Mr. Speaker, in this Canadian federation, the federal government is there to work with the provincial governments to provide what Canadians need, from one end of this country to the other. We have made record investments in health care, dental care and transfers for the provinces to be able to provide the services they need. I realize that the leader of the Bloc Québécois wants to turn this into a debate about Quebec sovereignty. The reality is that we work very well together. We are going to continue to make sure that all Canadians, from one end of this country to the other, prosper.

Mr. Speaker, today I am rising to inform the House of an extremely serious matter. I just informed the leaders of the opposition directly, but I want now to speak with all Canadians. Over the past number of weeks, Canadian security agencies have been actively pursuing credible allegations of a potential link between agents of the Government of India and the killing of a Canadian citizen, Hardeep Singh Nijjar. Canada is a rule-of-law country. The protection of our citizens and the defence of our sovereignty are fundamental. Our top priorities have therefore been, one, that our law enforcement and security agencies ensure the continued safety of all Canadians, and two, that all steps be taken to hold perpetrators of this murder to account. Canada has declared its deep concerns to the top intelligence and security officials of the Indian government. Last week, at the G20, I brought them personally and directly to Prime Minister Modi in no uncertain terms. Any involvement of a foreign government in the killing of a Canadian citizen on Canadian soil is an unacceptable violation of our sovereignty. It is contrary to the fundamental roles by which free, open and democratic societies conduct themselves. As one would expect, we have been working closely and coordinating with our most important allies on this very serious matter. In the strongest possible terms, I continue to urge the Government of India to co-operate with Canada to get to the bottom of this matter. I also expect it to reiterate that its position on extrajudicial operations in another country is clearly and unequivocally in line with international law. I know that many Canadians, particularly members of the Indo-Canadian community, are feeling angry or perhaps frightened right now. Let us not allow this to change us. Let us remain calm and steadfast in our commitment to our democratic principles and our adherence to the rule of law. This is who we are and what we do as Canadians.

Mr. Speaker, we know that protection of sovereignty in our Arctic happens and passes through the people who have lived there for millennia. That is why, in our investments in northern security, in our investments in NORAD modernization, the Nunavummiut, the Premier of Nunavut P.J. Akeeagok and others, including Natan Obed and the ITK, have been involved in these discussions. We know that as we build infrastructure for safety and protection in the north, we need to be hand-in-hand with the people who live there and create benefits for them as well as we invest in safety in the north. That is what we will continue to do, hand-in-hand, in the true spirit of partnership and reconciliation.

Mr. Speaker, Canada is steadfast in its support for the sovereignty and territorial integrity of Ukraine. We have been priority processing applications from Ukraine and bolstering operational capacity in the region, which has allowed us to approve more applications from Ukrainian nationals. In addition to establishing a dedicated service channel for Ukraine, inquiries regarding Ukraine are prioritized and we are continuing to work on more measures, as the situation unfolds, that will ensure that Ukrainians can flee to safety.

Mr. Speaker, Russia's egregious and unprovoked attack on Ukraine is a direct challenge to democracy. It is why the Minister of Foreign Affairs summoned the Russian ambassador to express extreme concern and disagreement with Russia's actions. Canada will continue to use all tools at its disposal to make sure that these illegal acts are not left unpunished. The people of Ukraine have the right to their sovereignty and territorial integrity and the right to live free without fear.
