Mr. Speaker, I wish to advise the Chair that I will be splitting my time with the hon. member for Jonquière. Today is a bit like Groundhog Day. For a while now, it feels like the same day keeps coming back. Once again, we must highlight a very simple fact about the Conservative motion: it does not apply in Quebec. This was already true for the dozens of other motions the Conservatives have presented about the carbon tax. They do not apply in Quebec. We understand that the Conservative Party is a federalist party, a Canada-wide party. Sometimes, the Conservatives want to look after Saskatchewan, Manitoba, Alberta, the Atlantic provinces. In a way, that is their job, since they are a Canada-wide party. Nonetheless, since I was elected in 2021, this has bothered me. It bothers me because I have not yet had the opportunity I so desire, which is to rise to speak on a Conservative opposition day and believe that they are looking out for or thinking about Quebec, that their proposal applies to Quebec, that it is something of interest to Quebeckers. The first time, we thought they were looking out for their voting base in oil country. The second time, we thought they were looking out for their voters elsewhere. Today, we see the consistent truth: Quebec is of no interest to them. What interests them is the oil sector. Just this week, the member for Louis-Saint-Laurent said as much, in somewhat fancier terms, on a CPAC panel. The Conservative plan to fight climate change consists of three things their leader stated at their convention: subsidize the oil sector, subsidize the oil sector and subsidize the oil sector with Quebeckers’ money. I am concerned that the Quebec Conservative caucus does not seem to have any influence. They do not seem to be heard, or to stand up for Quebeckers. If they stood up for Quebec, if it were worthwhile for Quebeckers to vote Conservative, we would be talking here about Quebec once in a while. What is interesting about these Conservative caucus members is that they are among those who joined forces to ensure carbon taxes did not apply in Quebec. They were players. They were Jean Charest’s gang. With one exception, they were his cronies. The member for Bellechasse—Les Etchemins—Lévis supported Quebec's emissions trading system and Quebec's environmental sovereignty in cabinet in Quebec City. She's a friend of Jean Charest, a good friend. She was part of that. When the member for Louis-Saint-Laurent was in Quebec City, he said he was in favour of Quebec's autonomy in the realm of environmental policy. That is what the Bloc Québécois is fighting for. Once he landed in Ottawa, his values evaporated. The member for Mégantic—L'Érable was one of Jean Charest's underlings in Quebec City. He was part of that gang. As one of Jean Charest's minions, he worked to defend our environmental sovereignty, but now it is radio silence. The member for Chicoutimi—Le Fjord campaigned in support of Jean Charest's leadership bid. They were so joined at the hip, it was a wonder Mr. Charest did not have to get bigger pants so the member could fit in there with him. Now, there is nothing. Nobody is standing up for Quebec. There is no more defending Quebec because with the Conservatives, under the current Conservative leader, it is a purity test for a Quebecker to deny the interests of Quebec, to lie to Quebec and defend the Conservative lines which are deeply flawed. Some days I tell myself I am happy there is a gym in Parliament. Members of Quebec's Conservative caucus do not get in their squats and their exercise by standing up for Quebeckers in the House. If they want to firm their thighs here, they do not do so by standing up for Quebec, because they never stand up for Quebec. They are going to get bedsores remaining seated for Quebec. They do not even ask for health transfers for them, which is what the provinces and Quebec are asking. This worries me because there are Quebeckers who, at one time, trusted these people. They were wrong. On Bloc opposition days, which are focused on the needs of Quebec, these same Conservatives have the nerve to tell us what we should have done. They tell us we should have chosen topics that matter to Quebeckers. Yesterday, Parliament voted unanimously in favour of a motion from the Bloc Québécois asking the federal government to consult Quebec before announcing its new immigration targets. During the vote, all Quebec members, Conservatives and Liberals alike, voted in favour of consulting Quebec. That same day, the federal government adopted and announced targets unilaterally. It did so without consulting Quebec, as was confirmed to us by the Quebec minister. Today is an opposition day and it would have been a good topic to address. The Conservatives had the opportunity to think of Quebec for the first time in years. They did not do it because a Quebecker in the Conservative Party is useless. It would have had direct consequences on the lives of Quebeckers, on the capacity to integrate, on French language training, on togetherness. Actions count. I will speak of the Canada emergency business account, or CEBA. The Conservatives, who form the current opposition, have the opportunity to ask tons of questions during oral question period. Right now, tens of thousands of businesses are headed for bankruptcy and we are asking for a CEBA loan repayment extension. That is what chambers of commerce are asking for. We can agree that they are not part of the radical left. However, never has a Quebec Conservative stood in the House to defend our businesses, our entrepreneurial base or the investments people have made. These people have never stood up for Quebec. Quebec has its own housing model. The Conservatives say that they favour decentralization and acknowledge that the provinces have jurisdictions. When Quebec tries to exercise its power in its areas of jurisdiction, it gets no money from Ottawa. How many times have we seen a Conservative from Quebec rise in the House to ask the government to give Quebec the $900 million it was due from income tax paid by Quebeckers? There are over 10,000 homeless people in Quebec, and the cost of housing continues to rise. It is a national crisis. My colleague from Longueuil—Saint-Hubert is working full time on this, but no Conservative has ever spoken on the topic. The Conservatives have never asked for an increase in health transfers. They bowed to their leader. The Quebec Conservatives claim to be progressive conservatives. They say this until they look at their values, then their pay, then their values again, then the money they make in Ottawa with their nice Conservative seats. That is where it stops. Suddenly, they are progressive only on statutory holidays and weekends. When the Conservatives helped to ensure the carbon tax did not apply in Quebec, they were players. They are now on the sidelines and are trying all kinds of tricks to say that it applies in Quebec. They wanted to play wedge politics and say that the tax applies across Canada, but they did a poor job of it, as is so often the case. They were caught misleading the House. In response, they fooled around with motions and conjured all kinds of convoluted nonsense to say that there was a second carbon tax. This second carbon tax is a regulation that will not apply until 2030. They did not know this because they did not do their homework, because the Conservatives do not listen to Quebeckers. They realized that the Quebec regulation is more restrictive and that this had no effect. They are now bending over backwards to try to explain that it is coming in through the back door or whatever. The truth is that Alberta made $24 billion this year on oil royalties. Alberta taxes compulsively and is dependent on oil. Per person, for every dollar Quebec makes on hydroelectricity, Alberta makes 13 on oil. Furthermore, this government has no modern sales tax or personal income tax. This is the system Quebec Conservatives defend in their caucus. They are kowtowing to keep their seat. The member for Portneuf—Jacques-Cartier promised to resign if the current Conservative leader was elected. Today, we are not hearing the member for Portneuf—Jacques-Cartier defend the decentralization of Quebec's environmental policy or Quebec's jurisdictions. My political commitment is to Quebec and it is profound. We are standing up for Quebec and we are standing up for the truth. I appeal to the statesmanship of the Conservative members from Quebec. I hope that at some point they will reflect deeply on what their commitment means to them, and that one day we will be able to discuss a motion that applies to Quebec. However, that is not the case today.

Madam Speaker, the Liberal government recently removed the goods and services tax to encourage housing construction. The Liberals told us that this measure would help build housing, some of which will be started in 2030 and delivered in 2035. They recognize that it takes time to plan for housing, even in their policies. At the same time, tomorrow morning, they will announce their immigration targets for 2026. They will stand up and tell the provinces how many people they are going to get, while acknowledging in their own bill that it can take three, five, seven, eight or 10 years to plan housing. Is it just me here who finds this deeply inconsistent and deeply disrespectful of the newcomers who come here? Is it everyone in the House who sees the Liberal government's inconsistency when it comes to planning housing construction and understanding the role of the provinces and Quebec in this matter?

Mr. Speaker, I feel that my colleague has clearly grasped the spirit of today's motion, which is that, in Quebec, we want to look after each and every fellow Quebecker. She spoke about housing. I do not find that she is demonizing the private sector. My colleague is talking about building housing that the private sector does not want to build and about building co-op housing. This is housing that people live in, manage and own as co-operatives. In Quebec, we have programs. Quebec is the only province with permanent programs to build co-op social housing. Because Ottawa is refusing to understand this model, it is taking time for the money to flow in. In the end, that is keeping us from housing people. I believe that other provinces should learn from the Quebec model. To this end, Ottawa should make a special effort to understand Quebec's specificities so that we can move forward with housing construction more quickly, rather than stalling, insisting that there be a maple leaf in the corner of every cheque and preventing Quebec from building more housing right away. Does my colleague agree?

Mr. Speaker, first, let me applaud my colleague for her excellent speech, which set the tone for what is sure to be a most peaceful opposition day. We are here today to debate federal immigration targets because we are in never-before-seen circumstances in our history—certainly of our recent history. We have to talk about numbers, but we can do it calmly. If the 2024 federal targets are reached, immigration will account for 1.21% of the Canadian population by 2024. If the 2025 targets are reached, the percentage will increase to 1.24%. The last time rates that high were observed was in 1928-29. Back then, Montreal had a population of 819,000. Toronto was a cornfield with 631,000 residents. We can all agree that our arguments about resources and integration capacity do not come out of left field. In January 2023, Immigration, Refugees and Citizenship Canada had nearly 522,000 people waiting for permanent residence. Another 239,500 people were waiting for express entry economic immigration. If we look at historical data and include family members, we arrive at the equivalent of 2.3 million people—yes, I said “people”, and not “cases”—who are waiting. This means that we run the risk of exceeding these historic targets by even more. Quebec was not consulted in all this. No one ever called on Quebec. Quebec stated its wish to be consulted, and today, a consultation process is under way in Quebec City. There can be no denying that immigration has to serve the interests of newcomers and the host society. I would like to add a personal note. The woman I married was born in Algerian; she is Kabyle. She came here with her family in 2001. They are people who made a good living in their country of origin. They made many sacrifices before arriving here. They left behind family, property, home and friends. They started over at the bottom of the ladder. They managed to find a small place to live. It was not very nice, incidentally, because newcomers rarely have access to the nicest homes. Over the years, they met with success in their immigration and integration journeys. One day, my father-in-law and my mother-in-law decided that they wanted to own their own home, which was impossible in Montreal, even back then. It was expensive. They managed to move to a suburb a little ways away. They had a house built. They got on the property ladder to secure the future of their family and children. I recently asked my father-in-law what would have happened if they had arrived here in 2023. His response was a long silence. Then he told me that their dream would have been shattered. These are the people we are thinking about. In 2011, a scientific study co-authored by Fuller showed that the health of immigrants had deteriorated since they arrived in Canada. In 2010, Houle and Schellenberg published a study showing that a large proportion of immigrants said that, if they had to do it all again, they would not choose to come to Canada. McKinsey and the Century Initiative will not tell you that. They are more concerned about the number of people needed to fill the short-term labour demand than they are about the actual people. Immigrants are people. They are people we care about, people who become our friends and family. We marry them. We live with them. They are here for the long term. They will be here until they are 80 or 90 years old. They will have children and be part of our society. The answer that we get when we talk about immigration targets is that we need workers in the short term. There is an incredible disconnect here. Today, if we talk to the government or read what reporters are saying, we see that they are telling us that immigrants will just have to build their own homes and work in the construction industry. They are basically telling us that we are going to give immigrants a kit from Ikea so that they can build their own home. It is difficult to describe. Housing is the elephant in the room. The government is always talking about the housing supply as if it can wave a magic wand and build 50 million housing units a year and offer these people the same quality of life as we have. When we speak to bankers or to people in finance or housing, we are told that if all the bricklayers, electricians, plumbers, carpenters and roofers in Quebec worked full-time, 40 hours a week, winter and summer, we could build 75,000 homes. We recently reached a record in 2021 by building 68,000. This year, in Quebec, we will build approximately 30,000 to 40,000 homes. Before the thresholds were increased, the Canada Housing and Mortgage Corporation said we needed a minimum of 100,000 homes. That means people will be left living on the street. That means homelessness. Before, whenever we said things like that, people would say that we were anti-immigration, that we did not like immigrants and that we were racist. Now, all of a sudden, Toronto says there is a homelessness problem, a housing problem, an affordability problem and a problem with resources, especially in the area of health care. All of a sudden, this has become a national crisis and is no longer seen as xenophobia. How come the government can increase targets overnight without notifying Quebec, yet Fatima, a newcomer from Morocco, cannot get a spot in day care for her children the way a Ms. Tremblay whose family has been here for generations can? Where is the gender equality in that situation? This is a major problem with the government's perspective. Now reporters and the government are telling us that the concept of integration capacity is just smoke and mirrors, that it does not exist, that there is no scientific definition for it. Funnily enough, in July, economists from the University of Waterloo wrote a paper on immigration, the conclusions of which I will quote: “Absorptive capacity can be thought of as how quickly the economy can expand private and public capital investments...Quickly expanding the level of immigration may place excessive stress on highly regulated sectors such as healthcare, education, and housing”. I am prepared to table the scientific article by these growth economists from the University of Waterloo. Immigrants are not cases, numbers or figures. When we talk about immigration thresholds and integration capacity, we are talking about success, French language training, the availability of health care and education. We cannot live under the false premise of “us” versus “them”. The immigrants who are here are best placed to say what it takes to live here, to realize their dream and to integrate into employment. People who have been here for many generations have never had to leave their family, friends, home and job behind. They have never had to do this. When I talk to groups in Mirabel that welcome immigrants, and when I talk to friends, family and foreign students at UQAM, where I taught until recently—foreign students who are being stonewalled by Immigration, Refugees and Citizenship Canada—these are the people best placed to understand what we want to do, which is to welcome them properly. We want immigration to succeed. We want every person who arrives here to succeed. We want the best for everyone, regardless of where they were born or how many generations they have been here. We plan immigration for us and for them, because they are also part of “us”. This is a collective effort. It is not just a figure or a number. Right now, it is mainly the federal government and the chambers of commerce that are treating them like numbers, because they want short-term unskilled labour. Personally, I want each of these people to succeed, to become richer and to reach their full potential as a person. Immigrants are not votes. They are human beings, neighbours, people we live side by side with every day, full-fledged members of Quebec society. It is in this context, where immigration is part of our vision of society, that Quebec society must be heard. Quebec is not being heard, and it wants to be heard more. This is why we are holding this opposition day. I would like to say to each person who has had the courage to come here, to make Quebec their home, that they are welcome, that we love them, that they are our neighbours and that what we want for them is full equality with those who have been here much longer.

Madam Speaker, I would like to follow up on the question from the member for Kingston and the Islands. Clearly, the national housing strategy has been a failure. The Conservative strategy is to get back on track and attack our elected municipal officials by judging their work and telling them that they are not capable of making the right decisions. I would like to point out that the elected officials of the Union des municipalités du Québec are in Gatineau right now. I want to say hello and let them know that we appreciate their work and their skills, and we are happy that they are here. The member and her party say they will respect provincial jurisdictions and stop imposing conditions on them. At the same time, in their opposition motion, they said they would impose conditions on municipalities and, if they do not listen to what know-it-all Ottawa says, they would take away their funding. How is that possible?

Madam Speaker, there are 338 members in the House. We were elected by people who went to the polls and asked us to work for them in a constructive manner to develop better public policies, better transfer programs, to improve their quality of life and the quality of services. I am utterly convinced that despite our different views on a number of things, the 338 people seated here today are here for the right reasons. That is why we need to work together. When we develop public policies like the ones in Bill C‑31, we have to work hard in a non-partisan way to deliver better programs, especially with an ambitious bill like this. This forces us to collaborate, reflect, draft several versions of the bill, amend it, consult people, experts, the communities and respect the voice of those who elected us. That too is part of our job. That is the part of our job we were prevented from doing with the botched process surrounding Bill C‑31, which was disrespectful of parliamentarians. This bill was concocted at the last minute in the middle of the summer because the leader of the NDP went on the news and said that their agreement might be off. Now we find ourselves stuck with Bill C‑31. Truly, this bill seems like it was drafted on a napkin. When something is cobbled together at the last minute, the parliamentary process becomes even more important. The role of members of Parliament and the opposition parties, the experience and the expertise on both sides of the House become even more crucial in improving this bill, which is obviously more likely to be flawed than bills that have been introduced once, twice or three times in the House and that have already been examined in parliament. How can we contribute to this work? Through hours of debate in the House and the work we do in committee. That takes time, planning and preparation. We can speed things up a little, but it takes energy, time and witnesses from society at large. We cannot do our work in a vacuum. We cannot do that. The people who elect us deserve better. We need numbers, like the ones we get from the Parliamentary Budget Officer. It takes time to introduce amendments, to consider those amendments, to study and debate them. Sometimes, amendments enable us to ensure nobody is excluded by these policies. That is definitely true of Bill C‑31. Then we come back to the House at report stage and third reading. The hours we spend debating bills to improve them are important. Anyone who truly believes in the parliamentary system and in our institutions sees the value in that. I see the hon. member for Winnipeg North over there. He knows this better than most because he spends 23 hours a day debating in the House. After doing that work, then at least we can be confident that the work was done. Obviously we are not all going to vote the same way. Most of the time, we are not going to agree, but we will all have the sense that we did what we were supposed to and that we are voting on work that is as complete as it should be. In this case, we did not skip one step, we did not skip two steps, we did not skip three steps. We skipped every step of the legislative process. Parliamentarians were fully prevented from doing their job. We were subjugated by the executive branch of government. In effect, parliamentarians were muzzled, both in committee and here in the House. It felt like we were being told that we had nothing to say, that we were not being constructive, when the government imposed not just closure, but super closure. After muzzling the House, the government told us we had nothing more to say. Apparently we did have things to say, things that could have improved this bill. Members on this side of the House are just as competent as members across the way. We were told that the committee would sit on a Monday evening from 7 p.m. until midnight. If the work was not done at midnight, if there was a fire alarm or some such interruption, the amendments would no longer be negotiated and would no longer be discussed. Our work would go in the garbage, and the bill would be adopted as-is at report stage. We were prevented from hearing from some witnesses. Oddly enough, we had originally agreed to have four hours of testimony. We had an in camera meeting two days later, and the witnesses were gone. We had only an hour and a half with two ministers at the same time. I must say, the ministers were ill prepared and visibly uncomfortable with the bill. The Minister of Health is an excellent economist of international renown. I could see in his eyes how uncomfortable he was with certain parts of the bill. It was palpable. Thus, it was decided that witnesses would no longer appear and, in the end, we wound up with a bill that was not amended by the committee. What is worse, we were prevented from presenting amendments after the ministers appeared, even though we had already been prevented from hearing from witnesses. The whole amendment process was therefore short-circuited. We know that sometimes amendments are not adopted. We know that the government and the NDP, which joined forces—that is not an accusation; it is a fact—might not have adopted the amendments, but those amendments still deserved to be discussed. This bill is therefore going to be rammed through today without any parliamentary scrutiny. As a relatively new parliamentarian, I am very disappointed by that. This is not just a closure motion. It is a super closure motion. I see members of the Standing Committee on Health here in the House. We are in the habit of working together, talking to each other and understanding each other. We do not agree on everything, but we are able to compromise. We know that we are capable of doing that. However, the government prevented us from doing so. I felt the discomfort on both sides of the House. I felt it from the Bloc Québécois and from the Conservatives. I also felt it from government members on Monday evening in committee because they were not being allowed to do their job. Who pays for that? We know that voter turnout is dropping. People are becoming increasingly cynical about politics. People are less and less interested in it, and now we are showing those people that this is what the democratic process is like, that MPs serve no purpose, that there is no regard for their work. Then we wonder why the public has lost confidence in our institutions. Who will pay because people were left out of Bill C‑31? It will be the progressive parents and children in Quebec who decided to pay for certain services for those 10 and under, services that are also paid for by the federal program but that we will not be compensated for. Progressive parents in Quebec are therefore being penalized, and future generations are being jeopardized. The Liberals and the NDP say that dental care is health care, and rightly so. It is part of overall health, but we are talking about the future of universal public health care. Essentially, the provinces are being told that if they develop these services and eventually integrate them into their health care system, the federal government will penalize them. Who will pay for that? It will be the 86,000 people who do not qualify for the housing benefit because they live in low-rent housing or co-operatives, which are progressive housing construction models adopted by Quebec. With a small, two-line amendment, we could have included these people in the federal program, but the government refused. My colleague from Longueuil—Saint-Hubert and I wrote again to the two ministers concerned, the Minister of Housing and Diversity and Inclusion and the Minister of Health. Since they love the Queen and the King, we implored them to use their royal prerogative to include those people. We received an acknowledgement of receipt, but that is about all. Despite all the good intentions, how can we encourage strategic assistance for housing with a bill based on such a principle? How can we encourage the provinces to create permanent programs for housing construction when the federal government establishes programs that will penalize them for it later? The government is basically saying that since some provinces have made an effort, it will take Canadian taxpayers' money and send it to the provinces that have not made that effort. That is the issue. Clearly, this is a flawed and unacceptable process. The Bloc Québécois would have liked to do more to improve this bill, but as it stands, we will not be able to support it at second and third reading.

Madam Speaker, how can I say this? Gag orders, or time allocation motions in Parliament, are the nuclear option. That is what majority governments use most of the time to muzzle Parliament and put an end to debate, the exchange of ideas and everything citizens voted for on election day. That is why they should be avoided as much as possible. Because they are supposed to protect the work of the opposition, the opposition parties usually do not support gag orders. However, in this 44th Parliament, we have now reached 23 stages of bills that have been fast-tracked. Four government motions were adopted under a gag order and there were also 17 other time allocation motions. Why is that? It is because we are caught up in some sort of parliamentary racket involving the Liberals and the new undemocratic party of Canada. We are talking here about undermining the work of Parliament. We expected it to start in March, when the Liberals and the NDP reached their agreement, but it started with the Emergencies Act, when the NDP members were more than willing to stand up in the House one fine Monday, when there was not a single trucker left in the streets, and vote alongside the government for one reason only: to protect their seats. They did not want to justify their decisions to their constituents. They voted in favour of what were clearly human rights violations then, and they have done so ever since on things like budget bills. We hear them yelling. As we all know, rubbing salt in the wound can be painful. Then, they went on to ram through a number of bills and motions, all of which rejected Quebec. The NDP members allowed a gag order to be imposed on Bill C‑13 while the Bloc Québécois was asking, for example, that the Charter of the French Language apply to federally regulated businesses in Quebec. Not only did they vote against us, they allowed for a gag order to be imposed to fast-track Bill C‑13. What is Bill C‑13? It will allow Michael Rousseau, Air Canada, Via Rail and Canadian National to determine the language in which they work in Quebec. What language is that? It is English. That is the NDP. It is a far cry from the days of Jack Layton, the days the NDP wants to forget, back when they pretended to have principles. We know they have none. Indeed, principles are not supposed to change over time. What a far cry from the days when the NDP stated, in its Sherbrooke declaration, “The national character of Quebec is based...on...a primarily Francophone society in which French is recognized as the language of work and the common public language”. Those are the words of the NDP, and yet, as I said, we are a far cry from that. Do we know why they are constantly voting alongside the government? It is to keep their seats and to provide stability that the Liberal Party does not deserve considering the policies it is bringing forward, like Bill C‑31, which, to be perfectly honest, is badly done, poorly written and ill thought-out. This shameful process, which the NDP supports, seeks to shut down the work of Parliament and muzzle parliamentarians. Without even getting into the content of Bill C‑31, we can see that the process that led to it was already tainted by some next-level dishonesty. How do they proceed? As we know, the Liberals were not able to deliver a universal dental program last summer. As we know, this is not part of their skill set. They do not run establishments. Then, the leader of the NDP got angry. He lost it. He went to the media and threatened to destabilize the government. The Prime Minister got scared. They had a quick meeting to hastily slap together a piece of legislation, believing they could take some half-measure that will not even help families in Quebec or Canada with dental care—I will come back to that—and, in so doing, justify their existence. Obviously that is unacceptable for Quebec. It not only infringes on its constitutional jurisdiction, but on its jurisdiction in general. This is not a federal jurisdiction. To force it down our throats, the Liberals said they would include a small housing measure, that they would give people a nice little $500 cheque. They said that if we were to stand up for Quebec's interests and take the time to think before implementing such an ambitious program, they would go to our constituents and tell them that we voted against a bill that offered money for rent. Can my colleagues see how twisted the democratic process is getting? That is what is unacceptable. Bill C-31 should have been split into two bills. We could have discussed housing separately and assessed that measure on its own merits. We could have discussed what they are calling “dental care”. They do not even understand their own bill. They think that there is something in it for teeth, but there is nothing. We could have discussed it separately if the bill had been split in two. If the NDP were not afraid of what it is proposing, it would not be afraid to debate it here. It would not be afraid to use all the debate time provided for in the Standing Orders. It would not be afraid to hear from the other opposition parties, although we are no longer even sure if the NDP still counts as part of the opposition. Now we are in the House today, being silenced from talking about a bad bill. I wondered if it was even worth sending the bill to committee for study, since the government was backing us into a corner by adding a housing assistance component. As we know, there is a housing crisis in Quebec. It is affecting Mirabel, and it is taking a toll on residents. I was in Saint‑Janvier last weekend, and residents there told me how hard the housing situation has been for them. Like other parliamentarians, I thought that a small amount of $500 might help families in Mirabel. We are in a period of inflation, and a recession may be imminent, as the Liberal member mentioned in the previous question and comment period. However, neither the government nor the NDP has done its job. The Liberals and the New Democrats have not considered what the real impact of this bill would be on the ground. If they really wanted to help people, they would never have introduced a bill in this form. This is what we did. We asked the Parliamentary Budget Officer to determine what Quebec's part would be in this bill. As for me, I listen to Quebec. I am familiar with Quebec's programs and public policies. I stay informed. I know that the other provinces also have their own public policies. I am aware of all that, as the Liberal government should be. However, this government seems to be living in some kind of constitutional bubble where Quebec and the provinces do not exist and Ottawa delivers its decrees from on high. The Liberals failed to realize that Quebec already has a rent subsidy program. Quebec already provides a rent subsidy to families with an income of $35,000 or less and to single people with an income of $20,000 who spend more than 30% of their income on housing. We therefore wondered whether the bill provided for an exclusion for Quebec. It is a good thing we asked the Parliamentary Budget Officer about that because the Liberals could not care less about Quebec. They did not provide any numbers and did not even think to provide any because they have no interest in Quebec. What did the Parliamentary Budget Officer have to say about that? He noted that some provincial and territorial programs provide social housing assistance that caps rent at 30% of household income. That means that 118,000 Canadians, 86,700 of whom live in Quebec, would not be eligible for the benefit. Quebec has a solid social safety net. In Quebec, we do not subscribe to this niche leftist idea of individualism that promotes individual rights and stands up for people as separate individuals. We stick together. We have a social safety net that takes care of people. We thought about housing, unlike the government, which, with its national housing strategy, needs three, four or five years to negotiate. The strategy is taking so long to put in place that the government has to give people $500 to tide them over. Once again we can see that Quebec is paying the price for doing the right thing and properly managing its affairs. The government is proposing a housing aid program in name only. A bit over $900 million will be paid out, with more than $200 million coming from the taxes that Quebeckers pay to Ottawa. There are fully 86,700 Quebeckers who are recognized in the bill as being vulnerable. I am talking here about vulnerable families and children. As we all know, a $35,000 annual salary for a couple with children is not much. For a single person or a single mother, $20,000 a year is not much. These people will not qualify for the same assistance as other Canadians because not one Liberal MP stood up to defend Quebeckers and not one NDP member stood up to defend Quebec. Is that what the member for Rosemont—La Petite-Patrie meant on October 4 when he said that the government had listened to the NDP's good ideas? Will the member for Rosemont—La Petite-Patrie explain to his constituents who make less than $35,000 that they are among the 86,700 people who will not qualify for any assistance whereas all Canadians will be entitled to some assistance? Will he do that? Is that what the member for Rosemont—La Petite-Patrie meant when he said, in his speech of October 4, “This is a minority government, and we used our position of strength to get results for people”? Did he go to tell his constituents in Rosemont—La Petite-Patrie that, in the eyes of the Liberals, they are not people, they do not have a voice on this and they can take a hike, when Quebeckers pay Ottawa more than $200 million to help Ontarians and Albertans? In Alberta and Ontario, it is easy to elect a right-wing government that does not do its job and does not maintain the social safety net, because they know that Ottawa will be trampling on their jurisdictions and do the work for them. However, in Quebec, we have our social safety net and we look after it. That is why Quebec must be able to opt out from these types of programs with financial compensation. This is not an empty principle; it is for the good of the people. We are already managing the social safety net. We are doing more than others and we are prepared to take responsibility. We are prepared to bear the costs. However, when the federal government comes to do the same in the other provinces and Quebeckers already have programs that work and, moreover, are permanent, the money must be paid to Quebec. No one has risen to defend Quebeckers. However, it gets worse: The member for Hochelaga is also the Parliamentary Secretary to the Minister of Housing. As part of her work, she has to take small tours, attend small meetings, participate in small photo ops and talk about housing. Recently, in the House, she gave a speech on Bill C-31. She said, “In Hochelaga, 70% of the population consists of renters, with over 24% paying more than 30% of their income on rent.” The member for Hochelaga could have stood up for Quebec, for Quebeckers from her region, from all our regions. She could have done the work. The same is true of the member for Rosemont—La Petite-Patrie, who never stands up for his people. Will the member go into her riding and talk to single individuals who make $18,000 a year? Everyone else in Canada will get a housing benefit, but her constituents will not. There are people in her riding who need help and who are unable to get through the month with enough money to feed their children. Will she tell them that Quebeckers paid over $200 million to fund this program that will help those who voted for Doug Ford in Ontario? I hope she does. I hope she will be honest enough to do that. I am beginning to understand why the Liberals made their little deal to avoid an election. I can understand them not wanting to go to the polls and face voters. Earlier, I asked the Minister of Health if he had told the people of Quebec City that he had forgotten them. He talked to me about co-operative housing and all kinds of things. He stopped just short of saying the private sector was doing his job. He was completely unable to look me in the eye and tell me, through the Chair, that he was going to tell the people of Quebec City that he had forgotten them, that he was not standing up for them, that he is in his bubble here in Ottawa and that his people are not important to him. We have not even talked about the dental care component yet. The NDP wants a centralized, Canada-centric, Ottawa-centric program, a single solution for everyone. The days when the NDP wanted to win votes in Quebec are gone. The NDP no longer cares about Quebec, not now that it has just one seat left in the province. Back in Jack Layton's day, the NDP wrote that “unity is not necessarily uniformity”. That is in the 2005 Sherbrooke Declaration. Back then, the New Democrats had principles, they did their job, they stood up for their constituents and they at least appeared to stand up for Quebeckers the way they were supposed to. In chapter 3 of the declaration, it says, “The national character of Québec is based...on...its own political, economic, cultural and social institutions, including government institutions and institutions in civil society”. When the NDP wrote that, was it telling Quebeckers that, the day it was shown the door for not doing its job as the opposition, it would come here to set up a kind of Canada child benefit enhancement that has nothing to do with teeth? Basically, they are telling parents in Quebec and the rest of Canada that they are going to give them a set amount of money they could have gotten anyway, because the system already exists. Madam Speaker, I thank my colleague from Saint‑Hyacinthe—Bagot for that excellent speech. I have here the Conservatives' opposition day motion. The motion is quite detailed and long. It includes all their failed initiatives from this parliamentary session. For their sake, I am glad it all fits on a letter-sized page. It includes a number of whereases that are hard to argue with, especially the ones about the high cost of living. That is a simple fact. We know inflation has gone up and the price of goods has gone up. The whereases are fine. Things are off to a good start. For example, we know the price of gas is over two dollars. We are aware of that. People in my riding are worried about it. The same goes for the price of food, which has gone up over 9%. Other goods have gone up even more. We know that. The motion also says that heightened inflation is projected to persist longer than was reasonably believed a while ago. Obviously, economic projections are made with the best information available at the time, and nobody predicted the war in Ukraine. The point is, it is true that the cost of living is higher and will remain higher for some time. Based on the solutions offered in the motion, however, it is clear that, although they identified the symptoms of inflation correctly, the Conservatives do not understand the causes. They did not do their homework, and the facts cannot lie. Facts can be checked. The Conservatives are laughing, but they will learn. The facts show that household demand has continued to increase, but it is not much higher than it would have been without the pandemic. Habits have changed and people are consuming less services and more goods, which has led to supply chain issues. This is true in Canada, it is true in Quebec and, because we cannot ignore the rest of the world, it is true in the majority of other developed countries. On top of that is the war in Ukraine. The war in Ukraine has most certainly had an effect on supply chains, an effect that is still present today, for example, on the Chicago Mercantile Exchange. Russia is using supplies of grain, food and fuel as a weapon of mass destruction, which has made food prices here skyrocket. This weapon is also being used to make developing countries suffer because they are being held hostage. This is very real. If we look at the figures, we can see that 70% of the factors driving the price increases are what we call supply-side factors. Neither we nor the Bank of Canada have any influence over these factors. That is our economic reality. It is unpleasant, hence all the grandstanding we are seeing, but that is our economic reality. The Conservative motion proposes solutions to all these supply shock problems. The first solution is to end all federal restrictions on travel, masks and so on. There are not many federal restrictions left, but a few still remain. That is already out of touch. I am a member of the Standing Committee on Health, and last week we heard from Dr. MacDonald, a professor at Dalhousie University who specializes in pediatrics and infectious diseases. I asked her if she thought that politicians should stop meddling in health measures and including specific health measures in motions in Parliament. She replied that she agreed, that it did not make any sense. She said that parliamentarians should stop dictating health measures and that these decisions should be made by public health authorities. This is true of the Conservatives' motions, but it is also true of the Liberals, who may be using the health measures for political purposes. This has to stop. That is one reason this motion is problematic. It is not the Conservatives' job to dictate health measures in a motion. There is also the cost of living. We know that the cost of living is going up. The Conservatives are saying that we need to do something about it and that they will propose something smart. Since March 2022, the solution of the motion's sponsor, the member for Central Okanagan—Similkameen—Nicola, has been to support the member for Carleton in the leadership race. We know they are popular. They are saying that what they will do, since everyone is suffering, is fire the Governor of the Bank of Canada. What a brilliant idea, as if firing the Governor of the Bank of Canada is going to help people in Mirabel and Beauce, or our farmers. They want to fire the leader of one of the most credible central banks in the world when 70% of inflation is not his responsibility. As for the other 30%, the Conservatives who said he was not taking action are now complaining because he is taking action by raising interest rates. The last time a party or a government was irresponsible enough to propose such a thing was in 1961, when Prime Minister Flemming, who was a Conservative, shockingly enough, said he was going to fire the Governor of the Bank of Canada, James Elliott Coyne. What happened? The government did it by passing legislation, because it was illegal. However, the Senate slammed the door on their faces. Things must be going badly if the Senate is giving lessons on democracy. The Senate told the government that the head of a central bank cannot be fired. Nevertheless, that is where today's Conservatives are headed under the member for Carleton. They are going to be given a lesson on democracy by the Senate. Lucky them. There are solutions, and we have proposed some. The first is to tax oil companies in order to fund our public services and launch assistance programs. I am sure the Conservatives will say this is a Bloc fantasy. There is only one entity in the world that is proposing to abolish gas taxes, and that is the Conservative Party of Canada. However, on May 26, the U.K. proposed a 25% windfall tax that is expected to bring in $6 billion U.S. I did not make this up; their Conservative friends in Britain proposed it. On June 4, the Biden administration suggested a similar tax, which is now being studied. India is also thinking about this. How amazing to think that India is a step ahead of the Conservatives. The Conservatives' solution is to lower taxes. As my colleague from Saint-Hyacinthe—Bagot said, the oil companies are going to lie low for a few weeks, like they did in Alberta. Then, once the public relations crisis is over, they will raise prices. They know full well that people are not going to run out and buy electric vehicles tomorrow morning, and that they will have to keep filling up their tanks. The Conservative motion will not help farmers in the member for Beauce's riding, I can promise him that. What should we do instead? First, we need to increase seniors' purchasing power. Where in the motion is the increase to the federal pension for seniors? Nowhere. There needs to be a program to support the people who are most affected, such as farmers, who cannot buy a Tesla combine. Where is the targeted program for them? Nowhere. There needs to be a program to help taxi drivers, including Uber drivers. Where is that program in the Conservative motion? Nowhere. We need to address the labour shortage. There was nothing in the budget tabled by the Liberals, who are no better. Where in the Conservative motion are the solutions to the labour shortage? Nowhere. We are talking about real people who are being affected by these higher prices. Where is the proposal for increasing the GST rebate and issuing cheques more frequently every month? It is nowhere to be found, either from the government or from the Conservatives. We asked that fertilizers that had been ordered and paid for before the crisis in Ukraine started be cleared for delivery. That is not in the motion, although we do support the part about the tariffs on fertilizer. It just goes to show that there is always a little light in the darkness. Where is the Conservatives' proposal for fixing social housing? We need 60,000 units in Montreal just to start getting back on track. Where is the Conservatives' proposal for sending that money to Quebec, since the Liberals think sending money to Quebec is even harder than building housing? Nowhere. Where is the money for real housing, for real families who are on a real budget, with real children who go to real schools? Rather than helping people, the Conservatives are fixating on the governor of the central bank. Where is the tax credit for experienced workers in our supply chains? It is nowhere to be found in the Conservative motion. Where is the Conservatives' proposal for handing over control of the temporary foreign worker program to Quebec so that farmers in Oka, Mirabel or Sainte‑Anne‑des‑Plaines get the people they need, so that the process is efficient and there is no need to conduct the same labour market impact assessment twice? Nowhere. Where is their aerospace policy that will help us become more efficient at research and development, seeing as Canada is the only country with such a large industry and no aerospace policy? Nowhere. The Liberals will tell us that they gave $800 million to Bell Textron. We know that, and we are happy about it. However, Canada still has no policy. This Conservative motion is devoid of substance. As for the Liberals, they will do what they always do, which is stand up and tell us that they have increased family benefits indexed to inflation. However, indexation is always one year behind, and people are living with 6% to 7% inflation right now. There are solutions out there, and we have proposed some, but they are nowhere to be found in this motion.

Madam Speaker, I would like to remind my hon. colleague that we continue to be separatists, no matter who is in power here in Ottawa, including the Conservatives. I note that she spoke at length about housing. I also note that the Conservatives' housing suggestions are different from ours and the government's. This leads me to believe that the government should perhaps stop imposing conditions, like the new set of conditions in the budget, and simply transfer the money to the provinces. The provinces are the ones that know their ecosystems and their housing markets. They are the ones that develop plans, and they should be allowed to implement the measures that they want. Would that not be the best way forward?

Mr. Speaker, it is always a pleasure to see you, especially since we will be closing out the week together. Thank you for recognizing me. Today, we are debating Bill C-8, which contains a number of budget measures, which we support for the most part. The Bloc Québécois is a party that proposes and supports measures that are in Quebec's interest. This bill includes several standard elements and funds allocated under agreements with first nations, which we must endorse. Generally speaking, because these measures are useful, we will vote in favour of this bill. However, there is a big hole in the bill, as there is nothing to address the housing crisis. The pandemic has changed people's habits. Some sectors in the market are facing severe shortages and, as several colleagues mentioned, the cost of renting or buying has increased considerably. The economy will reopen, and immigration will resume, because Canada will accept newcomers and foreign students. That makes us happy. However, that is going to put pressure on the housing market in Quebec and the provinces. As we have said repeatedly, the federal government has almost completely disengaged over time. From 1960 to 1995, it worked with Quebec and the provinces. For example, it supported the construction of about 25,000 new housing units. These past 20 years, however, there has been nothing. I am not saying it is any one party's fault. Both the Conservatives and the Liberals are to blame for doing nothing, and now we have a major housing shortage. The government has since launched the national housing strategy and plans to help build 6,000 units per year, but that will not do much to alleviate the shortage I was just talking about. The program numbers are convoluted because they include provincial money, private sector money and other sources of funding. Not only is this program less generous than what the Liberal government would have us believe, but it has been complicated for Quebec. We lost a good two-and-a-half years negotiating. Housing falls under the jurisdiction of Quebec and the provinces, which we confirmed when we examined the bill in committee. Nevertheless, the Liberal government insisted on trying to impose its conditions, which shows the federal spending power. The federal government holds the purse strings, and so it has the provinces on a string. Now it has come back to haunt them. Prices are rising and everyone is concerned about it, so the government is looking for a magical solution by creating a new tax on unused housing. This is a fiscal microaggression, an expression I am sure our NDP colleagues will appreciate. It is a small tax that will generate only $100 million in revenue. That is a small amount, and it is really easy for people to get around paying it. I am no tax expert, but I predict that people from other countries who have a house in Canada will start sending their children here on vacation for a few days so that they do not have to pay this tax. This is also a one-size-fits-all tax. I am an economist and, during my career, I often looked at CMHC reports and expert reports on the housing market. Experts in the field study the housing market one segment, province, region or metropolitan area at a time, and yet this government is proposing a one-size-fits-all tax that will be the same everywhere, without any of the distinctions that a competent individual would make between the different markets. Sometimes, I feel like I am the only one here who understands that Montreal is not Vancouver and Saint‑Colomban is not Halifax. That is a problem. Despite all that, this tax infringes on the last big area of taxation over which the provinces have exclusive jurisdiction. Patrick Taillon, a professor at Université Laval and recognized constitutional expert, testified about this before our committee. He said, and I quote: With this tax, the federal government is, for the first time in the history of Confederation, at least, to my knowledge [and he knows a lot about this], encroaching on a form of taxation thus far left, and rightly so, in the hands of local authorities at the municipal and provincial levels. I am referring to the property tax. He said that the federal government had shown wisdom in leaving this in the hands of the provinces. I would argue that the federal government had already lost much of its remaining wisdom when it comes to respecting provincial tax jurisdictions, and now with Bill C-8, it has none left at all. The government is fully treading on provincial jurisdictions. This is a serious first step, because it will require infrastructure. When the value of a property or an asset is assessed, it has to be taxed as a percentage. This requires officials and infrastructure, mainly at the municipal level. That is a big problem. This shows us once again that the federal government cannot help but interfere in the jurisdictions of Quebec and the provinces at the slightest temptation and any time there is a crisis, especially one that it has partially or fully caused. History shows that whenever the federal government decides to take a little foray into the provinces' tax fields, it is often a one-way trip, and Quebec ends up footing the bill. That is how it is, and I think it is extremely serious. During the election campaign, the city of Saint‑Colomban held a fantastic debate hosted by its mayor, Mr. Lalande, whom I salute. The mayors have told us that all towns and cities in Quebec need more tax revenue and that they need to look after their infrastructure. Some municipalities are having infrastructure problems because of climate change. These mayors were telling us that they cannot rely on property tax revenues alone. That is all our cities have left, but the federal government is poking its nose in. Of course, the government will tell us that it is a small tax of just $100 million, but it is about the principle. At committee, Mr. Taillon pointed out that this tax might very well be unconstitutional. On top of that, it will be ineffective. I am very familiar with tax systems, and this one will not get the job done. Not only is it a mistake, but it also shows a lack of respect for the fiscal jurisdictions of the provinces, for the Constitution and for our municipalities, which are asking us not to allow anyone to set foot in their tax field. The Bloc Québécois proposed an amendment. There have been some major tax collection agreements. That is how Quebec got its own tax return. The other provinces get their tax base defined by the federal government. In the past, there have even been tax rental agreements, where some provinces rented their tax base to the federal government through a bilateral agreement. Some provinces did that, while others said no. Typically, Quebec was against that. Ontario did it and then withdrew, but it was done through a bilateral agreement. In Quebec, we asked for common sense and respect for the Constitution, for Quebec and for historical precedents. We told the government that if it wanted to tread on our jurisdiction, then it needed to ask us ahead of time, and the provinces that were unwilling could establish their own policies. Quebec is capable of establishing its own housing policies, especially since housing is under Quebec's jurisdiction. Unfortunately, I have to blame the table for not allowing this amendment. The Bloc Québécois still thinks that this would have been a solution for allowing willing provinces to consent to the federal government using this tax. Unfortunately, this was refused. The fact remains that we need co-operation, which is missing from this clause from Bill C‑8. I will close by quoting Mr. Taillon. In short, if co‑operative federalism means anything, the very least the government can do is consult the provinces and negotiate agreements to implement this policy, in keeping with the spirit and letter of the Constitution. The co‑operative mechanism should not, for that matter, allow the federal government to exert any authority over property tax. I would have said it myself, but it was said so well at the finance committee.

Mr. Speaker, my colleague gave a brilliant speech about the federal government's proposed interference into provincial jurisdictions. Not only would this create a precedent, but it also seems as though the way the tax is designed, how it will be applied and collected, will not do much to help with the housing shortage. I have to wonder whether the federal government should be using other methods, such as Quebec's proposal to try to address the housing shortage. What would my colleague suggest?

Madam Speaker, the Bloc Québécois never said that this motion would fix every problem and address all concerns related to housing, in particular for the most vulnerable. I repeat, and I will say it as often as I need to: The Government of Quebec, which is responsible for municipalities, knows its people and its communities the best and is therefore in the best position to develop a strategy. Unfortunately, the money is in Ottawa, which forces us to talk to each other. I would be happy to do so, especially since my Liberal colleague is very kind.

Madam Speaker, I thank my hon. colleague for his question. He talked about how long it takes to build a building. As we know, when the government introduced the national housing strategy, we expected it to solve all of the problems in the world in five years, when most of those problems originated under Chrétien in particular and have been around since the nineties, so we need to be patient. We also know that these motions are a way of making proposals to the government, and I think it is quite healthy to take inventory of these properties. The fact that the government does not already have the inventory of these properties at its disposal is worrisome. It is an entirely good thing to take that inventory and then determine what should be done with those properties.

Madam Speaker, I knew my colleague was a gentleman, but he surprised me today with his magnanimity. I thank him for his question to which I will respond that of course he has a role to play. I wish that Quebeckers had 100% of their income and that we did not have to beg Ottawa for that money. I am sorry we have to ask for it. Quebec has its own housing priorities. The Quebec government knows its social and community system. Quebec is developing its own strategies, and it is because of the federal government's unwillingness to listen that everything takes far too long with Quebec. The government must transfer the money.

Mr. Speaker, I will be sharing my time with the hon. member for Abitibi—Témiscamingue, whose mother is here with us today. When I found out that we would be talking about housing today, the first thing that came to mind was a number since I am an economist. That number was 100,000, which is the number of additional housing units we would need in Canada today for our housing per capita ratio to be the same as it was in 2016. That means that since the arrival to power of the Liberals, who blame everything that is wrong in the world on the Harper government, we have generated a deficit of 100,000 housing units. That is serious. The government blames a lot of things on the pandemic, but the housing crisis existed well before 2016. In 1994, the Liberals under Jean Chrétien and Paul Martin, in addition to eliminating the deficit on the backs of the provinces, withdrew funding from social housing, which may also happen in Quebec. At that point there was a deficit of 80,000 housing units, which was never filled. The years 1994, 1995 and 1996 were not so long ago when it comes to housing and buildings. Once the foundation for a building is laid, it will last 100, 150, or 200 years. Therefore, the housing crisis existed before the pandemic, and the stage was set for even the slightest shock to raise concerns for our economy, given that there was so much pressure in this sector and that we had a hard time containing it. The shock came in the form of a health crisis. What happened? The health authorities locked down the population and people had to stay home. What did people do? Their preferences and their relationship with space changed. We cannot blame Quebeckers and Canadians for wanting a bigger backyard, a bigger lot or a bigger house. That is how a crisis that was mainly present in our major census metropolitan areas, as shown by the statistics, spread to a first suburb, then a second, then a third, and finally to our farm areas. The result is that, today, it is difficult to find a simple cottage on a recreational lake. It has come to this. We must prepare for the recovery. Foreign students are returning. We want to increase immigration targets. We have problems recruiting workers. We are told and we believe that these immigrants we are welcoming are the future of Quebec and of our economy. However, when we look at housing on a per capita basis, we can see that the Liberal government is prepared to make that future sleep on the street. This is a major problem. Although at the beginning of my speech I showed that things have gotten worse under the Liberals, they are going to tell us that they have tried so very hard and have spent $70 billion on the national housing strategy. Last week I said that I am very fair-minded. Therefore, I checked it out. When we look at the numbers, we realize that the amount is not really $70 billion but rather half of that, because the funding is shared equally between the federal government and the provinces plus other stakeholders. One could then think that there is at least $35 billion left over to help our people, those who are having a hard time accessing housing. However, most of this funding is in the form of loans, not supports or subsidies to those who need it the most. One could then think that at least there is something left, but a closer look at the numbers reveals that 25% of the program funding has not been allocated to date, and that the 25% that has been allocated has not necessarily translated into any bricks being laid. Even worse, only 6.3% of the funding for the rental construction financing initiative has been allocated. In political polling, 6.3% is within the same margin of error as zero. Less than half of the money of the national housing co-investment fund has been allocated. This is a problem. That is better than nothing, but what did we get over three years? Nothing. Quebec wanted to be able to spend and invest that money in accordance with its own model. It wanted the money to be transferred, it wanted things to be easy and fluid so it could help people now while they need help. They went back and forth for three years because Ottawa wanted a cute maple leaf in the corner of each cheque. The government is really focused on being there during announcements. People in Quebec could not even watch those announcements because they did not have a house or a living room where they could tune in. That is what happened. Here is why I will support the motion. I think housing is important, I think we need to talk about it more often and more constructively, and I think there has to be a dialogue. What we are doing today is starting that dialogue. That is why I will support the spirit of the motion. Now, I would like to talk about the Conservatives for a bit. There are some ambiguities in this motion. The Conservatives' definition of inflation, or at least their crusade against “Justinflation”, is characterized by verbal inflation. In homage to the Conservative leader, I might even suggest that they are employing a little verbal “Erinflation”. From the preamble to the motion, it seems as though the Conservatives never wanted to help people during the pandemic. They make it sound like the government took a bunch of Hercules aircraft, landed them across the street at the Bank of Canada, filled them with cash and then gave it to so many people that the price of houses went up. I would remind the House that all parties in this place agreed to help Canadians in a time of crisis in a non-partisan way. Was it done how we wanted and exactly when we wanted? Not necessarily. Were all the amounts right? Not necessarily. Was there the necessary accountability? Perhaps not. Did it go on too long? Did we miss the mark? Maybe, but everyone agreed to it. This suggests that the Conservatives may not be as willing as the Bloc to help those who are most vulnerable. Let us take the example of the federal lands. The Liberals are going to ask me what land we want. We want Mirabel back. That said, when the decision is made to build more housing and to increase the housing supply—because, yes, the supply of housing needs to be increased—it is crucial to begin with those who are struggling the hardest, with those who need it most. Some will say that these housing markets are all interconnected. As an economist, I know this full well. We will hear that when a million-dollar house is built, a million-dollar family moves in, which will free up a smaller house for a less wealthy family. That in turn will free up an even smaller house for another family, and this will eventually free up a three-bedroom apartment for those who need it most. However, it takes a long time for all this housing to trickle down. Meanwhile, people are suffering. Meanwhile, hundreds of thousands of households in Quebec alone are spending more than 30% of their income on rent. This is unacceptable. Yes, I support this motion, because I think that it is a way for the Conservatives to do some soul-searching, given the enormous damage they did during the Harper years. I support it, and I will say that to the Liberals. Obviously, some action has been taken, but that action has been flawed. In fact, it is much more flawed than they care to admit. This soul-searching is needed, because, with the government dragging its feet, taking too long to negotiate with Quebec, and failing to give Quebeckers their own money back so that there can be a strategy made in Quebec for Quebeckers, too many are left waiting, too many are left suffering.

Mr. Speaker, the Bloc Québécois made a very simple proposal during the last election campaign. It proposed that, year after year and without exception, the government dedicate 1% of the spending budget to housing, not only to affordable housing, but also to social housing. I have not heard much about tenants. In Quebec, however, there are over 400,000 tenants who spend more than 30% of their income on rent. What does my colleague propose for those tenants? Not only do they not have a home but they also face a major problem with affordability and access to housing.

Mr. Speaker, my colleague clearly has a lot of empathy for her constituents in Elgin—Middlesex—London. I want to point out that, between 2011 and 2016, during the Harper era, Canada lost more than 320,000 housing units for the least fortunate Canadians. I would like to know how my colleague defines a housing bubble. Once prices stabilize, will the Conservative Party lose interest in the housing shortage again?
