Madam Speaker, what we have just seen shows the disdain the Liberal government has for the Iranian community and for all Canadians seeking freedom and justice. I asked a very specific question, which is whether the government will finally list the IRGC as a terrorist organization and shut down the operations in Canada. We received no answer. Instead, a parliamentary secretary read out a pre-prepared statement that in no way addressed the question. Now the parliamentary secretary who is answering my questions tonight is the Parliamentary Secretary to the Minister for Families, Children and Social Development and Mental Health and Addictions. In other words, she has no responsibility in any way related to the file about which I am asking. It is hard to blame her as she has been put in this position. She has no responsibility for public safety or for foreign affairs. Of course, she cannot answer the question. It is not even an issue she is working on, but the people who are supposed to be working on this issue could not be bothered to show up to answer the question tonight. Again, will the government finally list the IRGC as a terrorist organization and shut down its operations? Yes or no?

Madam Speaker, everything is broken, but the Liberals are refusing to take responsibility. It is somebody else's fault all the time. This is typical of the responses we get from the government. Emblematic of it was the member's reference to Phoenix at the beginning. He said it was the Conservatives' pay system. Yes, the work on the Phoenix pay system started under Conservatives, but it was launched under the Liberals. It has been nine years, and the system is still failing public servants, and of course it is Stephen Harper's fault. There is endemic corruption within the procurement system, and it is somebody else's fault. There is out-of-control inflation, a broken economy, crime, drugs and disorder, but it is not the fault of the people who have been running the place for the last nine years. When will the Liberals take responsibility for their many failures?

Mr. Speaker, the government has been in power for eight years, and there is a profound dissonance between those alleged expectations and what they have been delivering and doing these eight long years. Arrive scam hearings have been explosive. This week, senior government officials accused each other of lying because the Liberal minister wanted someone else's head on a plate. This government is destroying trust in our public servants, and the Prime Minister is clearly not worth the cost. Instead of trying to blame others, why will the Prime Minister not take responsibility for his arrive scam disaster and commit to co-operating with the RCMP investigation?

Mr. Speaker, I thank the member for his work on this important subject. I know he previously served in the military and spoke about the responsibility to protect. I wonder if he can share with the House some more thoughts on how we can give life to this idea of responsibility to protect, because it seems to me that, as we develop these doctrines, we make these promises, these bold ideas about international crimes, responsibility to protect, outlawing genocide and so forth, and we continually see cases of failure to respond to it. It seems that the more doctrines are created, the more we back away as an international community from recognizing crimes when they are happening because they would create an obligation to act. How do we really give life and meaning to the responsibility to protect? What can we concretely do to strengthen its effect?

Mr. Speaker, after eight years of the Liberal Prime Minister, Canadians are struggling, but their Liberal friends at McKinsey have never had it so good. McKinsey worked for ICE in the United States, where it advised the Trump administration to cut food and medical supplies for immigrant detainees. These are the same people that the Liberals then turned to for advice on immigration, even when the public service said that it could do the work itself. Will the Prime Minister take responsibility for bringing McKinsey into our immigration system, or will he step aside so we can fix what he broke?
