Madam Speaker, I will pick up where my colleague ended, which was recognizing the fragility of democracy and freedom. Many of us have lived in this country our whole lives. I have as well. We have never known anything other than the kinds of freedoms we have in this country. That struck me especially when I visited Ukraine in 2016 for its 25th anniversary. Of course, it is more acute now, the sense of the fragility of freedom, but even then, many people over a certain age remembered a time when they did not have their freedom. We have to always keep in focus that the liberty and sovereignty we have as a country is not automatic and not inevitable. The biggest threat to our freedom, sovereignty and security is not the possibility of direct invasion, but what Sun Tzu describes as the attempt to swallow us whole and the loss of meaningful freedom through escalating foreign interference. We have seen in other countries how the gradual process of foreign interference has eroded the ability of free people to make decisions about their own futures. The member is right. Our freedoms are fragile and are under direct threat by foreign interference. We see those threats as members of Parliament, but we also hear about and know about those threats targeting everyday citizens and other institutions. We are already seeing certain institutions that have modified their behaviour in response to the preferences of foreign stakeholders. This is a demonstration of a loss of sovereignty. I hope we all hear this clarion call, especially coming from the diaspora communities, to stand up for Canada, to stand up for our institutions, to stand up for our freedom and to stop this foreign interference.

Madam Speaker, that may be the only time my friend from Lac-Saint-Jean is ever on the government's side, but I know there was a lot of space over there he was doing his best to fill. I want to ask about the Hong Kong national security law, because this is an important aspect of the issue of foreign interference. Many flights transit through Hong Kong, of course, and Hong Kong's national security law effectively claims a universal jurisdiction. If I get up and give a speech in this House and say certain things about the democracy movement in Hong Kong, theoretically that law claims the right to arrest and prosecute me if I transit through Hong Kong. It is really an incredible disregard for national sovereignty in other countries shown through this law and is an explicit in-statute claim to interfere in the affairs of other states. We heard during previous testimony at the Special Committee on the Canada–People’s Republic of China Relationship how indeed this national security is a threat to members of Parliament in every part of the world as it is in particular a threat to the people of Hong Kong. What should we be doing to respond to this law and to stand up for the freedom of people in Hong Kong?

Mr. Speaker, one thing the families have made very clear is that they want to see the IRGC listed as a terrorist organization, so that it can no longer operate here in Canada. This can cease to be a partisan issue as soon as the government comes along with us and does the right thing by listing it. The fact is that the families of the victims have been harassed by the IRGC even here on Canadian soil when they have spoken out. No family deserves to see their relatives murdered and receive harassment by foreign governments here on Canadian soil. When will the government defend our sovereignty, stand with Canadians of all backgrounds and shut down IRGC operations here in Canada?
