Mr. Chair, I rise on a point of order. What you just said is not consistent with what you had previously said, nor is it consistent with the precedent set by the previous Speaker regarding the member for Miramichi—Grand Lake. I am not sure why you are saying now that you are reversing your previous decision in defiance of precedents set by the Speaker.
I would ask you to apply the precedent and hold the member for Etobicoke Centre accountable for his unparliamentary language and insist that he apologize before being recognized. That was what you said, and that was the ruling of the Speaker in regard to a Conservative member. I would expect you, or any Chair occupant, to treat all parties equally in this place, and to not give special allowances to the government on matters of amendment or on matters of the statements they make in the House. I ask you to apply the rules and the precedents of the House and to defend the privileges of all members equally and fairly.

Mr. Speaker, I wonder if you could clarify the rules with respect to the cases in which members are expected to apologize for a violation of the rules and the cases in which members are not required to apologize.
I note the difference between the treatment of a member of the NDP caucus during question period and that of a member of the Conservative caucus this morning, even though the violation by the member from the NDP caucus was evidently much more egregious.

During question period, a member used unparliamentary language and was not expected to apologize. Meanwhile, earlier today, a member of the Conservative caucus was forced to—

Mr. Speaker, it is actually a different point of order.
The Speaker, prior to question period, made it clear that doing indirectly what we cannot do directly, which is accusing someone of lying or calling someone a liar, is a violation of the rules. The member just got up and said that what had been said by the member was not true. I think he should be forced to apologize and withdraw that comment or be prevented from speaking henceforth.

Mr. Speaker, the government is attacking the Auditor General's independence in order to cover up its own incompetence.
More than $30 billion went to ineligible recipients; that is, people who did not meet the criteria of the programs. When the Auditor General called this out, the government's response was to criticize the work of a strong, independent professional whom the Liberals, in fact, appointed.
Will the Minister of Revenue apologize to the Auditor General and agree to accept all her recommendations?

Mr. Speaker, rather than acknowledge the significant and ongoing failures, the member is trying to congratulate his government for maybe now doing marginally better than the disastrous situation we dealt with in the summer and the spring.
I may have low expectations of the government when it comes to delivering basic services, but Canadians should be able to expect more in terms of the response. We continue to deal with a reality in our office, for instance, where we are not able to do basic status checks and get information unless people have travel booked. The response times continue to be unacceptable.
Again, as I mentioned, I continue to have a constituent with an outstanding passport issue who made their application back in February. I heard this summer from Canadians who had to cancel trips and miss important family events and who experienced a huge amount of stress and anxiety as a result.
Rather than congratulating themselves, are the Liberals prepared to apologize to the Canadians who were hurt by their failures?

Madam Speaker, I do not mind a bit of friendly teasing, but for the member to call someone whose grandmother was a Holocaust survivor a member of the alt-right is deeply offensive and insulting. He should apologize for that. He should at least know the difference between alt-right and conservative. If he does not, he should do some reading. He should apologize to the House for that comment.
