Madam Chair, I thank my colleague from Winnipeg Centre. As she said, we sit on the Standing Committee on the Status of Women together, and it is always a pleasure to speak with her, because she always brings us back to these fundamental human rights issues. These issues are a stain on our international reputation. I talked about it too quickly in my speech. Why is Canada doing so poorly? Yes, of course, there was an inquiry with calls for justice, but how many of them have been implemented so far? How is Canada tracking its progress? Is it acceptable that in 2023, indigenous communities in a country like Canada do not have access to clean drinking water? It is a fundamental right, and it adds an additional mental burden because, unfortunately, everything to do with water supply and food security too often falls on women, even in 2023.

Madam Chair, I went to Winnipeg last month, and one victim told me she did not want to continue, she was fed up, she wanted to give up and that she was hearing a lot of rhetoric but seeing little in the way of action plans. What does the member think of the fact that, for many years, successive governments have not produced the results that communities want and expect?

Mr. Speaker, I thank my colleague from Winnipeg North for his question, and I will ask him the same question I asked the Minister of Mental Health yesterday. How is it that he knows more about the health care system than anyone working in Quebec's health department? What does he know about running a hospital that they do not? In the meantime, patients are being held hostage and waiting on stretchers. Do not talk to me about the debate at the federal level. The federal contribution was originally 50%, and it has dropped to 20% or 21%. That is a huge loss. The government needs to give back what it owes to the Quebec health system.

Madam Speaker, it always surprises me to hear the member for Winnipeg North talk about the division of power, about what falls under Quebec's jurisdiction, as I see it, and under federal jurisdiction, as he sees it. I have said this before, but I want to say it again for his sake. This issue has to be as non-partisan as possible because everyone has the right to a healthy environment. The problem is that the Liberals and the Conservatives politicize this issue far too often. I would even go so far as to say that the federal government has nothing to teach us. So much of what Liberal Party members do is greenwashing.

Madam Speaker, I will not give my colleague from Winnipeg North a lesson in democracy. There are other republican systems that we could study, and it is clear that these systems would cost less than what is in place at present. People would not be paying $1,000 for lemons. Putting that aside, I cannot speak for the people of Winnipeg North, but, in my riding, a reeve in a regional county municipality recently told me that it is an important issue because it is costly. He knows what is happening in our area. Back home, we are fed up with seeing half of our seniors being ignored by the Liberal government because it does not want to invest due to the cost. Those are political choices. So many women are beaten and raped, so many women have mental health problems, but they cannot receive adequate treatment from community groups because the government is not making the health transfers that are required. That is a political choice. At some point, choices have to be made. The government has to find the money somewhere and reinvest it in our communities.
