Mr. Speaker, after the Conservative leader turned his back on Ukrainians and forced his own caucus to do the same, he whipped his senators last night to vote against the Canada-Ukraine Free Trade Agreement that Ukraine asked for.
Our Liberal caucus, including the member for Calgary Skyview, never backed down. Despite the Conservative Party's efforts to derail Ukraine's hopes to rebuilding after it wins the war, the Canada-Ukraine Free Trade Agreement received royal assent last night.
While Conservative politicians sell out to the Kremlin, we will stand with Ukraine.

I will note in this question period, following the two-year anniversary of Russia's invasion of Ukraine, that the Leader of the Opposition had nothing to say about this war raging in Ukraine, nothing to say to Ukrainian Canadians as Canada signed security assurances guaranteeing support to Ukraine for the next 10 years. He demonstrates once again he is non-committal in his support toward Ukraine and his support toward Ukrainians.
It is shameful that the Leader of the Opposition will not talk about—

Mr. Speaker, the attack that the Leader of the Opposition is choosing to make against the Ukrainian Canadian Congress demonstrates the extent to which this Conservative Party no longer stands with Ukraine.
They will have an opportunity in just a few minutes to stand and vote in favour of a free trade deal that Volodymyr Zelenskyy, himself, is asking this House to pass. The Leader of the Opposition is choosing to not stand with Ukraine, not stand with Ukrainians and not stand with Ukrainian Canadians.

Mr. Speaker, once again, I did not hear an apology to Ukrainians. I encourage him to do that. People are waiting for it.
At the same time, I can remind this House that we have signed dozens of housing accelerator fund agreements across the country that are leading to the construction of hundreds of thousands of new homes in the coming years. We have eliminated GST from purpose-built rental apartments, and we are moving forward on an interest-free savings account for first-time homebuyers.
Again, I encourage the Leader of the Opposition to apologize for referring to Ukraine as some faraway foreign land.

Mr. Speaker, we see how much the Conservatives hate it when we talk about Ukraine.
I thank the member for Etobicoke Centre for his leadership in supporting Ukraine.
The Conservatives, yet again, showed Ukrainians and all Canadians who they really are. When it came time to support military aid to Ukraine, they voted against. When it came time to support Operation Unifier, they voted against. When it came to the Canada-Ukraine free trade agreement, twice they voted against.
While the Conservative leader is busy taking talking points from Fox News and Donald Trump, on this side of the House, we support Ukraine.

Mr. Speaker, not only does the Leader of the Opposition think he knows better than everyone else in the House, but he also thinks he knows better than Volodymyr Zelenskyy what Ukraine needs right now.
President Zelenskyy and his government are asking us to pass the modernizing of the Canada-Ukraine free trade deal. The Leader of the Opposition is saying, “No, no, no. We don't support, because it would impose a carbon price on Ukrainians.” Of course, the fact that the Ukrainian embassy is pointing out that it would do no such thing and, that indeed, they have had a price on pollution for years now, is proof that he is just trying to make an ideological argument.

Mr. Speaker, I thank the member for Etobicoke Centre for his long-standing commitment to the Ukrainian people.
While Ukrainians are fighting for freedom and their very right to exist, the Conservative leader is pandering to far right, Republican-style politics that are creeping into his party. By voting against a crucial bill for Ukraine, the leader is playing into the Kremlin's hands.
On this side of the House, without question, we will never back down in our support of Ukraine.

Mr. Speaker, over the past few weeks, I have had the opportunity to sit down with union leaders, including that of the IBEW, across the country.
I have had an opportunity to thank them directly for all the incredible leadership they are showing in training Ukrainians and other new arrivals in this country. This will help Ukrainians to contribute fully to this country that is offering so much and is going to benefit so much from their being here.
We will continue to work hand in hand with union leadership and union members right across the country on creating growth for the middle class, on creating a strong future for our communities, and yes, on helping people fleeing war and violence all around the world. On that point, this government is close friends with unions and will continue to be.

Mr. Speaker, I understand that the leader of the Bloc Québécois is very fond of expressing outrage here in this place. The reality is that public servants and our partners around the world are working to fast-track the applications of Ukrainians who want to come to Canada.
The reality is that we have done a lot, and we will continue to take numerous measures to expedite the arrival of Ukrainian families here in Canada. We are doing more and will continue to do more. This is a very difficult situation for these families, and we are there to help them.

Mr. Speaker, we are proceeding as quickly, safely and efficiently as possible to ensure that Ukrainians are able to come to Canada. There is no limit on the number of applicants. We have given priority to the applications of Ukrainians who want to come to Canada, and those currently in Canada on a temporary basis can extend their stay.
With the Canada-Ukraine authorization for emergency travel, many standard visa requirements have been lifted for emergency travel, thus ensuring the quickest, safest and most efficient travel. Since January, we have welcomed more than 17,000 Ukrainian nationals, and others will be arriving.

Mr. Speaker, we will continue to be there for Ukraine and Ukrainians who are fleeing the war. We are moving as quickly, safely and efficiently as possible to enable Ukrainians to come to Canada, and there is no limit to the number of people who can apply.

Volodymyr, in the years I have known you, I have always thought of you as a champion for democracy. Now democracies around the world are lucky to have you as our champion.
Your courage and the courage of your people inspires us all. You are defending the right of Ukrainians to choose their own future and, in doing so, you are defending the values that form the pillars of all free democratic countries. Freedom, human rights, justice, truth and international order are the values you are risking your life for as you fight for Ukraine and Ukrainians. Beyond that, you are inspiring democracies and democratic leaders around the world to be more courageous, more united, and to fight harder for what we believe in. You remind us that friends are always stronger together.
With allies and partners, we are imposing crippling sanctions to make sure Putin and his enablers in Russia and Belarus are held accountable. Today, in line with our European Union partners, I can announce that we have imposed severe sanctions on 15 new Russian officials, including government and military elites who are complicit in this illegal war.
Canada will continue to support Ukraine by providing military equipment as well as financial and humanitarian assistance. We will be there to help rebuild Ukraine once the aggressor is repelled.
In Canada, we like to root for the underdog. We believe that when a cause is just and right, it will always prevail, no matter the size of the opponent. This does not mean it will be easy. Ukrainians are already paying incalculable human costs. This illegal and unnecessary war is a grave mistake. Putin must stop it now.
Vladimir Putin's blatant disregard for human life is absolutely unacceptable. Canada continues to demand that Russia stop targeting civilians and that it end this unjustifiable war.
Ukrainians are standing up to authoritarianism and, as parliamentarians united in this House today and all Canadians, we stand with you. As friends, you can count on our unwavering and steadfast support.
Now it is my great privilege to introduce to you all the President of Ukraine, our friend, Volodymyr Zelenskyy.

Esteemed parliamentarians, friends and colleagues, good morning and thank you for being here today to welcome a courageous and exceptional leader.
President Zelenskyy, on behalf of parliamentarians and all Canadians, it is an honour to welcome you to our House.
Mr. President, Volodymyr, you are a friend. Canadians and Ukrainians are friends, and they have been for a long time. Our people share deep historical ties. In the early 20th century, a massive wave of Ukrainian immigrants came to Canada. Many of them settled in the Canadian Prairies. They worked the land, they built churches distinguished by their beautiful spires and they helped shape Canada in significant ways.
Today, there are 1.4 million Ukrainian Canadians in our country. This is the second largest Ukrainian diaspora in the world. Whether as farmers, scientists, community leaders, athletes or frontline workers, Ukrainian Canadians continue to make a tremendous contribution to our country.
The friendship between Canada and Ukraine is based not only on this shared history but also on our shared values.

Mr. Speaker, over the past many weeks, we have been working with our immigration department to ensure that we accelerate and simplify all the different processes to ensure that if there were, as there unfortunately looks like there is now, a refugee crisis, we would be able to help.
We have put in place and are putting in place measures that will make it as quick as possible, and as seamless and as safe as possible and that will ensure, as Ukrainians arrive in Canada, they are able to work, to study and to get the kinds of supports to contribute to their families back home who are fighting an extraordinary fight against the Russians.

Mr. Speaker, we will be there to support Ukrainians resettling in Canada, as we have been there to support Syrian refugees, as we have been there to support resettled Afghan interpreters and their families and as we will continue to be there to support people through this crisis of COVID-19.
In fact, with our supports to the provinces over the past two years of crises, we have actually invested eight dollars out of every $10 of supports for COVID as the federal government. We will be there for supports on Ukraine like we have always been there for Canadians and people fleeing for safety.

Mr. Speaker, we know how important it is to provide people fleeing from violence and harm safe places to stay, either temporarily or permanently. It is what we have done with Syrian refugees, it is what we have done and are continuing to do in Afghanistan and, yes, it is what we will do with Ukrainians. We are working with the provinces and territories, municipalities, community groups and leadership groups like the Ukrainian Canadian Congress to make sure that we are able to support as quickly, as safely and as well as possible people coming to Canada.

Mr. Speaker, I want to first of all commend Natali for having been able to get out safely with her family at the same time as we recognize the millions of Ukrainians who are doing a remarkable job of standing to defend their streets, their homes and their country. Canada not only salutes them, but wants to help everyone who is looking for safety, either temporarily or for the longer term. That is why we are looking very carefully at what measures can be brought in place for people not just to come over as quickly as possible, but to be able to work, study, contribute and have a path of permanent citizenship as quickly as possible.
