Madam Speaker, I want to follow up on the member's comments on child care. We could have a debate about what would theoretically be a good child care system, but I think it is hard to deny that the current program from the government on child care is not delivering on the promise. We are hearing very clearly from child care providers across the country that the combination of price regulation with funding that does not match that price regulation is making it impossible for child care operators to maintain and meet the expectations. The result of this is government subsidies for some and less access for others. Does the member acknowledge those failures, in terms of child care policy, and is she willing to hold the government accountable for them?

Madam Speaker, the most important relationship of accountability for day care providers is to parents, in terms of whether they are meeting the needs of the families they are serving. If we are able to strengthen choice and flexibility and make sure parents have the resources they need, then we will have strong mechanisms of accountability in place. As I said in my speech, we are seeing increasing diversity of the work-family balance that people are pursuing and that they are able to pursue because of all the technology. Let us put families in the driver's seat, recognizing that parents have love for their children and that they will make choices that fit with their situation and their kids.

Madam Speaker, I agree that we need to provide support to Canadians in all circumstances and that we need to do better to support Canadians living with disabilities. I would make one point in response to the member's question, which is that I believe human dignity is inherent. Dignity is not given by government; it is not given by circumstances. Dignity is inherent in the individual. It is incumbent upon us, at the core level, to recognize that inherent human dignity, that meaning that exists for all of us in spite of whatever challenging circumstances we may be experiencing, and for us as a society to treat people in a way that accords with and recognizes their inherent human dignity and allows them to live in ways that are fulfilling and meaningful in terms of their full potential.

Madam Speaker, the member mentioned child care in his speech as part of this debate on affordability. He is keen that his province sign on. I will share a big challenge that I am hearing of from child care providers in my province, a province that has signed a deal with the federal government, and that is that the federal plan effectively involves deregulation and limited increases to fees, which are actually below the current rate of inflation. Child care providers are very concerned. They are being told that they cannot charge more than a certain amount, that they cannot raise their fees beyond a certain amount, and that is severely limiting their ability to expand to offer more child care services and do what this plan is theoretically supposed to do, which is to increase the availability of child care. In the short term, it sounds great to say the fees are being regulated, but in the long term, if child care providers cannot expand, cannot afford to offer services and are being forced to close as a result of the cost squeeze on them from inflation and other factors, there is a serious problem. It is a real sort of ticking time bomb in the availability of child care services.
