Madam Speaker, we have spent three minutes without talking about the carbon tax. I think that is a record. I thank my colleague for reminding us of his political position. We can work on the production costs of groceries, but the Conservatives always lean toward the most polluting option. There are many ways to reduce the costs of groceries. There are many sources of taxation. There are zoning issues that are provincial. Most of these things are not provincial. However, let us be clear, all that interests the Conservatives is oil. I think that impeding the fight against climate change is no way to increase competition in a market where the profit margin is more than double what it is in the United States. That is a false solution. The Conservatives are trying to deceive the people by trying to make them believe that axing the carbon tax will solve all of humanity's problems. I think these people should start working on a serious political platform that is more complex and more adapted to the complex world we are living in now.

Mr. Speaker, the nice thing about the permit exchange system is that we are able to meet our targets while still acknowledging the facts. I do. It is a reality. Some big companies produce and pollute, and it is hard for them to find alternative technology in the very short term. Those companies may end up polluting elsewhere. They are given certain exemptions for a period of time, while they find these technologies. Meanwhile, we will continue to put a cap on overall emissions levels. However, these exemptions need to be removed. That is what the European Union is going to do, and I agree with that. Most permit exchange regimes will replace exemptions with border offsets that will cost Canadian industries dearly. Yes, exemptions must be phased out at a time when emissions are being reduced.

Madam Speaker, I thank my colleague for his fiery speech, as usual. Quebec made a choice to have an emissions trading system. That is its own system, which is why the carbon tax does not apply in Quebec. My colleague spoke eloquently of the Montreal Protocol on CFCs. Obviously, we eliminated the threats to the ozone layer. The whole reason this came about was that an emissions trading system was implemented, increasing the price of these polluting products. The higher price was an incentive, as the Conservatives like to think, to develop new technologies, which is why, today, the problem has largely been resolved. If the western provinces, which do not like the carbon tax, had implemented this strategy that was used by the Mulroney government, they would not be getting the carbon tax in their provinces. Is it not somewhat their own fault that they are getting a carbon tax?

Mr. Speaker, many of our competitors that produce agricultural commodities are subject to similar tax measures in competing countries. What I tried to tell my colleague earlier in my speech, not my question, is that we recognize the impact on farmers, so we want targeted measures. What my colleague forgot to mention is that the carbon tax applies to markets in general. We care about farmers, and we are sensitive to the problems they are dealing with, which is why my colleague is indirectly asking me whether we should abolish the tax for all industries, including western Canada's oil industry, which is the most polluting of all. We need targeted measures. That is the problem with the Conservatives, and that is the problem with their motion. They are better at changing the subject than they are at identifying problems.
