Madam Speaker, I have raised a motion that is not a dilatory motion. It is a debatable motion. We are debating it. When the debate on this concludes, we will proceed with the daily routine of business, which will provide the member an opportunity to make his request for an emergency debate.
I suggest that, if he wants to learn more about these procedural issues, the Conservative House leader would probably be available to share a little more with him about what happens during a concurrence debate and what happens afterward.

Mr. Speaker, the final petition I am tabling is in some respects similar to the last one. It deals with discriminatory proposals made by the Minister of National Defence advisory panel on systemic racism and discrimination. Its final report, released in early 2022, effectively called for the exclusion from military chaplaincy of clergy that are part of religious traditions that have a different view on certain issues from that of the Government of Canada.
The petitioners note that discrimination on the basis of religion is wrong and a violation of the charter. They therefore call on the government and the House to reject the recommendations on chaplaincy in the Canadian Armed Forces final report of the Minister of National Defence advisory panel on systemic racism and discrimination, and to affirm the right of all Canadians, including Canadian Armed Forces chaplains, to freedom of religion.

Mr. Speaker, next I am tabling a petition that raises significant concerns about recommendations in the Minister of National Defence's advisory panel on systemic racism and discrimination, which produced its final report last year. There are concerns that these recommendations, in fact, are paradoxically discriminatory in that they call for the exclusion of religious clergy from many mainstream denominations on the basis of the government apparently having objections to aspects of their doctrine.

Mr. Speaker, the next petition I am tabling deals with concerns raised by constituents about the Minister of National Defence's Advisory Panel on Systemic Racism and Discrimination in its final report, published in 2022.
The report includes a recommendation that religious clergy who come from denominations and faiths that have particular views on gender and sexuality should be excluded from being chaplains to the Canadian Armed Forces. This was a recommendation from the national defence minister's advisory panel, and petitioners are very opposed to this recommendation. The report slanders mainstream Canadian religions as discriminatory. Petitioners note that chaplains are entitled to charter-guaranteed freedom of religion, and they should be able to serve without the kind of discrimination advocated by this ironically named panel.
Petitioners call on the House to reject the recommendations on chaplaincy in the Canadian Armed Forces in the final report of the Minister of National Defence's Advisory Panel on Systemic Racism and Discrimination and to affirm the rights of all Canadians, including armed forces chaplains, to freedom of religion.

Madam Speaker, we need to be very clear that there are no mandatory minimums for personal possession-related offences for drugs. Our party does not support mandatory minimums for personal possession for personal use offences. We do believe that it should be against the law to possess drugs for personal use, but we do not support mandatory minimums in those cases.
I am concerned about the fact that this legislation reduces sentences for very serious violent crimes like sexual assault, kidnapping and weapons trafficking. Those are clearly very different cases from the cases the member spoke about.

Mr. Speaker, I thought the member really nailed it, especially with his description of the challenges of the factory owner at the beginning. This country has a unique history: some provinces in the east came together to create the country, but western Canada was always viewed as kind of a colonial possession. It has been a long struggle to work toward some degree of recognition of provincial equality.
Would the member want to comment on some of the legacy of that history, in terms of Senate representation and other things? These really come from the fact that it was originally central and eastern Canada that formed the country, but they viewed the west very much as a kind of colonial appendage instead of as an equal partner.

Mr. Speaker, the next petition I am tabling highlights with great concern a commitment from the Liberal election platform saying that it would deny charitable status to organizations that have convictions about abortion that the Liberal Party views as “dishonest”. It is noted that charitable status rules already contain a prohibition against dishonest behaviour, and this particular targeting of groups based on political views is a form of political discrimination. It is the application of another values test tied to charitable status, and it is the politicization of charitable status. The petitioners note as well that this is similar to the discriminatory values test that the Liberals tried previously to associate with the Canada summer jobs program.
The petitioners are calling on the government to protect Canadians' charter rights to freedom of expression and freedom of opinion without discrimination. They call on the House to protect and preserve the application of charitable status rules on a politically and ideologically neutral basis without discrimination on the basis of political and religious values and without the imposition of another values test, and to affirm the right of Canadians to freedom of expression.
