Mr. Speaker, the Leader of the Opposition has continually pledged to make assault-style weapons legal again. We have banned them for the past four years, and we will continue to make sure that they stay banned in this country, while the Leader of the Opposition wants to bring back assault-style weapons to our communities and to Canadians from coast to coast to coast. That is not how to keep this community safer. On top of that, in the name of protecting Canadians from crime, the Leader of the Opposition is willing to suspend their fundamental freedoms by using the notwithstanding clause to override the Charter of Rights and Freedoms. That is not responsible, and it makes us wonder what other rights he is going to come after on Canadians.

Mr. Speaker, as the Bloc Québécois leader knows full well, when Bill 21 lands in the Supreme Court, we will intervene in our capacity as the federal government, because we are concerned about the consequences this bill could have on Quebeckers. We will make our voice heard at that time. Yes, we have opinions on how the fundamental rights and freedoms of all Canadians can be better protected, and we will share those opinions. At the same time, we will always seek to offer everyone the same opportunities to buy a house and build a better future, because we know that young people are struggling these days.

Mr. Speaker, I thank the member for Vancouver Centre for her tireless advocacy on women's issues. This week, I am proud to reaffirm our government's unwavering commitment to defending Canadians' reproductive rights through historic investments and through work with grassroots organizers. We have seen, just this week, over the past two days, that the threat to reproductive freedom is alive and well in Canada, even in this chamber. The shameful behaviour of Conservative MPs, shutting down women in the House, leaves Canadians wondering what that party is so afraid of. I call on Conservative MPs to stand up for women's rights.

Mr. Speaker, I want to thank the Bloc Québécois for its compassionate and thoughtful contribution to this debate. These are the kinds of conversations we need to keep having in this Parliament. How are we going to properly protect Canadians? How are we going to protect everyone's choices and rights? We will keep looking at their proposals. We will keep working with the provinces involved. We will keep making sure that the well-being of all Canadians is at the heart of everything we do with respect to this extremely complex and difficult issue.

Mr. Speaker, we could not agree more that a Conservative government would pose a threat to fundamental rights and freedoms. At the same time, when it comes to medical assistance in dying, we understand how difficult and personal a choice this is. We have a duty to protect the most vulnerable while respecting fundamental rights and freedoms. That is why, with regard to advance requests for people with mental health issues and for minors, we have been holding and will continue to hold in-depth discussions and consultations before going any further.

Mr. Speaker, Canada has one of the strongest export control regimes in the world that puts human rights and protection of human rights at the centre of all our decision-making. Mr. Speaker, I thank the member for Hamilton Mountain for her continued advocacy on women's rights. Let me be clear: Abortion is health care in Canada. A woman's right to choose is hers, and hers alone. We will always stand with Canadian women and the vast majority of Canadians on this, which is why it is so disappointing to see yet another thinly veiled attempt by the Conservative Party of Canada to restrict a woman's right to choose. The Conservatives are busy getting ready to march tomorrow in an anti-choice protest. We will be busy standing up for fundamental rights, including a woman's right to choose.

Mr. Speaker, I thank the member for Humber River—Black Creek for her tireless work on so many files. Our government is unapologetically feminist and pro-choice. Since 2020, we have provided almost half a billion dollars to support women's sexual and reproductive health and rights around the world. That includes funding for abortion health care, which previous Conservative governments recklessly refused to support. Mr. Speaker, as a federal government, we are moving forward on legislating the UN Declaration on the Rights of Indigenous Peoples, which includes free, prior and informed consent. This is an important and historic step for the government that we are taking hand in hand with indigenous peoples. Unfortunately, only some provinces are moving forward in that way. We will continue to engage on these issues, but we also recognize the responsibility and the control that the provinces have over their natural resources. We encourage everyone, however, to walk the path of reconciliation together.

Mr. Speaker, I would like to assure my colleague from London West that we on this side of the House will never accept the anti-feminist, violent and downright dangerous rhetoric that minimizes the contributions of women and girls in our society. Supporting women's rights takes more than just words here in the House. It must be backed up with concrete actions like combatting violence online and in our communities, encouraging the full participation of every woman in society and condemning the use of sexist and misogynistic tags on YouTube posts.

Mr. Speaker, the government is committed to levelling the playing field for young and middle-class Canadians looking to buy a home. That is why budget 2022 announced that we would work with provinces and territories to develop and implement a homebuyers' bill of rights and a national plan to end blind bidding. The homebuyers' bill of rights would tackle unfair practices in the real estate market, and it could include measures to ensure the right to an inspection and transparency in sales history. We will not rest until we ensure that the dream of home ownership is protected.

Mr. Speaker, one of the most fundamental rights available to workers in this country is the ability to fight for better rights, better opportunities, better pay and better working conditions, and that happens at the bargaining table. What has happened is they have been stripped of that right to bargain, to negotiate and to talk about a better future for themselves and their families by the pre-emptive use of a measure designed to suspend and override their fundamental rights and freedoms, but the Leader of the Opposition has refused six times to condemn that in this House.

Mr. Speaker, the member is trying to pretend he is standing up for workers right now when he is refusing to condemn a suspension of their most fundamental right, the right to collective bargaining. Workers' ability to negotiate a better future for themselves and their families is core to the success of this country's middle class. Why is he not condemning this attack on the fundamental rights and freedoms of workers?

Mr. Speaker, I think that it is important that everyone remember that. when a legislative assembly or parliament chooses to suspend the basic rights of some of its citizens, we need to give that consideration and special attention. We know that every Quebecker and Canadian wants their fundamental protections under the Charter to be upheld. When a government chooses to set aside those fundamental protections, we have to give that some serious consideration, and that is exactly what we are pointing out.

Mr. Speaker, I just want to point out to the hon. member that his “where we live” is also where I live. I am a Quebecker, and I have every right to make sure that the rights of all Quebeckers get the same respect as those of people elsewhere in the country. The federal government's job is to make sure that the rights of Canadians across the country are upheld and protected. If this law ends up in the Supreme Court, we will be there to defend and protect the fundamental rights of all Quebeckers and all Canadians.

Mr. Speaker, I am certain I must have misheard. Surely the hon. member did not mean to suggest that all those who disagree and who are challenging this law before the courts in Quebec are not true Quebeckers. We will always stand alongside anyone in Canada who wants to defend their fundamental rights, those rights protected by the Canadian Charter of Rights and Freedoms. If this does end up before the Supreme Court, the government will be there to defend minority rights, as it always has.

Mr. Speaker, I would like to first thank the member for Saint-Laurent for her important question and her leadership on standing up for women's rights. We firmly believe that all people in Canada, no matter their circumstances, should have access to a full suite of sexual and reproductive health care information and services that are safe and free of stigma. It is why we just announced four million dollars' worth of funding to projects under the sexual and reproductive health fund to develop resources and tools to support the 2SLGTBQI+ communities. It will help three national projects led by the Community-Based Research Centre, Egale Canada and Sherbourne Health. We will continue to improve reproductive health services for people who experience the greatest barriers.

Mr. Speaker, respecting the rights and the choice of all Canadians has always been a priority for this government and we will continue to stand up for Canadians' rights to make choices. At the same time, we need to make sure we are investing sufficiently and partnering with the provinces and territories to ensure quality health care for seniors, including with national standards, and quality palliative care, things that we are ready to work with the provinces on and invest in. We respect provincial areas of jurisdiction, but we will also always ensure that we are standing up for the fundamental rights of all Canadians.

Mr. Speaker, allow me to state once again in this House that the right to choose is a woman's right and hers alone. We will never back down from protecting and promoting access to safe abortion in Canada and around the world, and we cannot take any rights, including this most fundamental one, for granted. Mr. Speaker, the RCMP will always do its job. It is interesting to see how determined the Conservatives are to avoid taking about the economy, about housing and about the budget we tabled just a few weeks ago. They are still blocking the economic statement we tabled last fall. Despite the concerns being voiced right now by women across the country, they do not even want to talk about women's rights. They do not want to talk about anything. The Conservatives just want to engage in personal attacks, but that is not what Canadians care about.
