Mr. Speaker, the situation is obviously unacceptable, which is why authorities are looking into the procurement process. Anyone who took advantage of our COVID response to save Canadians' lives should face consequences. All federal contracts with these companies have been suspended as the investigation continues. However, everyone in the House noticed how quickly the Leader of the Opposition pivoted from the question on Ukraine. The reality is, his members are ashamed of him for forcing them to vote against Ukrainian Canadians, to vote against Ukraine, and to vote against support the Ukrainian president was asking for.

Mr. Speaker, obviously this situation is unacceptable. That is why the authorities are looking into this procurement project, which obviously did not work as it should have. We expect anyone who took advantage of and personally profited from the activities of a government, whose priority was to save lives during the COVID‑19 pandemic, to face the consequences. We are ensuring that the authorities can do their work.

Mr. Speaker, the Leader of the Opposition is digging into the past to try to bring up things that were settled many years ago. If he really wants to talk about the past, he should talk about the fact that the Conservative leader was at Transport Canada, working hand in hand with the minister, as the founders of the company involved in ArriveCAN were getting millions of dollars in contracts from the department he was working for. We are taking seriously any concerns around procurement. The authorities are looking into it. There will be consequences for anyone who took advantage of our COVID protection efforts to get rich.

Mr. Speaker, the COVID-19 pandemic was a once-in-a-generation or even a once-in-a-century occurrence in which every decision we took was designed to protect Canadians' lives. At the same time, even in a situation like that, there are rules that need to be followed, and we expect, and all Canadians expect, public servants to follow those rules. We will, of course, encourage the RCMP to do its work, but it does not take politicians, not even leaders of the opposition, to tell the RCMP to do its job. It does its job, and it does it well.

Mr. Speaker, the COVID‑19 pandemic was a once-in-a-generation, even once-in-a-century occurrence. Everything we did and every decision we made was designed to protect Canadians. Of course, we all expect public servants and others to follow the rules. We expect the RCMP and the authorities to do their job. However, it is worth remembering that our government is the one concerned about security at our borders. The Conservative Party continues to vote against help for the CBSA, against help to secure our borders.

Mr. Speaker, as Conservatives continue to blame the government for everything from COVID-19 to the war on Ukraine, we are going to continue to be there to invest in Canadians and to support people through the difficult times they are going through. That is why we have consistently stepped up to invest in Canadians, despite Conservatives screaming every day that we were doing too much for Canadians and that we were helping too much through this pandemic. The reality is that we stepped up and our economy bounced back strongly. We are going to continue to step up as Canadians face difficult times with inflation and rising interest rates. We will be there for Canadians, despite the Conservatives calling for cuts.

Mr. Speaker, while the Conservative Party continues to play political games, we on this side of the House have been working hard to protect the health and safety of all Canadians throughout the COVID‑19 pandemic, including with the ArriveCAN app. The figure quoted obviously includes a lot more than just the initial design costs. It includes additional services, IT call centre services, updates and future costs. We will continue to deliver value for Canadian taxpayer dollars while protecting them around the clock.

Mr. Speaker, we know that this pandemic has created hardships in workplaces around the country, but indeed people adapted. That was one of the innovations we brought in with a hybrid Parliament. IT allowed people suffering from COVID, while public health measures kept us safe, to be able to work. I know there are many more people who continue to benefit from being able to do work remotely. We need to understand that this is a workplace, like others, and ensuring that there is an ability to do this work in responsible ways, while adjusting to the realities of the future, is something we will continue to do.

Mr. Speaker, once again, we see the Conservatives in denial about the reality of this pandemic. We continue to have a pandemic in this country. We continue to need to take measures to keep Canadians safe, and we will continue to be informed by the best public health advice and the advice of experts to get us through this. We know that Canada was able to do the right things across the country to minimize the impacts of the pandemic both on Canadians and on our economy. We will continue to make sure we are putting the health of Canadians and the health of our economy first and foremost because nobody wants another wave of this COVID-19.

Mr. Speaker, over the past months, Canadians continue to die at a higher rate than during the first two years of COVID-19. The pandemic is still with us. We need to continue to do what is necessary, based on science, to keep people safe. In regard to airport delays, we are hiring about 400 additional security screeners; we have added 25 kiosks at Pearson airport to speed up processing times, and we have increased overtime available to officers. It is a good thing Canadians are starting to travel again, and we will be there to support them. However, we are also going to continue to keep Canadians safe.

Mr. Speaker, all Canadians are sick and tired of COVID. We all agree on that, but wishing it away or ignoring it will simply not make it go away. Over the past months, we have seen more deaths from COVID than at any time in the beginning of the pandemic. We will continue to do the work Canadians elected us to do just six months ago, and do everything necessary to keep Canadians safe. I know Conservatives have not been unequivocal on the need for vaccines. They have been hesitant and have been supporting anti-vaxxers. We will continue to stand on the side of keeping Canadians safe.

Mr. Speaker, as much as the Conservatives would like to ignore it, COVID-19 is still with us, and will continue to be with us, and Canadians need to continue to follow the best science in order to keep people safe. Mr. Speaker, throughout the pandemic, we have invested and worked with provinces and territories to keep Canadians safe from COVID-19, committing over $69 billion in new spending on health care-related measures. We procured enough vaccines for everyone. We have delivered billions of items of PPE. We have sent out rapid tests across the country. We announced a one-time top-up of $2 billion to help clear the surgery and diagnostic backlogs created and made worse by the pandemic, and we will continue to work with provinces and territories to strengthen our health care system for all Canadians, both for today and tomorrow.

Mr. Speaker, we have worked with the provinces and territories throughout the pandemic to protect Canadians against COVID‑19. We have invested more than $63 billion extra in the health care system because of the pandemic, because we knew that we had to be there for Canadians and we knew it was important to support health care personnel. We will continue to be there to invest, to work with the provinces and territories, and, most importantly, to deliver on what Canadians expect from our health care systems across the country.

Mr. Speaker, two years ago, our government put in place an economic response plan to meet the unprecedented challenge of COVID-19. We positioned our economy to come roaring back faster and recover stronger. As of February 2022, we have recovered 112% of the jobs lost at the peak of the pandemic and we must continue now to focus on our work and create jobs and continue building a Canada where nobody gets left behind. I look forward to the tabling of the 2022 budget and presenting our plan for moving forward for all Canadians.

Mr. Speaker, we were very pleased we were able to relax the rules at the border a few weeks ago based on science and public health recommendations. We know how much Canadians want to travel and to be done with the COVID-19 pandemic. To put the pandemic behind us, we need to remain vigilant. That is why an antigen test to return to Canada is an easy and much less onerous approach that will make it easier for Canadians to travel in the coming months.
