Madam Speaker, the member opposite, in her speech, spoke a little about following rules, the rule of law and so forth. I think that it has been interesting over the last few months. We have seen the incredible disregard that this government has for our institutions and for adherence to rules. We had the court rule, for example, that the government's imposition of the Emergencies Act was unlawful. We have seen, even today, how institutions are undermined when we have people in positions of authority, such as the Speaker, making outrageous rulings without any basis or precedent. Can the member explain why her government and its partners in various positions consistently ignore precedent, ignore rules, ignore the law and think that they are somehow above the rules?

Mr. Speaker, I do not think the member knows what the word “hypocrisy” means. I have been clear that I think the rules, as they presently exist, weaken this institution. As such, I do not think those rules should be in place. I also believe, though, that it is legitimate for the members to use the tools as they exist. I do not think it is hypocritical at all to observe that these rules should not be in place, but insofar as they are in place, members can use them. The fact of the matter is that a speech is qualitatively different when it is delivered on the floor of the House of Commons. That is why I think all members should endeavour to be here as much as they can and that the rules should maximize the presence of members in the House.

I would ask that the Speaker call in particular the parliamentary secretary across the way, who should be listening to this point, because in the midst of heckling this point, the parliamentary secretary was in fact one of the offenders in the course of these events. The members opposite should take seriously their obligations to follow the rules in this place. Instead of heckling, the members should listen to the point being made and should show more respect for the rules. When we have rules that are well established in the House, the members should be following them rather than engaging in this kind of activity.
