Mr. Chair, I rise on a point of order. What you just said is not consistent with what you had previously said, nor is it consistent with the precedent set by the previous Speaker regarding the member for Miramichi—Grand Lake. I am not sure why you are saying now that you are reversing your previous decision in defiance of precedents set by the Speaker. I would ask you to apply the precedent and hold the member for Etobicoke Centre accountable for his unparliamentary language and insist that he apologize before being recognized. That was what you said, and that was the ruling of the Speaker in regard to a Conservative member. I would expect you, or any Chair occupant, to treat all parties equally in this place, and to not give special allowances to the government on matters of amendment or on matters of the statements they make in the House. I ask you to apply the rules and the precedents of the House and to defend the privileges of all members equally and fairly.

Madam Speaker, the member opposite, in her speech, spoke a little about following rules, the rule of law and so forth. I think that it has been interesting over the last few months. We have seen the incredible disregard that this government has for our institutions and for adherence to rules. We had the court rule, for example, that the government's imposition of the Emergencies Act was unlawful. We have seen, even today, how institutions are undermined when we have people in positions of authority, such as the Speaker, making outrageous rulings without any basis or precedent. Can the member explain why her government and its partners in various positions consistently ignore precedent, ignore rules, ignore the law and think that they are somehow above the rules?

Madam Speaker, respectfully, your description of the events is distinct from what happened. The Speaker has said that a member of this House, prior to him making his final ruling, will be prevented from speaking. The problem with the Speaker is that he is continually inventing new rules and applying ideas that are completely outside of the precedents of the House. If he is coming back to the House with a ruling, then the member for Battle River—Crowfoot should be able to be present prior to that final ruling, but—

Mr. Speaker, it is important to understand what was particular about that moment in March and April of 2020. We did not have many of the tools that we now have. Our view as a party is that we should be moving beyond a virtual Parliament and having these debates in person. Nonetheless, we have these tools available to us. These tools were not even available at the beginning of the pandemic. We had to do some exceptional things with the hope and understanding that we would correct any mistakes that were made, and that they would not be setting any precedents. The government has been reluctant to correct errors, but it has also tried to use a very limited set of circumstances to justify extending that precedent and using draconian programming motions whenever it wants to, going forward. That is unacceptable. That is a permanent undermining of the effectiveness of our democratic institutions.
