Mr. Speaker, it is sad that the issue of multinationals suing states still features in free trade agreements. They are more likely to be found in bilateral free trade agreements such as these. We could say that this is a Canadian mistake because the government had the opportunity to have this removed from the agreement. To answer my colleague's very good question, when this bill is studied in committee, we certainly will not be supporting this part of the agreement implementation bill. We will not be in favour of these clauses. This reminds us that we must think more broadly about the impact of these clauses. In the 1990s, there was the whole issue of environmental policies. However, as my colleague, the international trade critic, said, the reality is that today a Russian oligarch with one foot in Ukraine could make an investment in Canada. By imposing a sanctions regime, we could be liable to be sued by a Russian oligarch because we have allowed these multinationals to sue the state. I think this is one of those types of clauses that go well beyond what was originally intended. We will have to think about removing them sooner or later.

Madam Speaker, my colleague and I worked together at the Standing Committee on Health, and he knows that I appreciate him. I know he is a democrat. In his speech, he discussed the importance of having a well functioning democracy. He believes that the new rules could help us to enhance the way democracy functions. I am wondering if he does not see that there is a certain paradox in the fact that, to enhance democracy with the new rules, we are violating democracy, we are violating the parliamentary tradition, we are violating the tradition of unanimity. We are dismantling a long tradition and setting a precedent that will allow any government, especially a majority government, to henceforth have the moral sanction to change all our operating rules as it pleases. Does the member not find that strange to want to enhance the way democracy functions in a completely undemocratic way?

Madam Speaker, a man died recently on Mirabel airport property after Aéroports de Montréal prohibited its firefighters from responding to a fire. I wonder if my colleague is comfortable with the fact that today we are reviewing legislation dealing with sanctions for judges and calling for more accountability for the judiciary, while non-profit organizations like Aéroports de Montréal, which act like a state within a state, which lack transparency, which endanger the lives of the public and the health and safety of their employees, are in no way accountable to taxpayers, to Quebeckers and Canadians. Am I the only one here who finds this is abhorrent and thinks there should be more accountability in many other areas, including Aéroports de Montréal?

Madam Speaker, everyone has heard about the case of Justice Girouard, who committed wrongdoing two weeks before his appointment in 2010. After all the appeals, his sanctions process took 10 years. I am wondering if the timeline could be tightened up drastically through the changes proposed by the Bill C-9. That would improve public confidence in the justice system. I would also like to know whether my hon. colleague believes that the federal government will be able to make significant savings in this process, which is often too long and complex and, at times, undermines the confidence of Quebeckers and Canadians in the justice system.
