Mr. Speaker, we did sit down with the premiers, eight years ago, and established the pan-Canadian framework on climate change that both puts a price on pollution and puts more money back in the pockets of eight out of 10 Canadian families in the jurisdictions where the federal backstop applies. That is a way of both fighting climate change and helping with affordability.
The Conservative Party is counting on taking away those Canada carbon rebate cheques, but they are arriving this coming Monday, April 15. People will see, in their bank accounts, the Canada carbon rebate that puts more money in their pockets ahead of the costs associated with fighting climate change.

Mr. Speaker, I thank the hon. member for Ottawa—Vanier for her hard work. The opposition leader would take away over $1,000 from families in Ontario every year. That amount might be minimal to him when he is cashing his CCB cheque, but it is not to middle-class families.
We now know why he wants to take money away from Canadians. He is in the pocket of big business. We learned from media reports that he was partying with oil lobbyists and CEOs at private, cash-for-access fundraisers in Banff just last year. He cares about his wealthy donors getting richer. Mr. Speaker, once again, the Leader of the Opposition wants to take away the Canada carbon rebate cheques that land in Nova Scotians' mailboxes and in the pockets of families right across the country where the price on pollution is in place, because eight out of 10 of them do better with the price on pollution and the Canada carbon rebate.
He wants to take those cheques away from Canadians, and he wants to do far less to fight against the climate change impacts that Canadians are feeling from coast to coast to coast. He has no plan for the future and no money for Canadians.

The Canadian carbon rebate delivers more money into the pockets of eight out of 10 Canadians right across the country. Mr. Speaker, eight out of 10 families across the country, in the regions where we have put a federal price on pollution, are getting more money with the price on pollution.
What the Leader of the Opposition is proposing is not only to take away the cheques that are given to families to help with the cost of groceries, rent and the impact of climate change, but also to do nothing to fight climate change and build a stronger future.

Mr. Speaker, I do believe this might be one of the first times the Leader of the Opposition has ever recognized that there is a Canada carbon rebate that he would cancel: cheques that he would prevent being delivered to Canadians right across the country.
Eight out of 10 Canadian households get more money than they pay in carbon pricing in the provinces in which it applies. In Alberta it is $1,800 a year to a family of four. It is $1,200 a year in Manitoba, and even in Ontario it is $1,120 to a family of four. That is money in their pockets that he wants to take—

Mr. Speaker, once again, we heard in a parliamentary committee yesterday absolutely no evidence and no data to support the Leader of the Opposition's contention that the price on pollution impacts grocery prices.
The reality is that our price on pollution returns four times a year more money to 82% of Canadians in the areas where it is in play than it costs them. That is how we can both fight against climate change and put more money into the pockets of Canadians.
The Leader of the Opposition is proposing to take away those four-times-a-year rebate cheques from Canadians.

Mr. Speaker, we are fighting climate change and creating a stronger economy at the same time as we ensure affordability for Canadians. Mr. Speaker, the price on pollution is simple: Activities that cause pollution cost a bit more. However, most Canadians get more money back than what they pay, with cheques being sent to Canadians every few months. Big industry pays more than the regular Canadian pays because industry pollutes more, and, as a result, industries have an incentive to reduce their pollution. The ideologically driven MAGA Conservatives are calling for pollution to be free again and for the government to take those regular cheques to Canadians away from them.

Mr. Speaker, I suggest that the member opposite choose to spend a little time in his riding of Carleton, because if he did, he would hear from family members and individuals in his riding who just last Friday received a climate action incentive cheque. This went to families right across his riding, right across Ontario, with one payment every three months that will total over $1,000 for Ontario families of four. This will help them offset the price that we have put on pollution and continue to build good jobs and a better future for all Canadians. That is what we are doing. People know we have to fight climate change and support families.

Mr. Speaker, if the hon. member were listening to her constituents instead of Conservative misinformation, she would have heard that a family of four in her riding just received the first of four cheques for $185 with the climate action incentive, just this past month.
We are there to invest in supporting Canadians, while at the same time we fight against the impacts of climate change. We are there putting more money in families' pockets with a plan to fight climate change, which is what people across Ontario and across the country need from their governments.

Mr. Speaker, I am very pleased that my NDP colleague is highlighting all the investments we are preparing to make in health care systems. However, Canadians know full well that we cannot just give the provinces blank cheques.
We need results. We need to see improvements in services to citizens, to families, to people who need those services.
That is why we are working with health ministers across the country. We want to make sure we are delivering real results to Canadian families.

Mr. Speaker, not only have I been speaking regularly with premiers, not only have our health ministers and other ministers been engaging directly with their counterparts across the country, but I have been sitting down with doctors, nurses and other frontline workers who have said very clearly, “Do not just send more blank cheques to the provinces for health care. Make sure that the provinces are delivering outcomes, delivering results for families, for seniors, for young people.”
The opposition parties may call for just more cash to be flushed to the provinces. We are going to need to get results from the provinces for Canadians, not for us but for Canadians who need better health care.

Mr. Speaker, through the difficult times of the pandemic and now as families are faced with rising prices on so many different things, we have been there to support them. As of Friday, the cheques will start rolling out to 11 million households for a doubling of the GST rebate, which is going to help people in meaningful ways.
We are also moving forward on rental supports, as well as dental supports for children across the country. Unfortunately, the Conservatives, despite their supposed preoccupation with the cost of living for Canadians, are opposing our support for families who need dental care for their kids and our support for low-income renters.

Mr. Speaker, let us be very clear. Our price on pollution puts more money back in the pockets of Canadians while ensuring they breathe cleaner air. With cheques issued in June and just last Friday, a family of four in the opposition leader's riding has already received over $550 from our government in climate rebates this year. This means more money for Canadians.
While the Conservative leader does not believe that climate change is a problem, we are moving forward with practical, affordable solutions to support families, grow the economy and fight climate change at the same time.

Mr. Speaker, it is important that as we debate in this House we ground ourselves in facts. The reality is that an average family in this country receives more money from our putting a price on carbon pollution than it pays. It is support for families, even as we fight climate change. In the leader's own riding, families have received, including last Friday with the latest cheque, a total of $550 because of the climate action incentive. We will continue to fight climate change.
