Mr. Speaker, the Conservative leader is not focused on affordability; he is focused on ending action on climate change. If he was so concerned about the price of gas, he would have a conversation with his friend, the Premier of Alberta, who just raised the gas tax by 13¢ a litre. Experts agree, including Premier Smith, that Canadians receive back more money from the Canada carbon rebate than they pay with the price on pollution. We are putting a price on pollution and putting more money back in the pockets of the middle class and people working hard to join it. That is joining the efforts we are doing on affordability, like dental care, support for child care and support for the middle class.

Mr. Speaker, our latest budget is actually focused on equality for every generation, and a big cornerstone of that is asking the wealthiest Canadians to pay a little more so we can invest even more in housing, invest even more in pharmacare, invest even more in child care and invest even more in programs like our school food program that is going to help 400,000 kids across the country.
We know there continues to be more to do, and we are stepping up because not only do we know that helping with affordability for Canadians matters, but we also know that confident countries invest in themselves, their people and their future, and that is exactly what we are doing.

Mr. Speaker, we are continuing to make progress on the grocery code of conduct and continuing our efforts to make food more affordable through competition reforms.
We are also creating a national school food program, which should provide meals to more than 400,000 children every year and enable an average two-child family to save up to $800 a year in grocery costs.
There are also measures in the fall economic statement, which the House is currently studying, to crack down on predatory pricing. The NDP has the power to help us get this passed.

Mr. Speaker, not only are we continuing to move forward on our grocery code of conduct, but we are working on a project to make food more affordable through competition reform. Now, we are creating a national school food program, which is expected to provide meals for more than 400,000 kids a year and save the average family with two children as much as $800 per year on grocery costs.
We are also ensuring that the wealthiest pay their fair share. Indeed, there are measures in the House right now that will crack down on predatory pricing, and the NDP has the opportunity to support us as it goes through the House.

Mr. Speaker, we are well aware that Canadians are facing an affordability crisis. That is why we are here with solutions for them.
We have cut the cost of day care in half across the country, except in Quebec, where we have invested in more day care spaces. We are there to invest in dental care for the most vulnerable senior citizens, just as we did for young people last year. We are there to invest in our students and in jobs for the future. We are there to invest in Canadians.
In contrast, the opposition leader is proposing cuts and austerity as part of his misguided ideological approach.

Mr. Speaker, in 2017, we created the national housing strategy, which put millions of families into homes across the country. We have continued to step up with investments, including last year with the housing accelerator, which has delivered increased densification and is going to be building thousands upon thousands of homes over the coming years. We are continuing to step up in this budget, which is focused on fairness for every generation to make sure young people can again see a pathway to home ownership and can be able to afford rents in the cities in which they work. These are things we are continuing to do because Canadians need it.

Mr. Speaker, I will continue to meet with the provincial premiers to work on affordability for families and investments in housing.
In Quebec, for example, we have put up $900 million for the housing accelerator fund. Quebec is in the process of matching that amount and investing to build housing across the province.
We are here to work hand in hand with the provinces to fight climate change, fight the housing crisis, invest in young people, invest in seniors and build a stronger future. Meanwhile, the Conservatives continue to preach austerity.

I can give people a preview right now. There will be support on housing. There will be help on affordability for Canadians. Mr. Speaker, the leader of the Bloc Québécois is mistaken. We increased old age security for seniors 75 and up because we know that they have more expenses than other families.
Yes, we recognize that even in Quebec and across the country, there are people who cannot afford their diabetes medication or their birth control because they are not covered.

Mr. Speaker, that is simply not true. The reality is, for eight out of 10 families right across the country in backstop provinces, families do better off with the Canada carbon rebate than they do with the extra costs of the price on pollution. This is a plan to fight climate change, but it is also a plan to put more money in the pockets of families from coast to coast to coast.
The Conservative leader does not care about fighting against climate change and he does not care about affordability either, because he would rip up the rebate cheques and he would do less on fighting climate change. We are going to keep delivering for Canadians.

Mr. Speaker, we have stepped up our supports, as a federal government, to food banks and organizations serving the most vulnerable right across the country, and we will continue to.
In terms of grocery prices, more competition means lower prices, more choices and more innovative products and services for Canadians. We are going to continue to work on our new legislation that empowers the Competition Bureau to hold grocers accountable and to prioritize consumers' interests.

Mr. Speaker, as one of the Conservative leader's own MPs recognized, there is absolutely no data or proof to link their theory around the price on pollution and the price of groceries.
However, if the Conservatives actually cared about affordability for Canadians, they would have voted in favour of dental care for our most vulnerable seniors and for young families who cannot afford to send their kids to a dentist. That is what we are delivering and what they are voting against. They would not be stalling on the competition reforms to ensure that we are actually moving forward on greater competition to stabilize grocery prices.

Mr. Speaker, thanks in part to the advocacy of the member for Halifax West, we announced the housing accelerator agreement of nearly $80 million in Halifax to unlock 9,000 new homes.
While the Leader of the Opposition is picking fights with municipalities, we are working directly with them to reduce red tape and revolutionize the way homes get built in cities across the country. On this side, we are bringing forward real solutions to address housing affordability, while he spends his time attacking and insulting.

The Leader of the Opposition spends a lot of time talking about affordability, but we have not seen a hint of a proposal or a real plan. If the Conservative leader wants to help Canadians in a meaningful way, he can vote in favour of the fall economic statement, which cuts the GST and HST on psychotherapy, cuts the GST on the building of co-operative housing and creates a new employment insurance benefit for adoption. Either he supports Canadians by voting for the statement, or he continues to push for cuts and austerity.

Mr. Speaker, when we said we would use every tool at our disposal to address housing affordability, we meant it. The Minister of Housing recently announced that post-secondary institutions can now access the apartment construction loan program for low-interest financing to build student housing. This builds on our work to find innovative and bold ideas to accelerate construction, including unlocking over 500,000 new homes through the housing accelerator agreement. These are more examples of the federal government in action.

Mr. Speaker, we have taken real actions to hold grocery CEOs to account with more competition, because more competition means lower prices, more choice and more innovative products and services for Canadians.
Our affordability legislation will empower the Competition Bureau to hold grocers accountable and prioritize consumers' interests. The fall economic statement proposes further amendments to the Competition Act to crack down on predatory pricing and better respond to anti-competitive mergers and more.
We are ensuring that Canadians have more competitive options, and we are limiting excess profits by corporations at the expense of Canadians.

Mr. Speaker, the Conservative Party of Canada had the opportunity to support affordability measures for Canadians, but instead, its members chose to take 30 hours attacking the most vulnerable. During the Conservative leader's $2-million temper tantrum, they gladly stood against veterans experiencing homelessness, against emergency shelters for women and girls, against indigenous housing, and against rapid affordable housing construction. They even tried to prevent support for those who lost their homes in hurricane Fiona. That leader is reckless and should be ashamed.
