Mr. Chair, there is the EI spring gap for temporary workers. There is the problem of inadequate coverage through the EI system. There is the actuarial financing of the EI fund, which is poorly suited to economic cycles and major disasters like the one we just went through. We have been calling for EI reform for years. Since 2015, the Liberals have been promising EI reform, but we have seen nothing of the sort. Most recently, we were promised EI reform by August 2023, which is right around the corner. There was absolutely nothing in the budget. The actuarial calculation shows that an extra $25 billion will be taken from the pockets of unemployed workers between now and 2030. Is the minister committed to keeping her government's promise to reform EI, or to at least announce a reform, by August 2023?

Madam Speaker, my colleague has spent a lot of time telling us that we need to shrink government and reduce debt and the deficit. I understand that; he is a Conservative. I respect his point of view, even though I do not share it. That being said, the government has fundamental responsibilities that should be important, even to a Conservative. One of those responsibilities is employment insurance. He and I will both agree that a company like Sunlife is not going to provide a decent private-sector EI program. For years, the Liberal government has been promising to reform the EI system. We need to expand coverage, ensure that there is no longer an EI spring gap and change the way it is funded, because we are going to shift the burden of pandemic-related expenses to our businesses and workers. Does my colleague agree that the government has broken its promise, and does he think that the system needs to be reformed?

Madam Speaker, a lot of things in life are unequal. It is true that income and wealth inequalities are growing. There is also inequality in health outcomes. Hospitals are still having to triage and surgeries are still being delayed. However, the Minister of Health still refuses to send health transfers with no strings attached and is spitting in the face of Quebec's entire health care sector. These are the inequalities we should be talking about today. The NDP's approach consists in telling the provinces and Quebec what to do, but the governments of Quebec and the provinces are the ones that have the capacity to make reforms. This approach conflicts with the NDP's world view of achieving equality.
