Madam Speaker, I want to thank my colleague, with whom I am fortunate to serve on the Standing Committee on the Status of Women. We have some great discussions there. I too have worked in a newsroom and studied journalism. I am speaking on behalf of local media in my region, which want us to pass Bill C-18 because they want the web giants to pay their share. Whether it is La Voix de l'Est, the radio station M105, La Pensée de Bagot, Le Journal de Chambly, Granby Express or Le Val-Ouest, these local media, which contribute to the local economy and are part of our cultural community, are calling for it to pass. I am not hearing from anyone at those media outlets about the administrative problems that my colleague just mentioned. All they want is for Bill C‑18 to pass. They need it. They are asking for it.

Madam Speaker, the passing of former Bloc Québécois MP Christian Ouellet will be marked in Bromont this Saturday, May 21. He was first elected in 2006 in the riding of Brome—Missisquoi at the venerable age of 72 and was re-elected in 2008. He decided to take his well-deserved retirement in 2011. His love for Quebec always guided his choices and his commitment. He was my political mentor. He started out as an architect specializing in green architecture and was even named a fellow of the Royal Architectural Institute of Canada for his commitment to promoting green buildings. He was a formidable and extremely competent deputy critic for the environment and natural resources. Mr. Ouellet connected with his constituents and cared deeply about his fellow human beings. This made him a thoughtful critic for social housing and homelessness. Mr. Ouellet had an open and inquiring mind and was ahead of his time in many ways. The most important thing I learned from him was when he said to me, “Andréanne, once you are elected, you will represent everyone”. On behalf of the Bloc Québécois, I want to extend our deepest condolences to his wife, Estelle, his family and his loved ones.

Mr. Speaker, as a new member representing the Bloc Québécois in the Inter-Parliamentary Union, and on behalf of all my colleagues, I would like to wish him the very best in his new endeavours at the United Nations. In a world context that reminds us that we must work as much as possible across party lines to promote peace, I sincerely wish him good luck and thank him, on behalf of the Bloc Québécois, for all his years of service. I simply regret not having had the chance to work longer with him in the Inter-Parliamentary Union.

Mr. Speaker, I thank my colleague from Manicouagan for her speech. There is one thing I want to comment on. She talked about Ms. Lebel and Mr. Legault and what is going on in the National Assembly. Earlier, a Liberal MP once again accused the Bloc Québécois of picking a fight. I actually see us as spokespeople for Quebec's demands. In 2010, the National Assembly adopted a motion to ensure Quebec would not lose any political weight in the House of Commons. As long as we are here, we must champion and speak on behalf of Quebeckers, who just want Quebec, which is a nation and has that special status, to maintain its political weight in the House of Commons. That political weight is important. It must be protected, and we absolutely cannot lose a seat.
