Mr. Speaker, the Leader of the Opposition is flailing in every way he can to try to divert attention away from the fact that his members voted against a request made by President Zelenskyy himself to support a Canada-Ukraine free trade deal. The reality is that constituents across the country feel betrayed by the Conservative Party voting against Ukraine.

Mr. Speaker, the attack that the Leader of the Opposition is choosing to make against the Ukrainian Canadian Congress demonstrates the extent to which this Conservative Party no longer stands with Ukraine. They will have an opportunity in just a few minutes to stand and vote in favour of a free trade deal that Volodymyr Zelenskyy, himself, is asking this House to pass. The Leader of the Opposition is choosing to not stand with Ukraine, not stand with Ukrainians and not stand with Ukrainian Canadians. Why are the Conservatives abandoning Ukraine? Some hon. members: Oh, oh!

Mr. Speaker, this House used to be united in its unequivocal support for Ukraine, and then the Leader of the Opposition disparagingly referred to Ukraine as a faraway foreign land, something for which he has not yet apologized, and demanded that all his MPs, including MPs from the Prairies, where there are strong Ukrainian Canadian populations, vote against a free trade deal that Volodymyr Zelenskyy has deliberately and directly asked Canadians to support. When will he stand up for Ukraine?

Mr. Speaker, when the Leader of the Opposition refers to Ukraine as some “faraway foreign land”, when he continues to insist that all of his MPs, including Ukrainian Canadian MPs, vote against a free trade agreement that Volodymyr Zelenskyy is asking us to vote for, to support Ukraine, he cannot hide behind the kind of misinformation and disinformation that he regularly peddles. It is very simple. Will the members of the Conservative Party— Some hon. members: Oh, oh!

Mr. Speaker, Volodymyr Zelenskyy came to the House and asked all of us to support Ukraine in its fight for freedom and its economic independence. Volodymyr Zelenskyy asked us to support a renegotiation and a renewal of the Canada-Ukraine free trade deal. In this House, everyone except Conservative MPs stood up to support Volodymyr Zelenskyy—

Mr. Speaker, I am delighted to find ourselves in an argument about which side of the House is more supportive of Ukraine because one of the strengths that Canada has had on the world stage these past difficult two years is that we have said there is no debate around support for Ukraine in Canada, like there is in other countries where MAGA-inspired far-right movements are undermining support for Ukraine. The Conservative Party of Canada has an opportunity to reverse its position in opposing the Ukraine free trade deal that Zelenskyy is asking for. Will they vote in favour of Ukraine free trade?

Mr. Speaker, not only does the Leader of the Opposition think he knows better than everyone else in the House, but he also thinks he knows better than Volodymyr Zelenskyy what Ukraine needs right now. President Zelenskyy and his government are asking us to pass the modernizing of the Canada-Ukraine free trade deal. The Leader of the Opposition is saying, “No, no, no. We don't support, because it would impose a carbon price on Ukrainians.” Of course, the fact that the Ukrainian embassy is pointing out that it would do no such thing and, that indeed, they have had a price on pollution for years now, is proof that he is just trying to make an ideological argument.

Mr. Speaker, one of the issues we have is that, when the Leader of the Opposition talks about the impact of our price on pollution on farmers, he includes farmers in Ukraine and he includes farmers who are busy feeding us and feeding people around the world. He stood against the free trade deal that Volodymyr Zelenskyy and the Ukrainian people want us to have because he pretends we are imposing a price on pollution on them, which of course we are not. That is the extent to which the Leader of the Opposition will spin to make a political attack when it is completely unfounded. We will be there to stand with Ukraine and with Christmas.

Mr. Speaker, the Leader of the Opposition knows full well that 97% of fuel emissions in the agricultural sector, in the farming sector, are already exempt from our price on pollution. However, he is so desperate to try to score partisan points that he actually refused to stand in support of something Volodymyr Zelenskyy asked us for in the House. How is the Leader of the Opposition explaining to Ukrainian Canadians right across the country that he no longer stands with Ukraine on things it needs right now to win this war against Russia?

Mr. Speaker, I can assure the Leader of the Opposition, and indeed all Canadians, that President Zelenskyy and I had an extremely positive conversation where this issue did not come up because, obviously, there are much more important issues, like how we continue to deliver munitions that are desperately needed by Ukrainians, how we continue to mobilize international support for Ukraine in condemning Russia, how we continue to engage every single day to stand up for Ukraine, and, indeed, how Canada is so completely and totally unequivocal in its support for Ukraine and its condemnation of Russia.

Mr. Speaker, not a half an hour ago, I got off a 45-minute phone call with President Volodymyr Zelenskyy to talk about everything Canada has been doing and will continue to do, including leading conversations at the Summit of the Americas last week, and continuing to deliver on toughened sanctions and on more equipment and ammunition. We will continue to step up to support Ukraine. Obviously, it was absolutely unacceptable for any Canadian representative to be at this event. It never should have happened, and we denounce it thoroughly.

Mr. Speaker, I thank the member for Etobicoke—Lakeshore for his solidarity with the people of Ukraine. I recently travelled to Kyiv with the Deputy Prime Minister and the Minister of Foreign Affairs to announce the reopening of our embassy. I met with President Zelenskyy to discuss how we can help them defend their democracy and bore witness to the atrocities committed by Russian forces. I think all Canadians are extremely proud to see the maple leaf flying once again over the streets of Kyiv.
