The second last petition I am going to be tabling raises concerns about proposals put forward for the euthanasia of infants. It notes that Louis Roy of the Collège des médecins du Québec recommended expanding euthanasia to “babies from birth to one year of age who come into the world with severe deformities and very serious syndromes”.
The petitioners are horrified by this proposal. They believe that infanticide is always wrong, that killing children is always wrong and that proposals for legalizing the killing of infants are deeply out of step with the recognition of universal human dignity that should define our criminal law. The petitioners therefore call on the Government of Canada to block any attempt to legalize the killing of children in Canada.

The petitioners in this case particularly note a proposal for the legalization of euthanasia for babies, which is children from zero to a year old. The petitioners contend that infanticide is always wrong and are calling on the Government of Canada to block any attempts to allow the killing of children in Canada within our medical system.

This proposal from such an association is deeply disturbing to Canadians. Canadians generally recognize that killing children is always wrong, and the undersigned citizens and residents of Canada call on the Government of Canada to be clear in its opposition to this proposal and block any attempt to allow the legalized killing of children in this country.

Mr. Speaker, as a father and as the grandson of a Holocaust survivor, I was profoundly shocked by the Collège des médecins du Québec's proposal to legalize the murder of children with disabilities.
Proposals to kill children with disabilities hark back to the darkest chapter of human history. Children with disabilities have inherent value and inalienable dignity. Children cannot give consent, and killing a child is always a heinous act.
The Collège's suggestion that the murder of children is purely a medical issue, not a moral one, is nothing more than cynical sloganeering and a demonstration of the banality of evil.
The Conservatives presented a motion in committee to condemn these comments. Unfortunately, the Conservatives were the only ones to vote for the motion. I urge all parties to join us in declaring that the murder of children should never be tolerated and in condemning the position of the Collège des médecins du Québec.

Madam Speaker, I will continue to exercise the rights I am given by the House to speak about this pertinent issue, which fundamentally relates to this legislation.
The government does not want to hear the many concerns raised by Canadians living with disabilities. This is critically linked to their quality of life. The structures the government has put in place are denying vital supports to Canadians who need them and pushing them toward this widening door the government has offered when it comes to facilitated suicide.
Again, the minister said, “I regularly hear from families who are appalled by the fact that they take their child, potentially their older child and are offered unprovoked MAID. I think that has to stop.”
Of course, the government wants to go even further. Next year in March, euthanasia for those with depression or other mental health challenges will become explicitly legal and the government is now studying euthanasia for children. In a world imagined by the current trajectory, a parent could bring a teenager suffering from depression to a counsellor and find that the teenager is being offered suicide facilitation instead of suicide prevention support.
Recently, Dr. Louis Roy from the Quebec College of Physicians recommended that euthanasia be legalized for infants with certain disabilities. Imagine that someone would actually come to a parliamentary committee in Canada and recommend the killing of young children because of their disability. So much for autonomy. I hope the government would have denounced the vile views expressed by Mr. Roy, but it has not so far.

Madam Speaker, I am rising on a point of order.
I want to, respectfully, just draw your attention to an exchange that I had with the Speaker on June 9 of this year. The context was that the member for Kildonan—St. Paul sought unanimous consent for a motion and was cut off in the middle by the Speaker because of a number of nays.
I asked the Speaker, “Mr. Speaker, I wonder if you could clarify the process. Is it your ruling going forward that if a member is saying 'no', you will stop the reading of the motion? I think we have had cases where some members were saying 'no' and yet the member continued with the unanimous consent motion.”
The Speaker ruled as follows. He said, “In fact, I have been getting this from both sides. Both government and opposition members have been asking for that exact type of behaviour, rather than let it all go through. Sometimes unanimous consent motions are used as a method of getting a message across, but that is what S.O. 31s are for. If we can just shift everything over, we can use it that way. We will do our best to make that happen.”
Given the precedent set and given the cutting off of the member for Kildonan—St. Paul on June 9, I ask that this be taken into consideration in future moments like this.

Madam Speaker, I do not mind the heckling from the government minister over here. I know he has strong views in support of the Liberal agenda, and he is using his voice in the House to defend Liberal policies.
Many Canadians are disappointed by the fact that the NDP have really sold out. They have sold out on principles they used to articulate. I look at the bill before us, and regardless of what the member for Edmonton Strathcona said previously, she would have to agree that the legislation is not a dental care program. The Liberals have already reneged on their commitment to the NDP, yet the NDP is still persistently supporting and defending the Liberal government. If the NDP is not even going to extract the price that was offered and is still supporting the Liberal government's failed approach, it is a real betrayal of the people the NDP said it would represent.
Canadians are realizing that it is only the Conservative Party that is going to speak on behalf of Canadians and workers, and on behalf of defending our systems and defending Canadians from the attacks on their pocketbooks that we are seeing from the government.
