Mr. Speaker, people know very well that in democracies, there is only one poll that counts, and that is on election day.
The Liberal Party has won more seats in Quebec than the Bloc Québécois in the last three elections. That is because we are here to deliver meaningful results for Quebeckers and all Canadians with health agreements, help for dental care and seniors, $6 billion for day care in Quebec and other investments that help create economic growth, jobs for the future for Quebeckers and a greener world for all.
These are the investments we are making to represent Quebec, and we will continue to deliver.

Mr. Speaker, members can understand that I will not take overly seriously accusations from an individual who was minister of elections when he was found to have broken elections law.

Mr. Speaker, these are the conclusions of the top public officials who had the task, during the 2021 and 2019 elections, to monitor the foreign interference that has been going on in this country for years and years, against which the former minister of elections for the Conservatives, the current leader, did nothing.
We established a protocol whereby the integrity of those elections was evaluated and reported on. That integrity held. If the Conservatives think the integrity of the elections did not hold in 2019 or 2021, let them say so.

Mr. Speaker, that evidence is available to the Leader of the Opposition if only he were to accept a top secret briefing. He prefers to refuse it so he can continue his baseless personal attacks against an eminent Canadian.
Further than that, it is a panel of expert public service officials who determined, both in 2019 and in 2021, that election integrity held, a mechanism that this government put in place that previous governments never bothered with. That is how we know the integrity of the elections in 2019 and 2021 held.

Mr. Speaker, foreign interference is an extremely serious, fundamental issue for our democracy and our institutions.
That is why we implemented a number of measures, including committees of parliamentarians, expert committees, such as the National Security and Intelligence Review Agency, a process during the election campaign and an independent expert responsible for assessing everything that we are doing and making recommendations. He found that the 2019 and 2021 elections were not compromised and he will continue his work.

Mr. Speaker, in 2015, when we took office, we committed to establish an oversight committee by parliamentarians to see and engage with our security intelligence agencies every step of the way. The Conservatives were totally opposed to that kind of oversight by parliamentarians, but we moved forward with NSICOP anyway. This is a powerful tool that we have to ensure Canadians are being kept safe.
On top of that, we established a panel to oversee our elections in 2019 and 2021. That panel confirmed that the elections' integrity held despite attempts at interference.
We have always taken this issue seriously and we will continue to.

Mr. Speaker, we have been taking action since 2015.
When we hosted the G7 in 2018, we created a mechanism with our allies to fight interference. In 2019, we set up a committee of national security experts to safeguard the integrity of our elections.

Mr. Speaker, we remember well that member's approach on fighting municipalities, fighting with experts, fighting with Elections Canada, fighting with anyone he could, and did that deliver for Canadians? Absolutely not. Right now, he is fighting against local news for Canadians. What does he have against local Canadians, against local municipalities?

That is why we appointed an independent expert, our former governor general, David Johnston, to identify any gaps in our system. This special rapporteur will make public recommendations that could include an official inquiry or some other type of independent review, and we will implement his recommendations.

Mr. Speaker, it is a bit rich for the former minister of democratic institutions, who did nothing to counter foreign interference when he was in charge of our elections. All he did was make it harder for marginalized Canadians to vote in those elections.
What we actually did, starting eight years ago, was bring in a plan to protect democracy, which includes notifying Canadians in the event our ability to have a free and fair election is threatened, by including a panel of senior public servants informed by national security agencies and reviewed after every election. That is where Canadians can have confidence in our institutions and in our elections. We brought in rapid response mechanisms, digital citizen initiatives, NSICOP and other institutions.

Mr. Speaker, I will take no lessons from a former minister of democratic institutions whose shining achievement was actually making it harder for Canadians to vote in elections. Mr. Speaker, as Canadians would expect, I am regularly briefed by our intelligence officials on a broad range of ongoing attempts at interference against Canadians and against our institutions by a number of countries, including China, but I can also highlight that during elections, all parties designate teams that also get briefed by our intelligence experts to ensure that before, during and after the elections, they understand the threats of foreign interference that have happened.

Mr. Speaker, we all know that the leader of the Bloc Québécois likes to hear himself speak. Perhaps he should listen to others because I have said several times that Canada and our other allies are regularly targeted by foreign states such as China with interference, including during elections. When I expressed my concerns about Chinese interference in Canada, that is exactly what I was talking about. We have put measures in place to ensure the integrity of our elections. The reality is that, since 2015, we have significantly increased the tools to keep our institutions strong.
