Mr. Speaker, I would like to highlight one thing. There may be heated debates, and that is perfectly fine, but a modicum of decorum must be maintained in the House. I want to point out that, throughout my speech, I was utterly incapable of hearing myself. The member for Mégantic—L'Érable showed a lack of respect, consideration and decorum. I think that should be noted.

Madam Speaker, the member for Barrie—Innisfil got up and said it was one of the worst 20 minutes of his life, yet on every Conservative opposition day, debates drag on for so long that they feel like several lifetimes. That said, we are in a parliamentary setting. Words matter. Tone matters. We have to be careful about our comparisons. The parliamentary secretary said that the leader of the official opposition was behaving like Donald Trump. That is wrong. I think that Mr. Trump could learn a lot from the Conservative leader's methods. I would like the parliamentary secretary to tell us what Mr. Trump could learn from the Conservative leader's methods.

Madam Speaker, I am not privy to the conversations and dealings that led to this situation. I will repeat what I said earlier. This is nonsense. When a bill is given second reading, we accept the principle and decide whether to refer it to committee for study, because we agree with the spirit of the bill, because it is a great idea. We are talking about small regulatory changes that affect a lot of statutes and that require a very technical evaluation. It is by definition committee work. Those who think it is a good idea to debate this for hours, until midnight, have not been following the debates. The quality of the content of the speeches is proof that the House of Commons is not the place to go into great detail. This is committee work. I am disappointed, because there is plenty of work to be done. We have plenty of legislation to study. There is no shortage of debates to be had. We are missing out on good opportunities to work intelligently.

Madam Speaker, they presented a very thin budget in which they overlooked health care, seniors, the provinces and just about everyone else. They missed a budget day, as well as a budget debate. Because budget debates annoy them, they want to cut them off. They feel that they can judge how we use our time. Shame on them.

Madam Speaker, earlier today the hon. member for Kingston and the Islands was bragging about the parliamentary system, about the debate and other debates that would take place in committee. What does not help, as we know, with the implementation bill is to have a 500‑page bill that amends 37 acts and includes three bills that have already been introduced. If ever anyone wants to kill debate, that is exactly how to do it. I would like my colleague to tell me whether he thinks the Liberals are using their deal with the NDP to ram all this down our throats. I would also like him to tell me whether the Conservatives are happy with the fact that this new coalition is using the Harper method to get everything they want through us.
