue to do that, with $121 million for Ontario and more investments for port and border security.
We are going to continue to step up and keep Canadians safe.
