Mr. Speaker, the Parliamentary Budget Officer has confirmed that eight out of 10 families across the country get more money back with the Canada carbon rebate attached to the price on pollution than it costs them. That is $1,800 for a family of four in Alberta. It is thousands of dollars right across the country. These are things that are helping people with the high cost of living and groceries, at the same time as we fight climate change. What would also be helpful is if we were able to deliver the doubling of the rural top-up to put hundreds of dollars in the pockets of Canadians, but the Conservative Party is blocking the legislation to double the rural top-up.

Mr. Speaker, the minister has clarified his remarks. The reality is that our approach to infrastructure has not changed. Since 2015, we have invested billions of dollars in infrastructure, be it bridges, ports or roads. We are going to continue to be there to invest in infrastructure across the country. Our approach has not changed. It has to be said that the Conservative Party's approach has not changed either. The Conservatives vote against our investments in infrastructure, against our investments in bridges, in roads, in help for rural communities, as well as big cities. They consistently vote against it all.

Mr. Speaker, obviously the relevant authorities need to follow up on this and get to the bottom of exactly how this unacceptable situation happened. In the meantime, on this side of the House, we are going to continue to focus on making life more affordable for Canadians, for example by attracting thousands of health care workers by increasing by 50% student loan forgiveness for rural doctors and nurses, by fast-tracking the construction of more than 51,000 homes, and by finalizing the housing accelerator agreements with over 60 small and rural communities. While the Conservative Party continues to block these initiatives, we are going to continue to step up for Canadians.

Mr. Speaker, we have demonstrated time and time again how committed we are to addressing housing gaps in indigenous communities swiftly, effectively and in equal partnership. Since 2016, we have supported the construction and renovation of over 30,000 homes in first nations communities. We launched the $4-billion urban, rural and northern indigenous housing strategy despite the Conservative Party voting to cut this essential funding. We will continue working with partners to codevelop and implement community-based housing solutions.

Mr. Speaker, many people living in rural areas across the country, including many farmers, continue to be stuck heating their homes with home heating oil. It is dirtier and more expensive, and it is something that is expensive to replace. That is why we are stepping up with measures that are going to deliver heat pumps to families right across the country, to 1.2 million households across this country, in every part of this country, relying on home heating oil, so we can help them fight climate change and save money at the same time. That is our plan. The Conservatives have no plan.

Mr. Speaker, I want to thank the member for St. John's East for her question and her hard work. Last week in Newfoundland, we hosted the first-ever FPT meeting dedicated to building strong and thriving rural communities. Indigenous leaders and rural experts discussed how to continue building a collaborative and coordinated approach to helping rural communities succeed. Whether it be on connectivity, workforce issues or climate resilience, we owe it to Canadians to work together. When we do, we can make transformational changes to all communities, and that is what we will continue to do.

Mr. Speaker, I want to thank my hon. colleague from Sudbury for her dedication to her constituents. Every Canadian, wherever they are in the country, deserves good and reliable high-speed Internet. Today, 93.5% of Canadians are connected to this essential service, compared to 79% in 2014 under the previous government. Through our nearly half-billion-dollar top-up to the universal broadband fund, we will bring 60,000 more rural homes online. It is all part of building an economy that works for all Canadians.

Mr. Speaker, over the past number of years we have continued to be there for rural Canadians, whether it is through investments in agriculture, whether it is support for small communities; whether it is reaching out to resource communities to prepare for the future. We will continue to stand by Canadians from coast to coast to coast. We will not simply fall back on slogans and easy solutions like the Conservatives do. We will work hand in hand with rural Canadians and indeed people from coast to coast to coast to build the kind of future we know everyone deserves to offer their kids and their grandkids.

Mr. Speaker, our investments in rural Canada continue as we move forward on broadband investments, on cell coverage investments and investments to support our farmers, our energy industries, and our fisheries and forestry industries. We know that rural Canadians work incredibly hard at a very important time for our economy and our future. We will be there to continue to support them every step of the way.
