Mr. Speaker, members can notice how desperate the Leader of the Opposition is to try to find any excuse he can to justify their voting against Ukraine. Suddenly, he is not talking about the price on pollution that Ukraine put in itself years ago. He is not using that as an excuse, even though that was all we heard as a justification for why they voted against Ukraine, voted against Ukrainian Canadians and voted against the reconstruction of Ukraine, which we are committed to through a free trade agreement. He stood in the House and voted against Ukraine, and he is now trying to do anything he can to hide from it. He let down Ukraine, and that showed who he is.

Mr. Speaker, the situation is obviously unacceptable, which is why authorities are looking into the procurement process. Anyone who took advantage of our COVID response to save Canadians' lives should face consequences. All federal contracts with these companies have been suspended as the investigation continues. However, everyone in the House noticed how quickly the Leader of the Opposition pivoted from the question on Ukraine. The reality is, his members are ashamed of him for forcing them to vote against Ukrainian Canadians, to vote against Ukraine, and to vote against support the Ukrainian president was asking for.

Mr. Speaker, after the Conservative leader turned his back on Ukrainians and forced his own caucus to do the same, he whipped his senators last night to vote against the Canada-Ukraine Free Trade Agreement that Ukraine asked for. Our Liberal caucus, including the member for Calgary Skyview, never backed down. Despite the Conservative Party's efforts to derail Ukraine's hopes to rebuilding after it wins the war, the Canada-Ukraine Free Trade Agreement received royal assent last night. While Conservative politicians sell out to the Kremlin, we will stand with Ukraine.

I will note in this question period, following the two-year anniversary of Russia's invasion of Ukraine, that the Leader of the Opposition had nothing to say about this war raging in Ukraine, nothing to say to Ukrainian Canadians as Canada signed security assurances guaranteeing support to Ukraine for the next 10 years. Mr. Speaker, the attack that the Leader of the Opposition is choosing to make against the Ukrainian Canadian Congress demonstrates the extent to which this Conservative Party no longer stands with Ukraine. They will have an opportunity in just a few minutes to stand and vote in favour of a free trade deal that Volodymyr Zelenskyy, himself, is asking this House to pass. Mr. Speaker, once again, I did not hear an apology to Ukrainians. I encourage him to do that. People are waiting for it. At the same time, I can remind this House that we have signed dozens of housing accelerator fund agreements across the country that are leading to the construction of hundreds of thousands of new homes in the coming years. We have eliminated GST from purpose-built rental apartments, and we are moving forward on an interest-free savings account for first-time homebuyers. Again, I encourage the Leader of the Opposition to apologize for referring to Ukraine as some faraway foreign land.

Mr. Speaker, this House used to be united in its unequivocal support for Ukraine, and then the Leader of the Opposition disparagingly referred to Ukraine as a faraway foreign land, something for which he has not yet apologized, and demanded that all his MPs, including MPs from the Prairies, where there are strong Ukrainian Canadian populations, vote against a free trade deal that Volodymyr Zelenskyy has deliberately and directly asked Canadians to support. Mr. Speaker, the member for Etobicoke Centre is right. Before the holidays, Canadians all witnessed the Leader of the Opposition forcing his caucus members to turn their backs on Ukraine. They turned their backs on fundamental Canadian principles and bowed down to the pro-Russian narrative. I know the leader will not change his mind, but Ukrainian-Canadians across the Prairies are hoping that at least some brave Conservative MPs will do the right thing and vote with their conscience and their principles. Mr. Speaker, we see how much the Conservatives hate it when we talk about Ukraine. I thank the member for Etobicoke Centre for his leadership in supporting Ukraine. The Conservatives, yet again, showed Ukrainians and all Canadians who they really are. When it came time to support military aid to Ukraine, they voted against. When it came time to support Operation Unifier, they voted against. When it came to the Canada-Ukraine free trade agreement, twice they voted against. Mr. Speaker, not only does the Leader of the Opposition think he knows better than everyone else in the House, but he also thinks he knows better than Volodymyr Zelenskyy what Ukraine needs right now. President Zelenskyy and his government are asking us to pass the modernizing of the Canada-Ukraine free trade deal. The Leader of the Opposition is saying, “No, no, no. We don't support, because it would impose a carbon price on Ukrainians.” Of course, the fact that the Ukrainian embassy is pointing out that it would do no such thing and, that indeed, they have had a price on pollution for years now, is proof that he is just trying to make an ideological argument.

While Ukrainians are fighting for freedom and their very right to exist, the Conservative leader is pandering to far right, Republican-style politics that are creeping into his party. Mr. Speaker, one of the issues we have is that, when the Leader of the Opposition talks about the impact of our price on pollution on farmers, he includes farmers in Ukraine and he includes farmers who are busy feeding us and feeding people around the world. He stood against the free trade deal that Volodymyr Zelenskyy and the Ukrainian people want us to have because he pretends we are imposing a price on pollution on them, which of course we are not. That is the extent to which the Leader of the Opposition will spin to make a political attack when it is completely unfounded. We will be there to stand with Ukraine and with Christmas.

Mr. Speaker, the Leader of the Opposition knows full well that 97% of fuel emissions in the agricultural sector, in the farming sector, are already exempt from our price on pollution. Mr. Speaker, over the past few weeks, I have had the opportunity to sit down with union leaders, including that of the IBEW, across the country. I have had an opportunity to thank them directly for all the incredible leadership they are showing in training Ukrainians and other new arrivals in this country. This will help Ukrainians to contribute fully to this country that is offering so much and is going to benefit so much from their being here. We will continue to work hand in hand with union leadership and union members right across the country on creating growth for the middle class, on creating a strong future for our communities, and yes, on helping people fleeing war and violence all around the world. On that point, this government is close friends with unions and will continue to be.

Mr. Speaker, I want to thank the member for Whitby for his hard work. Millions of dollars' worth of our aid has arrived in the Ukraine and is making a critical difference on the ground. To support our European allies, the Royal Canadian Air Force's C-130s have now moved two million pounds of military and humanitarian aid destined for Ukraine across the European continent, and this work continues every single day.
