Madam Speaker, everything is broken, but the Liberals are refusing to take responsibility. It is somebody else's fault all the time. This is typical of the responses we get from the government. Emblematic of it was the member's reference to Phoenix at the beginning. He said it was the Conservatives' pay system. Yes, the work on the Phoenix pay system started under Conservatives, but it was launched under the Liberals. It has been nine years, and the system is still failing public servants, and of course it is Stephen Harper's fault. There is endemic corruption within the procurement system, and it is somebody else's fault. There is out-of-control inflation, a broken economy, crime, drugs and disorder, but it is not the fault of the people who have been running the place for the last nine years. When will the Liberals take responsibility for their many failures?

Madam Speaker, it is always interesting to engage in debate about the criminal justice situation. I know the member serves on the public safety committee, as he spoke about it. It seems to me that, with the government, failure never leads to course correction. Rather, it always leads to a doubling down. What we see with criminal justice is a clear failure. Crime rates are up. Violent crime rates are up, and hate crime is up. The government talks about combatting hate, yet hate crime is up, which means it is not effectively combatting it. I wonder if the member thinks that now is the time for the government to take note of its failures and look for ways to course correct rather than doubling down on the same approach it has taken in the past.

Mr. Speaker, rather than acknowledge the significant and ongoing failures, the member is trying to congratulate his government for maybe now doing marginally better than the disastrous situation we dealt with in the summer and the spring. I may have low expectations of the government when it comes to delivering basic services, but Canadians should be able to expect more in terms of the response. We continue to deal with a reality in our office, for instance, where we are not able to do basic status checks and get information unless people have travel booked. The response times continue to be unacceptable. Again, as I mentioned, I continue to have a constituent with an outstanding passport issue who made their application back in February. I heard this summer from Canadians who had to cancel trips and miss important family events and who experienced a huge amount of stress and anxiety as a result. Rather than congratulating themselves, are the Liberals prepared to apologize to the Canadians who were hurt by their failures?
