I want to congratulate my colleague the member for London North Centre on his remarks. The member and I were both very proud to be part of the city of London when AMO was hosted there in the summer, and one of the things we heard repeatedly from municipal representatives was the financial hit that they were facing because of Bill 23 and the loss of development charges. In the city of London, it’s going to cost $97 million.

Now, this bill will further decrease the amount of revenues that municipalities will be able to collect based on development charges because we want to spur the building of affordable housing. But what does the member think about cash-strapped municipalities like London, which is already dealing with an almost $100-million revenue hole, having to further absorb the cost of these development charge exemptions?

I don’t think the member actually listened intently to my remarks. I gave the example of a 72-unit supportive housing building that had been constructed in London with a significant investment from the city of London, at a cost of $21 million. For one 72-unit supportive housing building—how on earth is the $202 million that’s allocated in this budget to meet the needs for supportive housing across the province going to address the serious crisis that we are seeing in communities across Ontario in homelessness? London deserves a piece of that $202 million, but so do so many other communities in this province.

“Whereas the government only pays on average $44.65 for an OHIP-insured visit—the lowest rate in Canada; and

“Whereas optometrists are being forced to pay substantially out of their own pocket to provide over four million services each year to Ontarians under OHIP; and

“Whereas optometrists have never been given a formal negotiation process with the government...;

“We, the undersigned, petition the Legislative Assembly of Ontario as follows:

“To instruct the Ontario government to immediately commit to legally binding, formal negotiations to ensure any future OHIP-insured optometry services are, at a minimum, funded at the cost of delivery.”

I would like to express my thanks to my colleague the member for Spadina–Fort York for his passionate address this afternoon, but also for his advocacy and his commitment to putting words into action, which he has shown by his efforts.

But I wondered if he could comment on—there was a 2019 report from Feed Ontario that estimated the cost of poverty in Ontario is somewhere between $27 billion a year and $33 billion a year. They looked at the loss of tax revenue and the increased cost to the health system, the justice system. I wondered if the member could comment on the cost of poverty.
