Mr. Speaker, the Conservative leader is not focused on affordability; he is focused on ending action on climate change. If he was so concerned about the price of gas, he would have a conversation with his friend, the Premier of Alberta, who just raised the gas tax by 13¢ a litre. Experts agree, including Premier Smith, that Canadians receive back more money from the Canada carbon rebate than they pay with the price on pollution. We are putting a price on pollution and putting more money back in the pockets of the middle class and people working hard to join it. That is joining the efforts we are doing on affordability, like dental care, support for child care and support for the middle class.

Mr. Speaker, it is not ideology to understand that fighting climate change and growing the economy while putting money in people's pockets is a good thing, because that is exactly what this government has done. Excluding the pandemic, our emissions are now the lowest they have been in 25 years because of our plan that prices pollution and puts more money back in the pockets of eight out of 10 Canadian families. The fact that he refuses to understand that one does not have a plan for the economy if one does not have a plan to fight climate change is yet another proof of the fact that his approach is not going to succeed for Canadians.

Mr. Speaker, in the Leader of the Opposition's desire to make clever rhetorical points, he actually completely ignores the basic facts.
The price on pollution is revenue-neutral for the federal government, which means that the money that comes in for the price on pollution, for the carbon tax, gets returned to the jurisdictions. That is why the Parliamentary Budget Officer found that eight out of 10 Canadian families in jurisdictions where the carbon price applies do better with the Canada carbon rebate, which comes in four times a year, than the price on pollution costs them. That is a plan to fight climate change and put money in people's pockets.

Mr. Speaker, the Leader of the Opposition continues to make that argument even though he knows full well that farm fuels are 95% exempt from the price on pollution right across the country. That is something he ignores because of his ideological opposition to take any action in fighting climate change.
Well, I can tell the Leader of the Opposition that, in Conservative ridings right across the country, people are worried about droughts, people are worried about floods, and people are worried about wildfires that are more and more severe. Canadians need a clean plan to fight climate change, which is something he has not put forward. We are fighting climate change and putting money in people's pockets.

Mr. Speaker, the Parliamentary Budget Officer and far many more experts and economists have clearly demonstrated that the money that returns to Canadians through the Canada carbon rebate four times a year is greater than eight out of 10 Canadians pay every year with the price on pollution. Those are the simple facts. We will continue to invest in Canadians. We will continue to support with affordability. We will continue to put the best balance sheet in the G7 in the service of Canadians through investments and support, unlike the cuts he is proposing.

Mr. Speaker, if the Leader of the Opposition wants to present an actual plan to fight climate change, we would love to see it, but he has refused to take any measure to fight climate change, period. He does not even recognize that pollution has a cost, which will only keep rising if we do not fight climate change, with extreme weather events and health impacts increasingly impacting Canadians. Indeed, the Conservative leader thinks it should be free to pollute and that we should not be giving more money to Canadians through the Canada carbon rebate.
We will continue to have an effective plan to fight climate change, which is reducing emissions and putting more money back in Canadians' pockets with the CCR.

Any premier is welcome to come forward with a plan to put a price on pollution that meets the levels required by the federal government instead of complaining, but that is what we will continue to do.

Mr. Speaker, we committed to phasing out inefficient oil and gas subsidies two years ahead of all our partners around the world, and we are going to continue to do that, but it is unfortunate to see that the NDP seems to be falling into the Conservative misinformation trap.
Our price on pollution actually puts more money back in the pockets of eight out of 10 Canadian families right across the country, particularly middle-income and low-income families, while we continue to fight climate change. Mr. Speaker, we did sit down with the premiers, eight years ago, and established the pan-Canadian framework on climate change that both puts a price on pollution and puts more money back in the pockets of eight out of 10 Canadian families in the jurisdictions where the federal backstop applies. That is a way of both fighting climate change and helping with affordability.
The Conservative Party is counting on taking away those Canada carbon rebate cheques, but they are arriving this coming Monday, April 15. People will see, in their bank accounts, the Canada carbon rebate that puts more money in their pockets ahead of the costs associated with fighting climate change.

Mr. Speaker, the Parliamentary Budget Officer has confirmed that eight out of 10 families across the country get more money back with the Canada carbon rebate attached to the price on pollution than it costs them. That is $1,800 for a family of four in Alberta. It is thousands of dollars right across the country. These are things that are helping people with the high cost of living and groceries, at the same time as we fight climate change.
What would also be helpful is if we were able to deliver the doubling of the rural top-up to put hundreds of dollars in the pockets of Canadians, but the Conservative Party is blocking the legislation to double the rural top-up.

Mr. Speaker, members can notice how desperate the Leader of the Opposition is to try to find any excuse he can to justify their voting against Ukraine. Suddenly, he is not talking about the price on pollution that Ukraine put in itself years ago. He is not using that as an excuse, even though that was all we heard as a justification for why they voted against Ukraine, voted against Ukrainian Canadians and voted against the reconstruction of Ukraine, which we are committed to through a free trade agreement.
He stood in the House and voted against Ukraine, and he is now trying to do anything he can to hide from it. He let down Ukraine, and that showed who he is.

The province is open to creating its own price on pollution, its own plan to fight climate change, as long as it is as strong as the federal backstop. The province is welcome to do that if it wants to do it a different way, but in the meantime we are going to both fight climate change and deliver more money to the families in Newfoundland and Labrador.
