Madam Speaker, the next petition that I am presenting raises a concern about cuts that the government has made to women's shelters, in a context in which we see ballooning spending in other areas. The petitioners point out that women's shelters are, sadly, seeing increased demand and that the high cost of living and the housing crisis have made it harder for women and children fleeing a violent home to find a safe place to live. At a time when the Liberal government is dramatically increasing spending on bureaucracy and consultants, it is cutting $145 million in funding to women's shelters. Therefore, petitioners call on the Government of Canada to restore funding for women's shelters that has been cut.

Madam Speaker, I wanted to raise a point of order at the earliest possible opportunity regarding the response I received to Question No. 2155, if you would allow me to briefly explain my concern about its accuracy and completeness.
My question was respecting development assistance projects in Israel and Palestinian territories and projects aimed at supporting Palestinian refugees in other countries. I asked for information about all projects since 2016. That includes all the organizations involved in delivering a project, with the clear implication of both implementing and sub-implementing partners. The initial response describes the fact that there are implementing and sub-implementing partners, which are screened. It says that all funding goes through trusted partner organizations.
Subsequently, in reviewing the list of projects, I found that none of the projects mentioned identify sub-implementing partners. They speak about the large organizations; for instance, they speak about $100 million going to UNRWA. However, they do not identify sub-implementing partners. The implication is that either there are none or the government did not wish to provide that information, despite the clear ordering of that information as part of Question No. 2155. That makes the response inaccurate and incomplete.
I do not know if the government is intentionally trying to hide information about the development assistance in this regard. However, in accordance with the Standing Orders, the government needs to provide a complete and accurate response.

They note the high cost of living and the challenges of those facing domestic violence and other areas of wasteful spending on bureaucracy and consultants, money that could be better spent on helping the most vulnerable.

Madam Speaker, our position is, of course, that we are calling for the abolition of the Canada Infrastructure Bank. We believe very much in the principle of subsidiarity, that the federal government should work collaboratively with provinces and local governments.
We have also taken the position that part of the constructive work needs to include setting goals for the development of, for instance, new housing. The approach we have taken on addressing infrastructure gaps in housing is to tie infrastructure funding, especially at the local level, to municipalities' ability to deliver on critical goals around the construction and availability of new housing. We also want to give the flexibility to local governments to figure out the best way to do that. We want to work with them to establish goals and achieve results and to tie those federal investments to the results. I think that our approach to this is collaborative and effective, and it recognizes the competency of different jurisdictions.

After eight years, it is clear that the Prime Minister is not worth the cost and his priorities are not aligned with those of Canadians according to these petitioners.

Madam Speaker, I do want to focus on the need for funding, as my friend and colleague alluded to, particularly in the area of treatment and recovery. This is something that Conservatives have been championing for a long time: the need for stronger engagement in funding, treatment and recovery.
We recognize, in the context of scarce resources, that the money is much better spent on treatment and recovery than it is on purchasing dangerous drugs and giving them away. Also, as we seek to fund health care, and as we seek to fund treatment and recovery, as well as mental health challenges that people face, holding bad actors who have caused this problem financially responsible and having them pay a greater share of those recovery bills, rather than taxpayers or the individuals who are victims, makes a lot of sense. Let us have the perpetrators pay for the treatment and recovery.

Madam Speaker, I will say that the announcement our leader made last week was quite historic. It was so historic that the place where he made the announcement might one day be designated a historic site. The important point about that announcement was that, in the current situation, we are seeing so much gatekeeping at the municipal level. We need a federal government that is prepared to stand up and say, across levels of government, on the funding the federal government provides, that we need to ensure barriers are removed and housing is getting built.
There are a variety of different factors that influence the price of housing, but a key one surely has to be the supply of housing. If there is not enough housing supply, then prices are going to be pushed up. I will say that it was a historic announcement by our leader, and it will be proven to have a very significant impact. Conservatives have been proposing a number of different measures around improving access to housing for a long time, including opening up federal lands and other such measures. Our leader is taking this as an important step further with these historic proposals.
