Madam Speaker, I appreciate that the member for Winnipeg North is concerned about the politicization of the House of Commons. We certainly would not want to see that happening. The petitioners say: The government has previously used a "values test" to discriminate against worthy applicants to the Canada Summer Jobs Program, denying funding to any organization which was not willing to check a box endorsing political positions of the governing party; Charities and other non-profit organizations should not be discriminated against on the basis of their political views or religious values and should not be subject to a politicized "values test"; and All Canadians have a right under the Canadian Charter of Rights and Freedoms to freedom of expression without discrimination. I am happy to reflect those concerns of petitioners without, in any way, commenting on my personal views on the matter, in order to satisfy the member for Winnipeg North. Petitioners call on all members to protect and preserve the application of charitable status on a politically and ideologically neutral basis, without discrimination, and to affirm the right of all Canadians to freedom of expression. That is the view of some very wise petitioners.

Mr. Speaker, I know the member for Winnipeg North was hoping I would present a concurrence motion today, but the House is eagerly awaiting the address of the Leader of the Opposition on the budget, and I know that the member did not want to miss that. I will only be presenting one petition today in anticipation of the great speech to come. It is in support of Bill C-257, my private member's bill. This is a bill that would combat the grave problem of political discrimination in this country. Petitioners want the House to support Bill C-257, which would work to end discrimination on the basis of political belief or activity and also defend the rights of Canadians to peacefully express their political opinions. I hope members will support this legislation.

Madam Speaker, I always appreciate the additional contribution from my friends over here. This is sort of the third excuse we have been given. We heard the first excuse from Liberal members saying why they would not do visa-free travel. The minister then said that was not exactly right, but he had a new excuse. Now we have a third excuse from the member for Winnipeg North with the implication that we should not be doing visa-free travel because we need to coordinate and we need to know how many people are coming. Well, there is a great flow here of people coming in and out who are free to do so because they are Canadian citizens living abroad. There are many countries from which people can come now with visa-free travel. They can come from the United States, the U.K. and from other places. Therefore, for people coming from Ukraine, I think Canadians are ready to step up and help those who come, and we can reasonably estimate the numbers that are going to come. I do not think having a visa requirement to know the number of people who are coming makes any sense whatsoever. An hon. member: Oh, oh!
