Madam Speaker, I thank my colleague from Mirabel. His speeches are always passionate and informative.
I would like to add a comment. That same member from Lethbridge called me a dictator in the House just because I wanted to protect Quebec artists who are leading the way and deserve to be supported. Wanting to protect artists from Quebec does not make me a dictator.
I would like to come back to my colleague's question. How can disinformation have gone so far that Conservatives are voting against the agreement with Ukraine, saying that it will increase the carbon tax in Ukraine? That makes no sense.

Mr. Speaker, I simply had to rise.
I just heard my colleague talk about lying. I would like to hear them. Right now, it is the Conservatives who are spreading disinformation.
Once again, they tried to say that the carbon tax applies in Quebec, but it does not. We have a system that acts as an economic lever with markets as big as California, the state of Washington and many others. In Quebec, it is an economic lever.
The Conservatives can say it until they are blue in the face, but it does not apply in Quebec.

Madam Speaker, I talked about that earlier when I was asking questions and sharing my thoughts on Bill C‑21. This ongoing disinformation campaign is shocking.
I heard the member say that hunters would be affected. Again, that is an improvement the Bloc Québécois brought about thanks to my colleague from Avignon—La Mitis—Matane—Matapédia, who got the notion of hunters removed from the definition. It is no longer there. I also heard the member talk about airsoft guns. That is another improvement to the Bloc Québécois's credit. Let me reiterate the Bloc Québécois's position. We succeeded in getting the clause prohibiting airsoft guns deleted. Airsoft association members will be happy.
In both cases, what she said was completely false. Those things are not in Bill C‑21.

Mr. Speaker, I thank my colleague for his question. I have been hearing from the people of Shefford, especially from community groups. They are wondering about the details of this much-touted dental care program. They are finding that there is a lack of information. I am also getting questions about how it will fit in with what is already in place in Quebec.
In short, I am seeing a lot of question marks and possible complications ahead. Let us keep things simple. We already have a dental care program in Quebec. The government needs to respond to the Quebec National Assembly's request and give Quebec the money it is due so it can continue to improve its projects and its health care system.

Madam Speaker, Russia and Canada are fighting the same fight. It is not me saying it, I have heard it from people on the Conservative benches. Some people compare this bill and its threat of dictatorship to the disinformation campaign in Russia. That is serious. That is going pretty far.
My colleague talked about violating freedom of expression and pointed to one of the committee witnesses as an example. What does he make of the Department of Justice's legal analysis, which states that this threat to freedom of expression is untrue? What does my colleague make of all the groups of Quebec artists and all the Quebec media calling for a modernization of the act, insisting that we move forward and not leave things hanging? What do we do with them?

Madam Speaker, my colleague spoke a great deal about the importance of dealing with disinformation. One of the ways to do that is through our local media, which is interested in what is happening in the community and reports on local events in a factual way. Local media is essential.
Back home in Quebec, these local, independent and community media outlets are calling for this bill. Obviously we must ensure that this bill can evolve because technology evolves quickly. We must ensure that this bill does enough to encourage our local, community and independent media.
I am proud to say that where I am from, there is a fine co‑operative, La Voix de l'Est, that has turned itself around. In addition, the radio station M105 is an example of co‑operative radio.
All these media outlets are calling on us to modernize this act. It is high time, since 1991 is starting to be a long time ago, as others mentioned.
Does my colleague recognize the important role that the local media plays in fighting disinformation?
